[IC] MT / PMT Tensions in Kostane

Postby Kostane » Mon Apr 01, 2024 6:42 pm

IC:
The Story:
The government of Kostane is one that was born into large amounts of instability. After its inception in the first Kostan Civil War, it immediately began an aggressive path of expansionism towards its close neighbors. Through this, it's military was built up and the beginning and fiercely nationalist New Republic was declared. Now, Kostane finds itself on the bring of yet another civil war, this one more deadly than the last due to its global scope.

Recently, Kostane joined several international alliances, including the CSL and the ISD. However, following several disagreements over the conclusion of the civil war in Heldervin, Kostane found itself increasingly isolated from the CSL. This isolation only worsened when Elli Port, the representative from Kostane and Admiral James Port's niece, disappeared for a night before coming back to insult nearly every member of the CSL. That resulted in Kostane's abrupt withdrawal from the CSL.

However, this withdrawal and the corresponding support of Heldervin's monarchal and slave-owning regime have not come without their domestic consequences. Increasingly, populist forces have risen up against Kostane's government, accusing the government of dictatorship and tyranny, and calling for the institution of democratic governance. They claim the government's foreign policy backsliding is a sign of a larger trend of increased conservatism in the government. If they gained power, it is likely that they would completely reverse many of Kostane's foreign policies, especially involving the war in Heldervin.

The streets of Sevregral have been filled with blood after a university protest gone wrong. The government crackdown called in nearly the entire army to kill university students who were protesting and torturing many others. This appears to be a trend of larger trouble, as riots increase nationally and the world watches with a hunger barely disguised behind the sharp teeth of imperialism. Meanwhile, the disgraced diplomat, Elli Port, who is seen as the cause of all of this has disappeared completely, seemingly off the face of the Earth.

It remains to be seen what permanent consequences these riots will have on the country of Kostane. While some say it is a precursor to all-out war, many in Kostane seem to be far too nationalist to allow foreign intervention. Whatever the consequences, the nation of Kostane will likely never be the same, and this shall become a momentous event in its history.

The Loyalists:
The loyalist cause encompasses a broad range of the political spectrum, from centrist who see a civil war as harmful to stability, to the right who wants a restoration of a monarchal structure, stretching even as far as leftists who see the possible for reform in the current meritocratic system.

Following the withdrawal from the CSL, Admiral James Port made a public announcement, seeming to recognize for the first time the turmoil that his country faces.
Kostane is a country at war. We may not see it yet in our daily lives, we may not feel it in our cannons, we do not yet hear the drones above our head. But make no mistake. We ARE at war. There is a battle raging in Kostane, and one raging throughout the entire world, between those democratic moralists, those populists who would see every good government collapse, and the loyalists who stand for global stability. If the democrats win, the chaos shall be endless. We will all die. The constant political violence, the bloodshed that would be accompanied with democracy is but a ploy to weaken us. The CSL is made up of fake democracies, dictatorships who spread democracy only as a way to weaken their opponents while maintaining the superior dictatorial systems for themselves. We shall end this trend.

Look around you. They paint those students who rose up in treasonous revolt against the government as innocents. They were not innocent. They were all foreigners in disguise, plants placed in this company in order to provoke instability. You can never trust those CSL foreigner democrats, the populists who will destroy us. No, we shall carry the fight. We are the superior army. I have read history books, I have examined every last aspect of foreign policy, and it has lead me to one certainty. There has been, is, and will be no country that shall ever even dream of the greatness Kostane has achieved. Even in our early days, we recognized our destiny. We gave the great cry -- "Kostane est inevitabilis." Kostane is inevitable. There is nothing they, nor any nation on this planet can do to stop us. We simply must step and claim our destiny. We must. "Fight for Kostane, or die for nothing." If you do not fight for Kostane, you shall die alone on a battlefield, surrounded by false promises. Only Kostane can lead you to salvation.

My people, do not trust the foreigners. The last time they provoked uprising in our country, the Chads came in and took half our land. They slaughtered our people. We do not want a repeat of that slaughter. I urge you, democracy is a failure. Stand down.

