Too short, maybe add some spice. Some frosting to your cake. Some weed to your brownies. Maybe go more into depth about what terrorism is and why it’s bad.

Not seeing a clear operative clause, so illegal.

In general this declaration has more holes in it than a Swiss cheese.

To me, "Opines" reads as operative.

Opposed for many reasons, not the least of which is basing the definitions on General Assembly resolutions. Create your own definition.

New version. Changes:
  • Addresses state-sponsored terrorism
  • Changed the definition of terrorism away from deriving from GA resolutions
  • Addressed potential illegality with respect to Rule 3b. Clarified the wording such that (a) the GA cannot address the issue; or (b) they support the due diligence towards submitting another SC resolution
  • Removed mentions of raiders and defenders

I would mark this as illegal via 3b for being a proposal that would be better suited to the GA (Category: Political Stability/mild), or re-tailored for International Security. You could almost drop this in verbatim, with very mild modifications. Typically in Condemnations and Commendations, authors use metaphors and colourful stories to talk about r/d, specific RP continuities, census stats, or other gameplay aspects. Without any specific context, just dropping "the prevalence of terrorism" and the "[many] deaths" it causes, "hampering economic development and welfare", I can only assume this is a more generic, GA-themed RP which should be kept to its right place.

Obviously I'm not the one making these decisions, and I know there are a few discussions pending with 3b as per here, but to me I would label the most pressing concerns related to 3b would be "Calls" and "Encourages", and if those were to be excluded I would be satisfied (in terms of legality, not quality) because the operative clauses are then pertaining specifically to commendations and condemnations, which seems acceptable.

Condemnations are issued for nations/regions that have successfully IC played the villain for a long time. Like me. And I’m not a terrorist.

Agreed that this fits far better in the GA than anything to do with a SC declaration. The proposal in itself seems to follow a GA structure (without the mandates) rather than a declaration.

So it looks like my choices are either to move this to the GA (I'll just need change the operative clause to better fit actual legislation) or find RP/GP examples of multiversal terrorism and frame it as "because of the prevalence of events like X, Y, and Z, the SC denounces terrorism"
