ARTICLE I
Code of Regional Administration
Section 1

The Arkana Coalition shall be a sovereign, democratic union of nations, for the nations and by the nations.
Section 2

Every nation in the Coalition which is a member of the World Assembly shall enjoy the status of being a 'Member-state'. Other nations part of the Coalition but not members of the World Assembly shall only enjoy 'Observer' status.
Section 3

Subsection I
Every Member-state is mandated to become and remain a member of the World Assembly, or have an alternate, active puppet nation present in the region which is a member of the World Assembly.

Subsection II
Member-states which are not a member of the World Assembly shall not be eligible to participate in regional elections, regional cooperative ventures, or any regional programmes.

Subsection III
Any Member-state failing to comply with the terms mentioned will be liable to warnings, ejection or ejection with ban at the discretion of the Coalition Prime Minister or Secretary of Internal Affairs.
Section 4

All Member-States who are members of the World Assembly and have been actively present in the Coalition for more than 72 hours, are eligible for participating in both regional elections, as well as privileged association with all regional programmes and cooperative ventures.
Section 5

Every Member-state which is a member of the World Assembly shall be a de facto Member of the Grand Arkana Assembly.
Section 6

Every Member-state of the Grand Arkana Assembly shall be eligible to vote in the regional elections and participate in debates, discussions and move for amendments and additions to the Charter.
Section 7

Every Member-state which is a member of the World Assembly must endorse and maintain their endorsement to the incumbent World Assembly Delegate (or President).
Section 8

Subsection I
The President of the Arkana Coalition (or WA Delegate) shall be elected by a Presidential Election once a year.

Subsection II
All Member-states of the Grand Arkana Assembly shall be eligible to vote for the Presidential candidate of their choice.

Subsection III
At the end of the Presidential Election, after a President is chosen by a clear majority and in case the new President-elect is not the former President, all WA Member-states shall withdraw their endorsements from the former President and transfer their endorsements to the new President-elect, irrespective of their votes.

Subsection IV
Every Member-state of the Grand Arkana Assembly, who has an active endorsement to the incumbent President, is an active member of the Coalition, has resided in the region for more than eleven months, has a population of over 1 billion, has regional influence of an Ambassador or more, is not subject of any Security Council Condemnation or violation of The Dryas Charter, and has the recommendation of atleast one regional political party, shall be eligible to become a Presidential Candidate.
Section 9

All Member-states who are active members of the Grand Arkana Assembly, shall be eligible to form regional political parties with explicit permission of the President, and shall consist of no more than ten members, including the Creator/Chairman/Prime Ministerial Candidate.
Section 10

Subsection I
All regional parties shall be allowed to possess and publicize their own political manifesto, organisation, views, ideology, policy goals, roster and can begin their electoral campaigns no more than one week before the Prime Ministerial Elections.

Subsection II.
All political parties shall be allowed to recommend a Presidential Candidate of their choice who is not a member of affiliated with any political party and is an active Member-state.
Section 11

Subsection I
All political parties before formation shall submit an official telegram as petition to the President detailing their party manifesto and organization in detail.

Subsection II
The President shall possess absolute authority and can accept or reject the petition for formation of political parties at his own discretion.

Subsection III
If the President rejects the petition more than twice without providing any satisfactory, feasible or constitutional reason, the Creator/Chairman can appeal to the Secretary of Internal Affairs, whereafter they shall be bound to host a vote in the Assembly to decide the case of the party's formation. If the Assembly agrees in a clear majority to allow the formation of the party, that decision shall supersede the President's decision.
Section 12

At no time and under no circumstance shall more than five active political parties exist in the Assembly.
Section 13

The Prime Ministerial Elections shall be held quarterly, i.e., once every three months, to select the Prime Minister and his Cabinet.
Section 14

Subsection I
The President shall call every Member-state of the Assembly to vote for the Prime Ministerial Candidate of their choice in an election which will last two days in duration.

Subsection II
After a political party secures a win with a clear majority, the President shall invite the Creator/Chairman of the winning party to form the government as Prime Minister, and the PM shall select two members from his party to appoint as the Secretary of Internal Affairs and Secretary of External Affairs.