The Admiral's strong words are merely part of the larger viewpoint of the loyalists. Kostane has only faced bloodshed on this scale once before, during the First Kostan Civil War. That war was catastrophic for the Kostan people, especially in terms of foreign imperialism. It is what lead to the popularity of the current dictatorship, and another war like that could end up only further cementing the Admiral's popularity.

The Democratic Populists:

The Democratic Populists remain divided across a large spread of the left side of the political spectrum. Ranging for communists, to anarchists, to the moderate reformists, they can only agree on one thing, and that is that the current system must end. With no current leader, this movement seems highly likely to fracture or fail before a civil war is even escalated. There have no one in power, and it would take some truly historic event in order to be the catalyst towards a larger movement.

That being said, the democratic populists do have several advantages. They have the backing of large foreign countries who would possibly intervene in Kostane without any heed of the well-being for Kostan citizens. They are concentrated in cities, where they would be able to effectively wage an urban guerilla war against troops. But, the time does not yet seem right for them to attack. That time will come one day, and it seems to be getting every closer.

Rules:

No Instant Wins (WMDs that destroy an entire country, undetectable chemical weapons from a submarine, etc.)
No Godmoding

A note: The civil war has not started yet. I prefer to do a slower buildup in order to allow people to get to know the general plotline and let more people join. So, right now, all countries know is that the parts labeled in the story. I will do several posts that further develop the factions before the civil war starts (this also serves as a way to balance the sides a little more as I get more information on foreign intervention).

After the government heard about the Kostan government killing the university students, who hadn't even completed their education, it condemned the act. It saw this act as an inhumane act. It decided to offer aid to the Democratic Populists, who want a democratic Kostane.

The Marajarbian Federation commends this statement made by the Republic of East Leaf, stating that the situation in Kostane, a direct result of the events that unfolded in the civil war of Heldervin, and a direct consequence of Kostane’s recent actions within the assembly of the Collective Security League during this Civil War Season could lead to a battle between the dictatorship and the democratic populists. As Marajarbia not only is a part of the CSL, but also wishes to expand its relations with nations such as East Leaf during the major geopolitical era of warfare that is Civil War Season, Marajarbia has decided to support the democratic populists, but won’t send any troops until fighting starts. Instead, Marajarbia will work alongside CSL allies in the region to send aid to the democratic populists.

President Bob Exodus has officially condemned Kostane in a public speech delivered on Monday night. Exodus is now waiting for the approval to possibly intervene alongside the Democratic Populists. The National Assembly of Delitai will discuss and vote on the matter. April 20 is the next meeting but can be pulled earlier if an emergency is declared. Our latest meeting was just February 14 in which International Diplomacy and Rising conflicts was opened up.

As of right now, Chief of the General Staff: Cyrus Cohen has issued a letter on the developing crisis.

Urgent Call for Peace Negotiations

Dear Leaders of Kostane,

I am writing to you today with a sincere plea for peace and understanding. As the Chief of the General Staff of Delitai, I am deeply concerned about the ongoing conflict between your government and the Democratic populists. It is clear that continued hostility will only lead to further suffering and loss on both sides.

I urge you to consider the path of peace and to join us in initiating negotiations with the Democratic populists. It is through dialogue and compromise that we can hope to find a resolution to our differences and build a better future for all our people.

Should you choose to reject this call for peace and continue down the path of conflict, please be aware that Delitai will stand alongside the Democratic populists in defense of their rights and freedoms. However, I sincerely hope that it will not come to that.

Let us come together in the spirit of cooperation and mutual respect to seek a peaceful resolution to our differences. The people of both our nations deserve nothing less.

Yours sincerely,

Cyrus Cohen
Chief of the General Staff
Delitai

Note: If the tensions remain worse and the death casualty increases, Pres. Bob Exodus will issue a 25M Deli Gold package aid to the Democratic Populists.

TEHRAN
GREAT KHAVAR

The headquarters of the Directorate for International Revolution, Great Khavar's foreign intelligence service, was a sleek neo-futurist ziggurat. Each step was adorned with gardens, demonstrating a fusion between nature and technology that highlighted the revolutionary communist vision of an ecological post-capitalist world. It was in this structure that the agents of the Directorate for International Revolution assessed the affairs of the world at large, ever seeking opportunities to advance the cause of world revolution and tear down the vampiric despotism of capital. While the Khavar Revolutionary Guard served as the sword and shield of the Revolutionary Organism, the Directorate was its scalpel, a precise and surgical tool capable of striking without its targets even registering its presence.

