The Treaty of Hesperides (FT, Closed)

The space above Hesperides was, frankly, crowded. Much of the Grand Fleet had been packed around the planet in a show of force and as a bargaining chip against the Itzgari.
The Itzgari who, as a result of their late Emperor's actions, had been nearly destroyed in the brutal war. The war had cost the lives of trillions of intelligences, mostly Coalition citizens caught in the brief Itzgari blitz through the Coalition.
Now, all that was over. The Itzgari had called for a ceasefire upon the arrival of a fleet over Perku, the Itzgari capital world. It was, for all intents and purposes, a surrender. Of course, the Itzgari didn't refer to it that way.

Secretary Theos Ridenour walked through RIng 70, the site for the negotiations. Secretary Theos, as expected, had been chosen as the one to chair the negotiations, being the experienced diplomat he was. He was also the one who advocated for the end to the war ever since Emperor Onug perished in the destruction of his superweapon. Indeed, the Induction Party had arisen under his leadership, calling not only for the end of the war but the formal Induction of the Itzgari Empire as a part of the Coalition. Hopefully, he had reasoned, it would bring peace, stability, and freedom to the Itzgari citizens who had suffered under the Emperor.
Yet, he also knew that the Itzgari would face harsh prejudice from the Coalition's citizens. Many of them knew someone who had perished during the invasion, and so there was much hatred in the nation.
But Secretary Theos believed in the future, that the galaxy could put the war behind them and turn to the much more dangerous threat that lurked in the shadows.

The square where the negotiations would take place was situated within a ring of buildings in the Ring 70 Capitol. It was chosen for its view of the other half of the RIng and Hesperides, sitting neatly within sight. Hesperides itself had changed during the War. The initial Itzgari push had decimated the planet and its large biodiversity. Little survived the orbital bombardment. However, the efforts of the Coalition Genetic Archive were beginning to restore the planet to its former beauty. Already, a few seas were visible, as well as green spaces around them. But the total restoration would take decades, despite the Coalition's advanced technology.
But Hesperides would serve as another bargaining chip, a view of the damage done in the war.

The square had already been set up. A long, 20-person table stretched across the open area, with seats surrounding it. On the edge, food and drink lay for the delegates to consume after the negotiations had culminated. It looked as if Secretary Ridenour was the first one to arrive. The other Councilors, travelling together, would come next from their as-of-yet undisclosed location. Among them was Grand Councilor Teren, the prime advocate for the war.

Theos chose a seat in the centre of the table and sat down, nibbling on a piece of meat and reviewing the draft of the Treaty of Hesperides. Upon his arrival, the aides began setting out glasses of water, notepads, digital screens, and other supplies needed for the negotiations.
Secretary Theos, on the other hand, watched for the arriving representatives to enter the square.

This would be a long and difficult process, but decisions would be made, concessions given up, and an agreement would be come to. In the end, the Treaty of Hesperides, whatever it looked like, would be ratified, changing the course of history forever.

No one would call it a surrender, but everyone knew this was simply a surrender. The Itzgari fleet had been completely decimated, reduced to the crudest forms of defense and strategies to hold the line. Following the Emperors death, several generals fought for power. Each general who secured power was assassinated or killed in a attack. General Laosuk had been the most recent one, and the one who called for a ceasefire. However, everyone knew it was certain that he would be executed for his warcrimes. Many others would. The Itzgari had committed mass atrocities, biological weapons on Zar-D, glassing trillions on dozens of planets, and massive torture factories for war criminals for any information. Indeed, warcrimes that could not be named had been committed everywhere the Itzgari went. It was likely that millions, maybe tens of millions, would be charged for there involvement in all the atrocities. However, that was in the future.

Kelilr waited on board of the ship. It was one of the last remaining frigates in the once grand Imperial Navy. Indeed, Kelilr had been chosen to represent the Itzgari at the negotiations, a member of the new temporary military government under Laosuk, Kelilr was a strong ally of Laosuk, and had been known for his negotiation skills, that is, the few times the Itzgari negotiated with anyone. The frigate he was on, well it was barely a ship, just a box with some chairs, a command chair at the front, and engines almost taped to the back. He sat in one of these chairs, his eight tentacles made the chair look…strange, at least to a foreign eye. His height of 14 feet was, above average, even for the Itzgari, who were usually only around 12 feet tall. And he was sure to almost loom over all the other diplomats, in a way, a sort of sick irony about the once grand military might of the Itzgari. His eyes dotted across the screen he held, instructions about what to refuse to allow in the treaty, what to say, what to do. This was different from his other negotiations, he didn’t have a choice not to accept the treaty at all, and continue war.

