Bar'yer Palace was orderly and chaotic. A tightly equipped government system since the establishment of the democratic government was preventing panic from spreading to chaos. Still, Svetvostok's members of the government had to deal with international political issues that they had never experienced before in the most dangerous international political situation since the Great Patriotic War. Waves from Matsume and Kaskadia were huge. Waves from the Aureumterra could engulf Svetvostok.

Extraordinary meetings, which only bring together the president and key secretaries, are a system that determines the overall foreign and defense policies of Svetvostok. Unlike regular meetings, which involve all secretaries, extraordinary meetings are not official events, but they have higher expertise in that they are attended by key secretaries related to foreign affairs and defense.

Extraordinary meetings have the advantage of professionalism, but their shortcomings are also clear. Major secretaries are mostly ambitious figures, and because of this, they often have disagreements at meetings.

Simply put, Neo-Korea cannot give up on us even if we remain neutral. On the other hand, if we support Neo-Korea, we will end up abandoning our relationship with other countries, including Meridon. When Kim Juyeon finished speaking, someone turned on the microphone and began to defend Kim Juyeon. Located outside Beakto City, the 24th Air Bomber Wing Base houses the NSB(Служба национальной безопасности, National Security Service)'s dispatch office. This dispatch office is disguised as a support office for the Army Air Corps, but it actually fills up the office with not a few NSB personnel and various intelligence-gathering equipment.

Do Hyejin was one of the NSB personnel dispatched to the airbase. She is a non-official cover agent whose status is classified. Do Hyejin's performance as an agent was very good, and all she could do was range from field sabotage to third-party buying and hacking, but her tendency to not hesitate to engage in extreme violence was a double-edged sword for the NSB.

The moment a mission begins, Do Hyejin's concern is the mission's success. The aftermath is not her concern.

Vasily Tsarnaev was one of those concerned about Do Hyejin's disposition. But anyway, Do Hyejin is a competent agent of the NSB, and his colleague. Vasily Tsarnaev must lead agents, including Do Hyejin, to carry out missions successfully.

Located on the outskirts of Baekto City, Raduga Express's local office looked like an ordinary courier company. The small-scale logistics warehouses and courier trucks in the parking lot made everyone consider the place to be a courier company. The only weird thing is that the real office is in the city center of Baekto City, and this fake office on the outskirts is protected by cleverly disguised electric barbed wire and a guard post.

Ostrov-25, a secret NSB-owned facility, is a space for advance operations for confidential operations. The facility inside the 24th Air Bomber Wing's base is easy to defend, but it is also a space that can be frequently exposed to personnel inside the airbase instead.

Of course, the agents knew that helping Neo-Korea was morally uncomfortable. However, it is a natural procedure for agents to exclude personal ideas and emotions. Again, the agents exchanged only pure work-related stories, and no personal complaints came out.

"This is an entirely unprecedented action on their behalf. It, excluding the oil sales, clashes entirely with the general activities a nation should be taking in this situation- the natural response should be to verbally distance from us for a period of time while continuing sales- it would maintain the popularity of their government while still keeping relations at a solid enough position to ensure future interaction."

He kept walking- increasing his speed as he became more agitated.

"So, then. Why would they pen the second letter- why would they offer to utilize resources on our behalf? If they are seeking concessions on the oil deal, it would be far easier to simply use the threat of increasing their distance from the state during this time. If they seek some grand military or economic project, tying it into support of the conflict is the worst possible way to get us to pursue it in good faith- it creates a scenario where they are tying themselves to a conflict which from their perspective is not guaranteed to end in victory, and it will provide a point which other parties, both domestic and international, can utilize against them."

"So... what am I missing?"


Muraoka sat down, continuing to turn the letter in his hand as he finally calmed enough for Beom to respond.


Beom had something approaching a smirk on his face, as if he found the entire situation more humorous then anything else. He took the letter from Muraoka, and, gathering his wits for a moment, began to speak in turn.

Muraoka turned his head to Beom in confusion, prompting Beom to carry on.