While the affairs of many disparate nations were constantly being scrutinised by an army of analysts, today one in particular had drawn the attention of the DIrectorate's leadership, and indeed that of the Central Committee itself. Kostane boasted a significant population of several billion, and was a significant capitalist power. Should its leadership be torn down by revolution, it would be a significant blow against global capital itself, and see billions set free from bourgeois dictatorship. Unfortunately, Kostane's government had historically been adroit at maintaining its grip on power, and the opportunity to strike a significant blow had not materialised, until now. While the goals of the pro-democracy movement were not aligned with the overcoming of capital, elements within the movement did display genuine revolutionary potential, and if properly harnessed could grow to become the dominant force behind the uprising.

So it was that Mitra Karimi found herself at the head of a sizeable team of analysts, each handpicked for their skillsets and expertise. Presently, they were seated around a topographic map of Kostane in one of the ziggurat's subterranean conference rooms, with the nation's four regions each highlighted and major cities and locations clearly marked. Geography, as always, would be key in deciding how the situation would unfold.

"According to our intelligence, support for the government is greatest in Verdunburg and the Icy Valley," began one of the analysts. "However, anti-government sentiment is much stronger in the chief population centers of Sevregral and Bison City, which combined are home to nearly two billion people. Bison City, and the Bison Plains more broadly, are likely to be particular strongholds for anti-government activity. Unfortunately, without control of the waterways, they remain largely cut off from the mainland, which loyalist forces doubtlessly aim to take advantage of."

"Economically, Kostane is an industrial economy with a heavy focus on arms manufacturing, mining, and information technology, with the former propping up its considerable military forces." began another. "There is also a significant agricultural sector, particularly concentrated in Verdunburg and the Icy Valley. Versaport is one of Kostane's smaller cities, but it serves as the gateway to the valley, with most of the internal trade passing through there. Presumably it will also play an important role for loyalist troop movements in the event of open conflict. Similarly, Aquara controls much of the trade with Sevregral, and is a vital access point to the capital from the coast."

"What about these islands here?" asked Karimi, gesturing to the island chain west of Sevregral.

"Difficult to say for sure, but they are much less densely populated than other parts of Kostane. Opora is largely home to well-off bourgeoisie, giving them some distance from the mainland. Historically, in the previous civil war, they elected to remain neutral, waiting to see who won. It wouldn't be surprising if they adhered to a similar strategy in the event of another civil war. Of course, if things look to be heading in a revolutionary direction, they will almost certainly side with those sworn to uphold the dictatorship of capital."

"Hmm. They could serve as a useful base for operations in mainland Sevregral, if we find ourselves intervening directly." Karimi mused. "What's the international situation looking like?"

"A number of bourgeois powers, primarily aligned with the Collective Security League, have condemned the government and indicated support for the pro-democracy movement. This is likely associated with prior inter-imperialist conflict between Kostane and the CSL. Speaking of which, Kostane is itself a member of the International Security Directorate, and it would be unsurprising if its allies intervened in favour of the government."

"Then it seems we find ourselves in a potentially difficult situation." she sighed. "We will have to move carefully, play the capitalists against each other, if we want to see a liberated Kostane. Still, I think that should conclude our meeting for now. We need only wait, and see how the situation develops. If it fails to escalate, we'll just have to admit defeat and wait for another opportunity. That said, I expect it will, and then we can begin to discuss our next steps."

Technostan's greatest minds come together to discuss the situation in Kostane.

Alexander Cranochroti, the official leader of Technostan by law, offers his opinion first.
"Technostan has rarely remained neutral in international conflicts, and this time shall be no different. I suggest we should look into a peaceful solution so both the Kostan Loyalists and the Democratic Populists benefit. We should invest into civilian evacuation and diplomatic solutions and help assure the people of Kostane that they will not be ha-"

He is cut off by Lyrandar Port, the de facto leader, who states his opinion next.
"Yes, we have been in many wars, but when have we ever been neutral? Being neutral got our greatest leader killed as a direct result of Kostan actions. We must tear Kostane apart and show them the true power of the Technostani military!"