The ship rocked as it docked against the ring. The ship pressured slightly, as the Itzgari breathed a slightly lower amount of oxygen then other species. Nothing too serious, it would likely only become a problem if he stayed on the station for months or even years, hopefully the negotiations wouldn’t take that long. He stood up, and the airlock opened. He had to duck under the door to enter, as he stepped in, his eyes tried to adjust to the bright light. Itzgari usually have dimmer lights than other species due to originating around a dim red dwarf. His clawed feet scratched the floor with each step. Tch Tch Tch Tch. He turned to the right, seeing a window and a view of Hesperides. Kelilr had been on one of the ships that launched the initial glassing campaigns. He remembered it well, the urgency to unload the bombs and warp to the next planet, the quick movement to try and destroy as many planets in the offensive before the enemy fleet could assemble. He snapped back to reality. Looking around, he saw Secretary Theos stand up, and approach him.

A trio of Evermind-class ships, pride of the Ascendancy, appeared above orbit of Hesperides. Onboard the bridge of the Rahekauhor, an Ankhesekhat Optimiser stood. A massive (16 feet) machine crafted to resemble the skeleton of some angel from a mythology long ago forgotten, its mere presence seemed to increase the efficiency of its subordinates. The buzzing of consoles, the clicking of keys, the click of boot against metal, all seemed to flow at a more rapid pace. At some signal known solely to itself, it glided from the bridge to the hanger, where an angular shuttle awaited. Attended by the optimised servitors who had once been Itzgari officers, the Optimiser stepped onto the shuttle. As it left the hangar escorted by a squadron of fighter craft, the two other ships disgorged a quartet of troop carriers each. As they docked, the Optimiser sensed the Itzgari frigate, pitiful, especially in comparison to the martial might that the Ascendancy had marshalled for the occasion. As the troop carriers let loose their payload of war automation in full parade formation, like so many skeletons arising from the grave, the lone frigate seemed ever more vulnerable. The appearance of two Itzgari naval officers, whose faces, now disfigured with cybernetic augmentations, had appeared more than once on government broadcasts to receive accolades, only served to hammer in the point. As the forces in their regalia of war marched in perfect lockstep, the Optimiser noticed the devastation wrought by the now-defeated Itzgari. It wondered why the triumphant Coalition would show to the surrendered Itzgari what havoc their campaigns had wrought on the victors. As at long last, the party arrived at the negotiation site, the troops fanned out, and the Optimiser sat at his chair, his two servitors standing besides him.

Secretary Theos stood to greet the Itzgari delegate as he arrived.
While he had waited, the Council members, including the Grand Councilor, had arrived on the scene. He had stood then, shook the Grand Councilor's hand, and said, "Ah, welcome. We should be able to begin as soon as the Itzgari Delegate arrives to negotiate the Treaty of Hesperides."
Teren smiled and nodded. "I bring with me an updated draft of the Treaty that we developed in Site Alpha, separate from the initial draft we agreed on last month."
"Oh? May I see it?"
"Of course, Theos."
She pulled out a TemPad, one of the brand-new pocket computers from Garum Industries, and sent the revised draft to Theos.
As he read it over, he said. "There are a few issues I see here, mostly concerning the clauses that mention the Ascendancy. They may not like what it says, and with their ultimatum this could cause a few problems."
"Yet, it is a necessary part of the Treaty to ensure the reconstruction process goes smoothly."
"Perhaps."
With that, Secretary Theos and the Grand Councilor sat down with the rest of the Councilors and launched into a last-minute revision discussion of the Treaty. Hopefully, the Ascendancy and the Itzgari remnant would accept the terms. If not, there were other ways to get the point across...

When the Itzgari representative, Kelilr, arrived, Theos stood again and strode over to the 14-foot-tall Itzgari. He himself was only 8 1/2 feet, so Kelilr towered over him. Undeterred, Theos bowed. "Welcome, Kelilr. Please, have a seat so we may begin."
He pointed out a seat tailored just to the Itzgari at one end of the table as he himself sat at the centre.
Not long after, the Ascendancy's delegate came in and sat. "Welcome, Optimiser. If there are no other representatives coming, let's get started."