Subsection III
The Prime Minister may appoint any other member of his party to a Cabinet position as he sees fit after consultation with the President. The Prime Minister may also dismiss any Cabinet officer and appoint a replacement from his party as and when he sees fit.
Section 15

There shall be no term limits for the number of times the President, Prime Minister or Cabinet Officers can hold office.
Section 16

Subsection I
The provisions of impeachment of the President from his office shall begin with any Member-state sending a petition to the Secretary of Internal Affairs, whereafter they shall be bound to host a vote in the Assembly where a clear majority decision shall be respected, and a fresh Presidential Election shall be promptly held as soon as possible, helmed by the incumbent administration.

Subsection II
In case an impeachment motion doesn't pass in the Assembly, there can be no more than two impeachment motions in the Assembly against the same President in the same term.
Section 17

In case of the removal of a Prime Minister, any Member-state can send a petition to the President, who shall then host a vote in the Assembly. If the motion passes with a clear majority, the President shall remove the Prime Minister and his Cabinet officers from their position and promptly hold a fresh Prime Ministerial Election as soon as possible.
Section 18

All administrative decisions of the Coalition shall be taken by the Prime Minister and his Cabinet in the name of and after consultation with the President.
Section 19

The President and Prime Minister shall be jointly responsible to the Arkana Coalition and its responsibilities. In case of a dispute between the President and Prime Minister, the Prime Minister's decision shall prevail.
Section 20

Subsection I
In case of a dire situation where the Arkana Coalition is under attack from a foreign aggressor or invading military or raider and the Coalition's sovereignty is threatened, the President may invoke his executive authority to unilaterally declare an emergency, conduct a martial law procedure and immediately initiate the Suzerain Protocol.

Subsection II
As soon as the Suzerain Protocol is initiated, all administrative and Cabinet officials except the Prime Minister shall be immediately removed from their posts, the Coalition shall begin its lockdown procedure by setting up a password, all WA Member-states shall be immediately drafted into the Coalition's standing military force, a call of aid shall be sent to all allies, and all nations that possibly pose a threat to the security of the Coalition shall be immediately removed without deliberation.

Subsection III
The Suzerain Protocol may be revoked by the President once he deems the threat to be negated, or by a motion supported by the majority of the Member-states. As such, all administrative and Cabinet officials shall be restored to their positions and all excluded nations readmitted except those that may pose a threat to the Coalition.

Subsection IV
In case all precautionary measures fail, the President shall invoke the Killswitch Protocol, after which all surviving nations shall be relocated temporarily to a allied region or a secret, restricted backup region, the Security Council shall be moved to secure the independence of the Coalition, and the government-in-exile shall make every possible effort to regain absolute control over their former region, and if impossible, destroy it beyond repair.










































ARTICLE II
Code of Inter-State Arbitration
Section 1

At no point of time or under any circumstance shall nations of the Coalition engage in armed or violent conflict against one another.
Section 2

In case of any conflict of interest between nations of the region, any one or all parties to the dispute shall submit a petition to the President requesting arbitration.
Section 3

Thereafter, the President shall refer the issue to the Prime Minister for arbitration, with or without any suggestions.
Section 4

The Prime Minister shall preside over the adjudication of the dispute between the parties, take into account the presentations of every party to the dispute, make careful deliberations with or without the aid and advice of the President or any other nation of his choice, make personal investigation into the issue and present his decision which shall be binding on all parties.
Section 5

The Prime Minister may also, if he wishes, appoint a Judicial Tribunal consisting of any two nations of his choice and any one nation of the President's choice to settle the dispute.
Section 6

The Prime Minister may also decide to resolve the issue with a general referendum in the Coalition.
Section 7

Under any case, the Prime Minister shall have the final authority to pronounce a verdict whose decision shall be absolute and binding on all parties.
Section 8

No nation, as a member of the Arkana Coalition, shall engage in work of propaganda against the interest of or slandering any fellow member of the region or any of the Coalition's allies.
Section 9

No nation of the Coalition shall undertake any activity which explicitly or intentionally violates the national interests of any other member nation.
Section 10