Konrad Kormack, the former vice president, suggests another option.
"Kostane's current government is strong. They may not be great, but they are strong. The Democratic Populists are already falling apart, and if we don't want to incur the wrath of Kostan military forces like we did in our own civil war, the stronger side is the side we should support."

There is some muttering as Kormack's idea is discussed. Lyrandar Port tries to say something about not having proper government permissions, but he is outnumbered. Technostan will officially support the Loyalists.

Admiral James Port paces in the bridge of the K.O.S. Sevregral, one of the largest ships in the Kostan navy. From here, he can see the vast expanse that is Sevregral, the great city in Kostane and the namesake of this ship. On the outside, it looks calm, almost serene. But, he knows that the violence and tragedy is hidden deep in the city, underneath the mountains, covered by a layer of snow that makes it look untouched. This city has been through a lot, and it will be through more in the coming days.

Port received messages from various leaders over the days, offering various ways in which he could give up power to them. They, of course, didn't say that explicitly, but he knew that signing any agreement would be a loss. And so he send a reply to Delitai.

To the dishonorable Chief of General Staff Cyrus Cohen of Delitai,

Who exactly do you think you are? You have no right to intervene in the domestic affairs of Kostane, and even less right to try to coerce us into negotiation a peace treaty. Let it be known -- Kostane does not make peace with revolutionaries. I couldn't care less if you stood alongside the Democratic Populists because you are insignificant, little more than a fly for me to swat down. If you think that you are even one of the top one hundred biggest problems I face in a day, you might want to take a look at yourself.

I'm not sure how the people of your nation are at all involved in this conflict. This seems to be little more than a barely hidden attempt to try to disrupt the normal running of our government. I'll tell you one thing -- it does not matter how much help the Democratic Popullists get because they make up a total of 0 people. They chase their utopian dream while I'm out here governing.

In short, no. You are wrong, and even if you were right, Kostane is stronger. Dialogue only weakens Kostane.

Sincerely,
Admiral James Port

Port proceeded to release an official condemnation of the Marajarbian Federation, as well as all other supporters of the democratic populist groups.

Location: Sevregral Central Square

Time: 2100, local time

A group of revolutionaries have gathered in the Sevregral Central Square, attempting to cause more riots. They come from a wide variety of political beliefs, from the reformists to the revolutionaries. This is the largest gathering of dissidents in Sevregral since the university students were massacred.

In the corner, there is a small stage with a microphone on it, and a speaker broadcasting to the entire square. A young woman walks onto the stage as the lights turn on. Nearly everyone in the square gasps -- she does not have a distinctive face, but it is one that is well-known in Kostane. It has become even better known globally since the start of these events. It is Elli Port.

Immediately, people in the crowd start booing and throwing stuff at her. She is seen as the enemy because of her relation to the Admiral. She tries to calm them down, and after a minute they begin to listen.

Look, I know you're mad. You are rightfully so. My uncle has taken this country, and he has strengthened our military and fixed the wrongs of the Kostan Civil War. He is a great leader. However, he has made the mistake of not fixing the causes of the civil war, the unrest that comes from dictatorial government. Now it is left to us, the next generation to fix it.

You know me as the person who got us kicked out of the CSL, as the one who served my uncle's wishes. I felt that I had no escape from those wishes, as I'm sure many of you feel in his police state. The truth is, there's a way out. For all of us. It just took me a while to recognize that. There is something wrong with this society.

You see, when I was at the CSL, I met a man from New Heldervinia. He was a diplomat who was highly awarded and had accomplished many great things. When he was born, he was born into the slavery of Heldervin. The government that the Admiral, my uncle, supports. We cannot ever allow our country to support a government which keeps its people back like this, and so it is time for all of us to speak up.

But, we must also turn our critical eyes towards our own government. How many people have the ability to move up the social hierarchy in Kostane? Certainly not enough. We need to ensure that every Kostan citizen, every man, woman, and child living here has the ability to make their own life. The first step in that process is by ensuring a democratic leadership.

I understand that some of you may still be skeptical, but I assure you that I am different from when I left Kostane. It may seem unexplainable, and believe me it nearly is to me too, but I met someone when I was at the CSL who changed my perspective on things. I hope that we can work together to change Kostane to become greater than before.