In front of each of the delegates and representatives, digital screens lit up. They each showed:

The Treaty of Hesperides

We the Councilors of the Coalition and affiliates, as well as the delegate(s) of the Itzgari Empire, hereby declare the following terms to be acceptable, and agree to uphold them; if any of these terms are not upheld, consequences outlined in Artice VI shall take effect.


A.I: Establishment of Peace
    i. the state of war with the Coalition and Itzgari Empire in all belligerents shall be ended, and a state of peace shall take its place.

    ii. All Itzgari-affiliated troops shall be withdrawn from Coalition territory.

    iii. All Coalition-affiliated troops, with the exception of those purposed for reconstruction and aid, shall be withdrawn from Itzgari territory

    iv. All Imperium-affiliated troops shall be withdrawn from Itzgari territory.

    v. All belligerents shall sign a non-aggression pact to prevent future wars
A.II: Prisoner of War Exchange
    i. All Coalition prisoners of war shall be released immediately into QSN custody.

    ii. All Itzgari prisoners of war held in Coalition-affiliated camps, following a debriefing, shall be released into Itzgari custody.

    iii. The Imperium shall return all Itzgari prisoners of war into Itzgari custody.
A.III: Division of territory
    i. All Coalition-affiliated star systems and assets shall be returned to Coalition control.

    ii. The Itzgari Nation shall ced one-fifth (1/5) of its territory along the Coalition border to the Coalition

    iii. The Itzgari Nation shall cede one-fifth (1/5) to the Free World Coalition to be divided amongst its members.

    iv. The Itzgari Nation shall cede one-seventh of its remaining territory to the Imperium
    a. the Imperium shall be limited to these territories and none else
    v. All territory previously captured from existing powers shall be ceded by the Itzgari Nation to these powers, provided this does not interfere with the above clauses.
A.IV: Reparations
    i. The Itzgari Nation shall pay an equivalent sum of 865 trillion Quasi-Stellarian Credits to the Coalition.

    ii. The Itzgari Nation shall pay an equivalent sum of 10 trillion units of currency to each other existing power involved.

    iii. The Itzgari Nation shall immediately demilitarize and hold a standing military of no more than one million soldiers and a navy of no more than 100 ships.
A.V: Reorganization of the Itzgari Empire
    i. The Itzgari Nation shall remove itself of an emperor or other forms of absolute royalty and establish a democratic government of their choice.

    ii. A joint Free World Coalition holding force shall be placed in the Itzgari Capital to oversee reconstruction.

    iii. Those responsible for the atrocities committed during the war shall be put to a fair trial to determine guilt and punishment for their crimes.
A.VI: Repercussions
    i. Should any of the above fail to be met within one year of the signing of this treaty, disregarding monetary repercussions, punishment, ratified by a committee of those affected, shall be immediately dispensed to the wrongdoer.

We, the representatives at Hesperides do reaffirm that the long list of atrocities committed by the Itzgari Empire are grounds for this treaty and its effects as punishment; and that this treaty shall come into effect in the signatory nations immediately.

Secretary Theos began to read through each of the articles and clauses, making sure to keep an eye on everyone as he did so. When he finished, he looked up at each of his fellow Councilors and representatives.
"This is but a first draft of the Treaty. If any has any comments to make, speak now."

The Optimiser made a point of ignoring entirely the draft that had been proposed. Instead, speaking in a mechanical, dissonant, voice, it began laying down its terms.
“These are our terms. Defy them at your peril.
1) That the Itzgari Territory be divided into twenty firsts.
2) That the Ascendancy receive ten twenty firsts.
3) That the Coalition of Intelligences receive ten twenty firsts.
4) That the Itzgari receive one twenty first.
5) That the Itzgari Empire be reformed as the Itzgari Orderstaat
6) That the Itzgari Orderstaat be permanently made a part of the Ascendancy’s sphere of influence.
7) That all information pertaining to Itzgari war crimes be made public.
8 ) That all remaining materiel in the hands of the Itzgari be surrendered to the Ascendancy or the Coalition.
9) That all economic production be split 60/40 and gave to the Ascendancy and Coalition, respectively.”