"They have fallen for the belief that Neo-Korea has the capability to sustain itself without interaction with the foreign world as a whole- and them, in specific. They believe that without overt and notable leverage, they will not be able to gather the concessions necessary to achieve a deal which is positive for them. Under this expectation, they are offering far more than is actually necessary to actually achieve their goals, believing that without such we will be able to take action to minimize their influence over the negotiations."

"With this in mind......"


He stood, his back to the table, and look out the window.

"We will need to maintain our presentation to reinforce these beliefs- and as such, we will be sending both you and Isamu to carry out discussions- on both matters."

He kept his gaze to the window, and Muraoka rose to leave- only for Beom to speak a final time.

"Do ensure that Zykov gets a letter ready as well, if you would."

Muraoka nodded, and finally left. Another diplomatic meeting for him to carry out- Terenti's sidelining continued in full force.

On the day of the meeting, Vice President Nikita Sobolov arrived first at the Krasnaya Gora International Airport, where the delegation would arrive, and was ready to meet the Neo-Korea delegation. The day before, Minister of Defense Viktor Shevchenko arrived at the hotel where the meeting would take place and was waiting in advance, and he remained in a space where journalists were restricted.

This meeting was meaningful in two ways. One is to strengthen economic cooperation between the two countries. This is the ostensibly open reason. The second is the exchange of views between the two sides on the Matsume war. Of course, this will not be open to the public.

Svetvostok needs to get many things from this meeting. While the increase in profits and attraction of investment by companies due to the strengthening of economic cooperation between the two countries has been a big pie, one of the most important things in practice is to earn important concessions from Neo-Korea through Svetvostok's contribution in the Matsume war.

Neo-Korea's foreign relations with several other countries are not good. PRMP may be one of Neo-Korea's biggest diplomatic achievements, but Neo-Korea has maintained bad relations with most of its neighbors. Svetvostok is well aware of this and wanted to have a lot on the other hand in exchange for reaching out to Neo-Korea.

When the plane carrying Neo-Korea's delegation lands on the runway, a military band begins playing. The military band deployed at the airport is not large, but it is large enough to be polite to guests. Vice President Nikita Sobolov checked his attire and watched the door of the landing plane open.

When Neo-Korea's delegation, including Muraoka Shig, got off the plane, Nikita Sobolov reached out for a handshake. His voice and tone were not rude, but he seemed relaxed enough.

After the Neo-Korea delegation and Nikita Sobolov have a conversation, they will move to a hotel in the middle of downtown Krasnaya Gora. All the rooms in the hotel, including conference rooms, are rented by the government, so no civilians are in the hotel. The delegation will be led to a conference room with high ceilings and chandeliers decorated with crystals, where talks will take place.

Muraoka shot the airplane he was in a slight scowl as he stood from his seat- a bit of moderate turbulence had soured his opinion on the route from the homeland to Svetvostok, and the sound of a band echoing throughout the hull of the craft similarly soured him on the place. His personal hope had been to avoid the irritation of such worthless ceremonies- absolute and total waste of time they always were, but so be it. Beckoning Yokoto to follow him, he stepped out of the craft with a slight wince from the harsh glare of the morning sun- the wince continuing as he stared at the musicians before it abated as he stepped to speak with the one they had sent to greet them.

If it was an option, he would have maintained the grimace looking at the man- a typical politician, their vice president. He was a sign they intended this to be a political matter as well, likely over Matsumae, an expected irritancy but still one nonetheless. It rankled him to have his preferred economic venture wasted on political power plays, but that was simply a part of life. Stepping down, he gave a short handshake before responding.

This waste of time vanquished, they would move swiftly to whatever vehicle had been chartered to go to the hotel- a place he was dreading as well, from what he had read of it, it was a home to cheap vanities and worthless luxuries, rented at great cost and entirely for the purposes of some damned attempt at impressing them. His swift moving on from whatever conversation could occur was not a rush, per say, as much as a desire to simply spend his time in a more valuable manner than conversing with the man would provide.