As she walks off the stage, some of the boos have turned into cheers, but there are still many boos coming from the crowd. She is, after all, a rather controversial woman.

In his small apartment in Sevregral, living with his wife and several maids lives a man named Charles Marcos. He came from a family of wealthy aristocrats, but now has squandered all of his money, leaving him in large amounts of debt. But, he has not let that stop him from expressing his opinions on these turbulent times. Together with his friend, Freddy Angela, he wrote a book proposing a society that would be put in place in post-industrial Kostane, after the revolution washed away the problems of the existing government.

Marcos wanted a society that abolished the private property that he saw as only a source of oppression for him. To him, the Kostan Civil War had been just another part in a larger struggle -- the struggle of the oppressed proletariat class against the ruling bourgeoisie class. But, he saw the fall of the bourgeoisie as an inevitability that he could ensure would pass swiftly.

So, Marcos took to the streets of Sevregral, spreading his political opinions which quickly became accepted among the minority groups of the democratic populists. There was just one problem -- his beliefs would never work with the reformist socialists whom he saw as traitors to the movement. He desired full revolution, the full change of society and nothing less.

This was the beginning of a fracture within the democratic populists movement.

It was a day like any other day. The Premier was on his bed, working on some documents and laws that needed to be voted in. After about a hour of just sitting on the bed typing, he decided to take a break. He turned on the TV in the room and, the head line was, CIVIL WAR IN KOSTANE! He, at once, lept from his bed, and ran to a hotline to the Defence Ministers room.

Seeing the situation in Kostane begin to escalate, Daphomir, which had rather frosty relations with Kostane since the Heldervinian Civil War, saw an oppourtunity. Daphomir began negotiations with the democratic factions in Kostane, planning to send them supplies such as food, weapons, vehicles, etc. to help them in their conflict against the current regime.

The Holy Empire was pragmatic, generally. However, it was also extremely, extremely prideful. It didn’t respond to slights well. And Vice-Admiral Port had made the error of insulting a representative of the Azure Throne. This… was not something that could go unpunished. And the Grigori were rather good at… making life difficult for other countries. A quick meeting of the Watcher Council later, and agents were dispatched to Kostane… to rile things up…

Kostane

The Grigori quickly set up a network of safe houses in Kostane in order to better conceal their operations. The first riling up tactic was to set up a pirate radio station to broadcast Democratic Populist propaganda to begin riling up any potential rebels to begin to rise up in more… violent ways. With any luck, some triggerhappy maniac would make a mess in some public place, and then phase two could begin. Besides, if no accident happen… well, the Grigori would be more than happy to step in…

1000 Tanks
2000 APCs
500,000,000 KND (Krasnoyarskian National Dollar)
100 Fighters
50 Bombers

Headlines across Kostane read “The Eurasians are coming… again.”

For a short while, it seems the country will be unified against the threat of an Krasnoyarskian invasion. After all, the Kostans already had one devastating war against the Krasnoyarskians (back when they were Eurasian), and no one seems to like their slave trade. But, their more revolutionary government is quickly embraced by the far leftists under Charles Marcos, who took up the cause of active armed violence against the Kostan government. For now, the more moderate democratic movements seem to have been silenced in the wartime government, but that discontent is always waiting, just below the surface.

A small group of Marcists (as they’ve come to call themselves) revolutionaries meets the Krasnoyarskian convoy in a small island off the northwest coast of Kostane. From there, they intend to set up a base of operations in order to wage guerrilla war against the Kostan government.

Meanwhile, Kostan defensive fighters and drones quickly move to intercept Krasnoyarskian bombers, while anti-missile defenses are activated on high alert for future attacks. A small assault squadron of two Warrior-Class destroyers is sent to intercept the fighters when they land in a surprise assault.

Years ago in Kostane, the government mandates that every Kostan citizen receive an ID chip. While there was strong opposition at the time, that has faded as people realized the convenience of completely contactless payments for everything, so much so that it has become nearly forgotten. Now, the question of ID chips are risen again as the government martial law demands that anyone passing through checkpoints have an officially registered Kostan ID chip implanted in them in order to “secure against both domestic and international terrorists seeking to destabilizing Kostan.” Already, several hundreds of tourists have been deported back to their home countries for not being implanted with an ID chips, while people living on the streets have been taken into medical centers to be newly implanted due to not being able to afford past surgeries.