Once the room fell silent, the FGS delegation made their stand. A blonde woman in a black suit with a blue tie stood up as she flipped through papers while clearing her throat. She raised her head to face those present within the meeting, by her side was a tall blue humanoid with an avian face and a grizzled fleet admiral.

"The Federation of Galactic States wishes to push forward some changes towards the treaties presented in this meeting. We understand the feelings of both sides involved, and wish for the treaty to be fair and a gateway to a prosperous future, while also punishing those responsible for the heinous crimes committed. The Federation understands the feelings of the coalition, and understands the fear that a future Itzgari may be. But humiliating them and putting forth such a harsh treaty does not foster a democratic state. And many of you here might be questioning as to why we the Federation wish to see a prosperous Itzgari, after all the Federation intervention was limited to patrolling coalition occupied space and providing humanitarian aid, and luckily not one Federation casualty happened during this time."

The woman would flip a few papers and clear her throat again. "But what the Federation proposes is a point of view that is not influenced by emotions or the purpose to punish but rather the view of a prosperous tomorrow, one that shall not be repeated. Thus, here are the following changes we wish to make to the proposal pushed forth by the Coalition.

1. In regards to A.III, we want the Clauses ii, iii, and iv to be redone. Instead of forcing the local populations within these systems to be integrated into different nations, we allow for democratic referendums overseen by the Coalition and Federation. Instead of thrusting the local populace into uncertainty and into different nations we let them vote for who they wish to be integrated into.

2. We want the A.IV, clause iii to be redone. The Federation believes that the best course of action is a demilitarised Itzgari, and we want that to happen. But to demilitarise them to a point where they wont be able to protect their territory against pirates is absurd, one million soldiers and 100 ships over such many star systems is not enough. We must demilitarise them but enough for them to protect their own borders, but not enough to invade others. The Federation also wishes to suggest that the Coalition and new Itzgari government work together on changing the doctrine of the Itzgari military to be focused on self-defence and nothing else.

And we are happy with all the other points made in the treaty, we want a democratic Itzgari and we are willing to help make it happen." The blonde woman pauses for a moment and looks at the Ascendancy delegation, eyeing them intently. "And in regards to the proposal made by the Ascendancy, the Federation will not support it and believes it is the best choice for it to be reworked or to be outright scrapped. It is an absurd proposal that will do nothing but create instability within the region, and clearly was made with the intention to exploit the Itzgari and expand their own empire, instead of doing what is best for the people."

The woman finished her part and would sit back down, the fleet admiral gave her a thumbs up and a nod while the alien wrote down on his tablet.

The Optimiser stood there for a split nanosecond, processing the information and input from the Federation delegates, communicating with the other Optimisers on their homeworld of Isetnothes. Then, it began to speak in its terrible, dissonant voice.
“We, the Optimisers of the Ascendancy, thank the Federation to not make obvious remarks. It is natural for us to care only about producing the optimal solution for the Ascendancy. Is it not the nature of politics and diplomacy that every man be for himself? Of course we should prioritise ourselves. Addressing the terms proposed by the Coalition, clauses iv and v are both unacceptable. We refuse to remove any troops that may prove useful at some point in the future, and equally refuse to bind ourselves hand and foot. Secondly, clause iii of A.II is impossible due to the extensive nature of the alterations resulting from the optimisation procedure. The division of territory is completely unacceptable. We of the Ascendancy participated in this war solely to gain land, and as such refuse to be conned out of our just reward. We will have at least forty nine percent of Itzgari territory, and woe betide those in our path. As we require no money save for international commerce, we find the first two clauses of A.IV acceptable. However, clause iii is unsatisfactory for the Ascendancy. We propose that the proposed number by reduced by ninety percent. A.V is acceptable in its entirety to the Ascendancy, as is A.VI.
Concerning the Federation’s terms, it is entirely unacceptable to the Ascendancy. Should any of the changes proposed therein by enacted, we will immediately resume hostilities until such a time as the entirety of the Itzgari people be made part of the Ascendancy.”

Instead of forcing the local populations within these systems to be integrated into different nations, we allow for democratic referendums overseen by the Coalition and Federation. Instead of thrusting the local populace into uncertainty and into different nations we let them vote for who they wish to be integrated into.

