International Security Directorate

The International Security Directorate is a collective defense organization and power-projection alliance, serving to allow to each state absolute sovereignty within its own borders.

Recognizing that it is the sovereign right of each nation to conduct itself within its own borders,

Irritated by the moralizing of nations who arrogantly enter our territory, who by diplomatic bluster or by force of arms, tell us that our practices, our ancient methods of governance must be inhibited,

Asserting that our sovereignty will not be infringed, not by arrogant superpowers nor by pompous alliances,

We make this our charge:

Our charter:

1. To protect national sovereignty, and the ability of member nations to conduct economic and social policy to the will of the state without interference by neighboring powers.
2. To protect the interests of member nations from being trampled upon by those nations who would seek to inhibit our conduct.
3. An attack on one ISD-member nation is attack on all. Collective defense will be triggered, meaning all ISD member nations will defend the attacked ISD nation.
4. Members of the ISD will hold peace among themselves. All member states are to be in a permanent state of peace among each other, though may conduct war at will outside the confines of the ISD.
5. To aid in the foreign policy endeavors of member nations, so that the power we exert together is greater than any single nation alone, on a purely voluntary basis-per nation.
6. To aid in the circumvention of economic sanctions placed upon a state for its internal or external conduct.
7. There shall be a physical format for the ISD to convene, the location of which is to be decided at a later date, to be hosted in an ISD-member state.
8. That within this convention, a council shall be determined which shall authorize aid in the affairs of a member state upon request, and upon request alone.
9. That participation in the ISD does not preclude one from participation in other alliances, according to the affairs of a state to choose its allies.
10. ISD member states hold the right to leave the ISD at leisure, forfeiting all rights entrusted to a member state.

We hereby do, of able conscience and of free choice, do freely enact this charter, and by being beholden to it, consign ourselves to prosperity, and hereby establish the
International Security Directorate.

The Baroness, was, of course, the first to arrive - in a remarkably simple, yet elegant black silken robe adorned with silver, over a deep burgundy ensemble.

The doors are flung open dramatically and several large men in special forces gear adorned in furs and trophies. Necklaces of fangs and teeth are hung upon the soldiers armor. In the center is an older man in a well cut suit with a skinned lion draped over his shoulders. The older man looks around at the palace. “So this is the ISD. Prince Petro Volkov at your service.”

Olaf Kurtii was the one chosen for the popular task of attending the ISD’s boardroom, and reluctantly accepted despite the eager response from others. He carried a heavy briefcase, filled with paperwork, files and a tray of cigars, a luxury which he had recently began to indulge in more as a result of his ever growing stress brought on by the crisis in BA and abroad. Like most British Arzelentaxmaconean diplomats, he carried a weapon with him at all times during diplomatic affairs, in this case a small but surprisingly heavy handgun strapped to his belt and obscured by the edge of his suit jacket so as not to cause any worry from the other delegates. After all, his fellow officials in BA had an interesting history of.. incidents relating to guns when in formal situations. Still, just in case.

Straightening his tie, Olaf stepped into the room anxiously, waving a quiet hello to the Baroness, before staring awkwardly down at the ground. “I presume you are, err.. Miss Baroness Vana?” He asked, recalling the invitation and attempting to make a good first impression as he extended a hand.

Straightening his tie, Olaf stepped into the room anxiously, waving a quiet hello to the Baroness, before staring awkwardly down at the ground. “I presume you are, err.. Miss Baroness Vana?” He asked, recalling the invitation and attempting to make a good first impression as he extended a hand.

The young Baroness took to shaking his hand, although she did not seem used to the gesture.
“Yes.”
She spoke rather regally.
“I am. And you are Olaf Kurtii, the delegate from our new friends in British Arzelentaxmacone.”
She turned to greet the Volkovogradian delegation.
“Ah - and our friends. The Volkovogradian Host. You may recognize this palace as the one in which the treaty which first allied our nations was signed.”
“I do hope you find Novalira to your liking, all. The Rionsergondian delegate, and the Jundlandi delegate will soon arrive as well. I have sent correspondence to the Federation of Enem, but I do not know if they will arrive in time for this assembly.”

As if on cue, the Rionsergondian delegate would arrive to represent the Autocratikstaat.
Dressed impeccably - a black, Chinese style silk suit, adorned with a slight gold trim - he was Sir John Harden.
“I represent the Autocratikstaat of Rionsergond, and may speak on my Lord’s behalf to this assembly.”

He smiled awkwardly as he withdrew his hand and shuffled on his feet. “Ah, well it is a pleasure to meet you madam baroness. Thank you for inviting us here.”

Hesitating, Olaf quickly bowed, seemingly unsure of how to act in situations that involved nobility.

