I used to be in the World Assembly as Armenti but I left a while ago. I now want to be in WA as this nation, however I do not know if I will be able to since I was in WA once as a different nation but left.

If your other nation is no longer in the WA, then yes. You can leave and come back to the WA as much as you want, it is what raiders commonly use. As long as you only have one nation in the WA, your fine.