2. We want the A.IV, clause iii to be redone. The Federation believes that the best course of action is a demilitarised Itzgari, and we want that to happen. But to demilitarise them to a point where they wont be able to protect their territory against pirates is absurd, one million soldiers and 100 ships over such many star systems is not enough. We must demilitarise them but enough for them to protect their own borders, but not enough to invade others. The Federation also wishes to suggest that the Coalition and new Itzgari government work together on changing the doctrine of the Itzgari military to be focused on self-defence and nothing else.

And we are happy with all the other points made in the treaty, we want a democratic Itzgari and we are willing to help make it happen." The blonde woman pauses for a moment and looks at the Ascendancy delegation, eyeing them intently. "And in regards to the proposal made by the Ascendancy, the Federation will not support it and believes it is the best choice for it to be reworked or to be outright scrapped. It is an absurd proposal that will do nothing but create instability within the region, and clearly was made with the intention to exploit the Itzgari and expand their own empire, instead of doing what is best for the people."

The woman finished her part and would sit back down, the fleet admiral gave her a thumbs up and a nod while the alien wrote down on his tablet.

Grand Councilor Teren's brow furrowed. While the Federation's demands were completely reasonable, the Optimiser's were not. It had joined late in the war and expected to gain most of the Itzgari Empire's territory, as well as muscle the already-weakened Itzgari state around. Now, as the other Councilors could plainly see, a new threat was in order.
She stood and spoke.

"Optimiser, your demands are unacceptable. The purpose of this Treaty is to establish peace and provide a basis for the future of the Itzgari nation. With your demands, there is no future for the Itzgari. Despite the atrocities that they committed on our people, we will not see another one subjugated under the iron fist of the Ascendancy. The Treaty will reflect the desires of all involved."
With that, she motioned to Secretary Theos, who stood. "We are willing to negotiate on land area. Perhaps a division into fourths would be satisfactory? Additionally, if the effects of the "Optimization" are worse enough, we are willing to accept your term, as long as there are no POWs which are, ah, "unOptimised". However, as the Grand Councilor stated, the removal of the Acendency's troops is essential to the reconstruction of the Itzgari. The only foreign troops that will be allowed in the Itzgari Nation will be the joint FWC force as well as Coalition peacekeeping troops to ensure that reconstruction goes smoothly. Additionally, one million troops for the Itzgari is small enough. They need to have some force to resist if another power attempts to invade, as well as to keep the peace in their territories. One million troops should, in fact, be the minimum they need."

He then addressed the Federation.

"Your concern for Article III is noted. We intended to relocate the native citizens off-world in each of the territories we would gain. However, if the Itzgari should be integrated, they would have to be integrated en masse. As in, total annexation of the Itzgari nation and absorption of its people. Induction. However, the process for that is long enough for entirely separate talks to determine the status of Itzgari citizens. For now, this Treaty is designed to end the war and establish peace.
As for Article IV, clause III, such a number was decided based on the size of the planned Itzgari State. However, your concern is justified, and we will consider raising the number to a satisfactory amount."

With that, Theos sat and waited for a response.

They will seize any opportunity to rise again given half the chance, and wishy-washy half measures will give them ample opportunity. As for your comments on the future of the Itzgari people, there will be always be a future for those in the Ascendancy. Furthermore, your proposed land distribution is unacceptable, were we to agree to it. Assuming that we of the Ascendancy would receive one fourth, the Coalition would receive one fourth, the Federation of Galactic States would receive one fourth, and the Itzgari State would receive one fourth, we of the Ascendancy see a problems. The Itzgari must be punished for their failure, and as such we propose fifths. Two fifths for the Ascendancy, two fifths for a joint Coalition and Federation occupation with a final settlement on the border, and one fifth for the Itzgari. Should another power try to invade, then those inclined to defend the Itzgari-or, should it be turned into a protectorate, preferably of the Ascendancy-will defend it. As for keeping the peace, the same. Alternatively, should we agree to the division into quarters, we of the Ascendancy could retain the Itzgari State as an Orderstaat.”