And, arriving just minutes later - the representative of the Lordship of Jundland would arrive. Dressed in a typical business suit, albeit with a traditional Jundlandi headdress, Lord Mekados had sent his young son, the Lord Karos.
He, of course, had already visited this palace in the past - being quite familiar with it, as he was one of the most prominent diplomats.

To Jundland - this was their largest and most prestigious diplomatic assignment, and they intended to show it - as their well-armored guards, dressed in crimson ceremonial garb, escorted their delegation.

“Was it? That would be my damnable grandson.” Petro says curmudgeonly, and takes a breath of oxygen from a pack on his chest. “Damn upstart. Tried to get one of my great grandchildren to bump me off but I am to wily for him, by god! Anyways, it is an honor to be here and all that.”

“However - let us not forget that we have come to this assembly as partners. I suspect, Mr. Kurtii, you shall find yourself agreeing with the South Nixian delegate, when he arrives, as he is your… ideological brethren.”
She takes the head of the chamber.
“Let it be known that this alliance was comprised by our leaders, despite wildly differing ideologies, mechanisms of governance, cultures, faiths, and systems of economics.”
“Our mandate is simple - to ensure that we, as independent nations, remain that way from the transgressions of belligerent democracies, arrogant dictatorships, or any other group or nation which believes itself capable of simply walking upon our differing ways of life.”

He smiled awkwardly as he withdrew his hand and shuffled on his feet. “Ah, well it is a pleasure to meet you madam baroness. Thank you for inviting us here.”

“Well, I don’t know if everybody here is aware of it, but BA and TGEC have lately endured some rather serious issues, that we believe will culminate into the depressing eventuality of nuclear war. I believe that the ISD can do something in this situation, and that it can potentially be a good way to make our name known across the world and bring this alliance from a relatively obscure group to a major, world controlling entity. But first, we should brainstorm on what to do about this crisis.. so, Miss Baroness.. any ideas?”

We must discuss what sort of aid will take place, as to best prevent a nuclear war between your nations - or at least, if we enter a war, to ensure BA emerges victorious.”
“For example - this Palace, while it is quite nice, is not suitable for a permanent headquarters. We shall have to choose which nation shall host it.”
“There is also the matter of Marajarbia making outright threats in the CSL assembly against the Kingdom of Nattia, which is an Arakhkharan allied state as per a recently signed treaty.”
“And lastly, there is a civil war ongoing right on the Arakhkharan border - the nation of Sylvaria has, for the last several months, been embroiled in it - to which Arakhkhar is intervening on behalf of a local successor state.”
That was, of course, a lie - the ‘successor’ State of Northern Sylvaria was little more than an Arakhkharan puppet state.
“Now - this assembly has been called here to meet for initial stances on each of these issues - the most pressing and imminent of which is the current tensions between BA and TGEC.”

“Regarding the CSL - they will only intervene if TGEC is attacked - they will attempt to use the… tensions… in Frijeld to justify a CSL intervention.”
She walked close to Olaf, leaning to his ear.

“This must be prevented. We all know that they are not, in fact, peacekeepers - the matter is proving it. If we can prove that TGEC has been conducting an illegal invasion of BA - they will be forced to withdraw - and, another ‘secret’ - we have one of their operatives in our… custody. We have a recorded confession - to be corroborated with satellite imagery, captured equipment, and intercepted transmissions that prove this.”
“Leverage this, in your ongoing negotiations. Kindly inform the Consortians that we can, and will, expose their lies if they do not withdraw - if they choose not to obey, we can simply reveal their lies - and humiliate them, and force the CSL out.”
“They will, of course, ask for proof. We can provide this evidence readily, upon request.”

“That’s a great idea. I can call in the secret police and I’m sure they would be happy to take part, especially on such an important occasion. All we’d need to do - ideally - is sneak into occupied Doar or Victory Square and find a weapon without being caught. I suggest looking for smaller firearms that they may not keep track off, rather than a tank or something, since that could be easily spotted and, well, destroyed. What do you think?” He asked, whispering into her ear and making sure nobody else could hear their conversation.

[Nation M]

The Federation of M sent cabinet member Axzol Pathusk V, a current member of the armed forces and space technologist with years in the Ministry of Defense. His charismatic form invites approachability. At either side he's accompanied by his personal assistant Momoun Kusle, a man of dark complexion that stands at equal height, and a second 'machine-like' man with a waxy appearance who holds a thin tablet emitting a low glow. He's bald, with no eyebrows, and an unblinking stare.

Minister of Defense Axzol Pathusk V: "Foremost, we thank you for having us with you Baroness, we've been looking forward to this for some time now". He takes in the delegates around him and greets them with great enthusiasm.