In case of default, or violation of any provision provided by the Charter, or disregarding the orders of the administration or ignoring any warning issued makes any nation of the Coalition liable to ejection or ejection with ban by the Secretary of Internal Affairs.
Section 11

Nations must not engage in trolling or disruptive behavior that interferes with other nations’ internal affairs.
Section 12

All member nations are bound to abide by each and all provisions stated and implied in The Dryas Charter.
Section 13

Nations must not engage in cyberbullying, which involves using the internet or other digital communication to harass or others.
Section 14

Nations must not engage in doxxing, which involves publicly revealing personal or private information about other nations without their consent.
Section 15

Nations must not attempt to hack other nations’ accounts or personal information.
Section 16

Any administrative decision, decree or judicial decision issued by the President, Prime Minister or administrative officials which are in violation of the Charter shall be automatically null and void, without any force of authority.
Section 17

No nation shall send or promote messages of threat, intimidation or harrassment to any administrative official. However, genuine criticism of any and all administrative policies or actions are permitted.
Section 18

No nation shall undertake any action which threatens the interest of the Arkana Coalition as a whole or attempt to illegally overthrow the administration or sabotage the Coalition.
Section 19

The President may issue decrees to administer the Coalition in absence of the Prime Minister or if a situation demands immediate action. However, the Prime Minister may overrule a Presidential decree or replace it with an act of his own. The Grand Arkana Assembly may also overrule a Presidential decree if it deems such is necessary.
Section 20

Any Member-state may move for an amendment to the Charter, including the President, Prime Minister or any administrative official, which shall require a majority in the Assembly to pass.










ARTICLE III
Code of Regional Trade Conduct
Section 1

All Member-states belonging to the Coalition shall have priority access to each others' markets in relation to trade of essential goods, convenience goods, durable goods and contingent goods.
Section 2

All Member-states shall be a part of the Arkana Free Trade Zone which will facilitate tariff-free foreign trade with minimal customs intervention between all members. Member
Section 3

All Member-states conducting naval trade through the Arkana Free Trade Zone shall dedicate atleast one pier from a trading port of their choice for streamlined and smoother process of import and export among all Member-states.
Section 4

All trading operations shall be conducted under the supervision of a Trade Overwatch Committee with one representative from each Member-state of the Arkana Free Trade Zone on the Board of Control.












ARTICLE IV
Code of Regional Order Enforcement
Section 1

All Member-states shall be signatories to a multilateral extradition treaty which would include provisions for mandatory extradition of all individuals and groups accused and indicted with sufficient evidence for intentionally committing crimes against humanity, participating actively in known and blacklisted terror groups, intentionally injuring the interests of the Arkana Coalition, violating terms of international treaties, conspiring or acting against any Head of State or their families or any internationally protected person, sabotaging or hijacking aviation or naval transport, wilfully participating in human trafficking and/or intentionally committing mass slaughter of human beings, to the nation where charges have been pressed first. Inclusion of other offences will be upto individual Member-states to negotiate with other Member-states in bilateral extradition treaties.
Section 2

All Member-states shall be eligible to participate in RavenWatch, a collective law enforcement and intelligence programme focused on protecting the integrity and safety of all Member-states from threats both external and internal. The programme shall be headed under the oversight of the Prime Minister of Arkana Coalition, operating with stipulated and equitable contributions from Member-states with regards to financial funding, personnel, infrastructure and intelligence.
Section 3

Citizens of any Member-state of the Arkana Coalition shall possess the freedom to move to and reside in other Member-states without any requirement for visa or extensive border checks, with exception to citizens blacklisted by receiving nations.
Section 4

All Member-states shall uphold and respect the demilitarized zone of the waters of Lake Arkana and Paneca River, except for cases of routine patrolling for border control, passage to international waters and mobilization of armed forces by the Coalition administration.
Section 5

All Member-states shall uphold and respect the mutual understanding aimed at protecting the marine ecosystems and preservation of the reefs in Lake Arkana and Paneca River from side effects of industrial and commercial activities conducted by public and private entities.

Ignore the format and weird looking design, I swear it looked a lot better in my dispatch. This is just the basic laws only, I have left out the contents, heading, preamble etc. out. Please give some feedbacks about what I can do better to improve or change this.