At this time we will not trigger Article III, however we are prepared to do so should this war escalate on a broader scale. The bombing of Sevregral was not a direct invasion, and there has not reached the point in our escalation ladder where we would call in alliances. Thank you for your concern.

In light of recent events, I am proud to announce that the Delitai Republic will be extending a generous aid package of 25 million Deli Gold to support the Democratic Populists in Kostane. Therefore, I will be bringing this matter before the Unified Council of Congress (UCC) to ensure transparency and allow for open discussion among our elected representatives.

Delitai wrote:President Bob Exodus has officially condemned Kostane in a public speech delivered on Monday night.

Alexander Cranochroti sends 200 Shark-Class Submarines to assist Kostane in the crushing of the Democratic Populists.
Lyrandar Port is shocked upon learning that his second cousin supports these rebels, but officially declares war on them anyway.

As more nations keep an eye on the conflict, the Marajarbian Federation works hard to make sure that shipments of humanitarian aid are sent to the democratic populists. Marajarbia also considers sending weapons, but awaits to see what the rest of the CSL does first, as the situation is complex due to the ongoing CSL-ISD Cold War and the impact that a potential second civil war in Kostane may be able to have on the already mixed relations between both the Collective Security League and International Security Directorate as the geopolitical impact of the Heldervinian Civil War leads to new events transpiring during this Civil War Season throughout the world, and the halls of the CSL’s very assembly.

Celebration swept across the islands. The Indios Bravos was free, albeit with not much bloodshed.

Sad.

However, news of the unrest in Kostane put the AFIB back into action, supporting the Loyalists.

Forces amassed in GLC Bay and across the country. While Lori Norming, now put into presidency, officially condemned Kostane's actions, but still stated support for the Loyalists.

War in Sevregral!

Democratic populists movements have declared today a national day of striking in order to achieve their goals of democracy. Within hours, the effects on the economy were devastating, and the national military moved in to suppress the strikes. While many strikes in more rural areas were easily broken up, in Bison City and Sevregral, the strikes persisted. Soldiers then began opening fire on the civilians.

After the first shot was fired on civilians, things only got worse from there. Some of the civilians were armed with foreign weapons, such as the tanks from Krasnoyarsky and various foreign weapons, which has only increased xenophobic sentiments in Kostane. The government of Kostane has declared the country closed to any foreigners without an official permit, and has granted blanket permits to the citizens of The Indios Bravos and Technostan. All others attempting to enter the country must either go through one of the outer islands where stations are being set up, or risk being killed on sight.

The forces in Sevregral have managed to capture large parts of the city center, and have declared their independence as The Kostan Free Republic. For now, the populist movements remained united in their attempts to overthrow the governments. In response, the Kostan Government has blockaded all rivers that give access to Sevregral, attempting to cut off any aid attempts that peacefully get through. They have denounced "humanitarian aid" efforts and will shoot them down unless it is negotiated separately.

Puerto Rico declares neutrality in the conflict, and will continue trade with all nations involved. All cargo ships and commercial freighters heading to involved nations will be accompanied by a small naval defense convoy, in the hopes of protecting its economic connections.

The USSN has mobilized it's forces, alerting the Democratic Populists of their support publicly and privately. All across the USSN, soldiers prepare to engage in any situation as squadrons of tanks, fighter planes, and boats move out. The dreaded P.1200 is notably absent from the first wave of troops, perhaps being saved for later use after the last close call in another recent war. Headlines in the USSN's popular state newspapers gush about the Soviet military strength. However, the outcome is far from decided, and what happens next is unknown.

In a press conference today, the Eusan Federation’s Governor of the Frontier Territories announced her support for the loyalist cause, citing that “the call for help will not go unanswered” and that the EF would provide “significant support in maintaining the security of loyalist-controlled cities”. About 20,000 former MPs volunteered to provide the manpower for such an operation, and now the EF eagerly awaits communication from the loyalists as to where their help would be most useful.