“That’s a great idea. I can call in the secret police and I’m sure they would be happy to take part, especially on such an important occasion. All we’d need to do - ideally - is sneak into occupied Doar or Victory Square and find a weapon without being caught. I suggest looking for smaller firearms that they may not keep track off, rather than a tank or something, since that could be easily spotted and, well, destroyed. What do you think?” He asked, whispering into her ear and making sure nobody else could hear their conversation.

The Baroness responded.
“We’ve already captured several examples of their handiwork, if you’d like them.”
“However - I see the value in this sort of operation. I expect the ISI shall meet with your secret police to carry out such… activities.”
With the entrance of the Federation’s emissary, she rose.
“Ah… the Federation’s Minister of Defense Axzol Pathusk V. Believe it or not, you actually made yourself onto a list of ‘persons of interest’ to the ISI long before our military’s fateful meeting off of Xofrauten. It is good to see you.”
“I do hope you are enjoying the capital of Arakhkhar.”
She looks out a stained glass window, looking at the looming gothic structures that stretch over the hills, with snowcapped mountains in the distance, each mountain decorated with patches of dark green forest, in which white fog seems to dance.
“So - you may wish to find a place to sit, in this hall.”
She gestures to the grandiose hall, to one of the places where delegates may sit.
“Indeed - this alliance has been among the highest priorities of the Vicereine. The South Nixian delegate should soon arrive, and we can begin this assembly in proper.”

[Nation M]

The wax-like man turns his head robotically, and attempts a smile with ghastly results.
Minister of Defense Axzol Pathusk V: "Oh I'm sure of it, you've quite the dossier, and that makes us best friends. I must say, I've taken in the beauty of your city, a much needed change from the towering eyesore of powerplants and technocracy of our endless urbanization". He looks up into the high ceiling, wowed by it's architecture, as he takes a seat.

[South Nixia]

The South Nixian delegate was the last one to arrive - a tall, thin man, wearing a smart black suit. A small silver pin with a Hammer-and-sickle sat upon the left side of his collar, and a pin of the South Nixian flag on his right.
He was Ambassador Ilya Vehdanik, of the Worker's Republic of South Nixia - and flanked by two Red guards.

He would find a seat after greeting the Arakhkharan Baroness at the left side of the room - choosing to sit close to BA's delegation.

[Arakhkhar]

The Baroness smiled at the Minister of Defense, enjoying his compliment to the city.
The Baroness spoke aloud, now.
"And, Mister Vehdanik - of the Worker's Republic of South Nixia. Welcome."

"With all of us here - I am pleased to announce the beginning of the first assembly of the International Security Directorate."
"And, with that, we must discuss several things, naturally."
She opens a folder on her desk.
"Each of you should find a folder on your desk."
"On this momentous day, we have several things on the agenda. Among more mediocre tasks, we shall have to choose which country shall play host to further meetings of this assembly - and, of course, what building should be used, or if we should have a new one built."
"Among tasks with far more weight - there are several matters. One - the ongoing tensions between the Grand Economic Consortium, and fellow ISD member British Arzelentaxmacone. This may be an issue of critical importance, so I would suggest that this is given heavy notice - as it has the potential to lead to nuclear war."
"The second matter - Marajarbia has threatened, in the CSL, to invade the Kingdom of Nattia. Normally, this would not draw the concern of the ISD, however - Nattia is an ally of Arakhkhar. We wish to extend Nattia into the ISD, making usage of their ongoing need for security to bring them into the fold. The threat here is not from the CSL, as they seem to have distanced their actions from that of Marajarbia. Instead, the threat to Nattia is mainly just Marajarbia."
"The third matter that Arakhkhar would like to raise is the ongoing Sylvarian Civil War. Sylvaria is a country along the Arakhkharan border - one which has been embroiled in a truly brutal civil war. Arakhkhar has already intervened in this war on behalf of the State of Northern Sylvaria, a breakaway state, due to the complete collapse of the original government."
She puts down her folder.
"Does anyone else have any points of interest that they would like to raise during this session?"

[British Arzelentaxmacone]

“Well, I’ve err… already raised the issue with TGEC.” Olaf says, and chuckled awkwardly, clearly not very confident in the situation as he anxiously took out a cigar and shakily went to lit it, before hesitating abruptly. “Does anybody want a cigar? And am I, how can I put this.. allowed to smoke in here?”

“Well, I’ve err… already raised the issue with TGEC.” Olaf says, and chuckled awkwardly, clearly not very confident in the situation as he anxiously took out a cigar and shakily went to lit it, before hesitating abruptly. “Does anybody want a cigar? “Well, I am aware of that. I was merely restating it for the benefit those delegates who have arrived afterwards, as you started before they had arrived.”
“And… erm… smoking is illegal in Arakhkhar. But - as you are a foreign dignitary, I’ll permit it - at least while we sort out these more pressing matters.”