The blonde woman would calmly await the Optimiser to stop speaking before making a stand. "Optimiser, you wish the treaty to give you as much territory as possible so you can replace the Itzgari? It is clear that you wish to dethrone the Itzgari as the new power, what else could your proposal and comments be. The Ascendancy should not get this much land for their late entrance into the war, and an entrance motivated by the idea of exploitation. The Federation got involved to help fight back against a heinous empire, and provide humanitarian aid to those affected, and we at the Federation do not wish for land. Your demands will do nothing but destabilize the region, instead of integrating the Itzgari into a democratic nation and integrating it into the wider Galactic situation. The Ascendancy wants to simply use it as a piggy bank for resources, and to grow their empire so they can become the galactic superpower you so wish to be. And like you said, the Ascendancy does what's best for itself, and so we at the Federation will do what is best for us. And that means making sure your proposal is not pushed forward."

The woman stares at the optimiser, unflinching at the machine she was looking at. She then calmly sits back down, being reassured by the fleet admiral as the alien beside her continued to write down and sending the information back to Terra.

“Of course we want to grow our empire and dethrone the Itzgari. Do you have any other obvious things to put forth? That the menu at any given restaurant on Perku is mostly meat, for example? And if you’re worried about not benefiting from this, you will retain a full fourth of the territory, and we are willing to give our share of reparations. You gain no benefit from having a democratic Itzgari beyond rigging their elections. If you are worried about a resurgent Itzgari hellbent on revenge, simply removing its armed forces will resolve the problem. Furthermore, allowing an enemy to retain its military capability is a mistake we will not repeat.”

Therefore I propose a stop block in the course of Itzgari science to prevent them from possibly attempting future conquest. They would be stopped at their present level of technological development, unable to compete with any nation within 1000 light years.”

Kelilr stood tall, facing the Imperium envoy, his voice steady but edged with frustration. “The Itzgari are prepared to accept the Coalition’s peace. It’s brutal, yes, but it allows us to survive. We will handle over the requested territories, pay the reparations, and accept the restrictions. We’ll take responsibility for the crimes on planets such as Zar-F, Destrune and Hesperides, because we have no other choice.” He turned sharply toward the representative for the Imperium’s cold, metallic form. “But your terms? You don’t offer peace—you offer eradication. Complete demilitarization, the dissolution of our very society, and subjugation under your rule. This is no justice—it’s conquest. You wish to take the old empires place as the new galactic conquerers.”

Kelilr’s voice remained firm. The coalition terms could be accepted, and his species could recover. But the Imperium offered unacceptable terms, even for the crimes his nation had committed.

To punish you for your violations of some inane morality created by long-irrelevant philosophers? Of course not! The Ascendancy wishes to remove your threat and gain from this war, nothing less, nothing more. Your time is over. Accept that fact or be ground like boulders into a fine dust.”

We the Councilors of the Coalition and affiliates, and other delegates attending the talks, as well as the delegate(s) of the Itzgari Empire, hereby declare the following terms to be acceptable, and agree to uphold them; if any of these terms are not upheld, consequences outlined in Artice VI shall take effect.


A.I: Establishment of Peace
    i. the state of war with the Coalition and Itzgari Empire in all belligerents shall be ended, and a state of peace shall take its place.

    ii. All Itzgari-affiliated troops shall be withdrawn from Coalition territory.

    iii. All Coalition-affiliated troops, except for those purposed for reconstruction and aid, shall be withdrawn from Itzgari territory

    iv. All Ascendancy-affiliated troops shall be withdrawn from Itzgari territory.

    v. All belligerents shall sign a non-aggression pact to prevent future wars
A.II: Prisoner of War Exchange
    i. All Coalition prisoners of war shall be released immediately into QSN custody.

    ii. All Itzgari prisoners of war held in Coalition-affiliated camps, following a debriefing, shall be released into Itzgari custody.

    iii. The Ascendancy shall return all Itzgari prisoners of war into Itzgari custody.
A.III: Division of territory
    i. All Coalition-affiliated star systems and assets shall be returned to Coalition control.

    ii. The Itzgari Nation shall ced one-fourth (1/4) of its territory along the Coalition border to the Coalition

    iii. The Itzgari Nation shall cede one-sixth (1/6) to the Free World Coalition to be divided amongst its members.

    iv. The Itzgari Nation shall cede one-sixth (1/6) of its remaining territory to the Imperium
    a. the Imperium shall be limited to these territories and none else
    v. All territory previously captured from existing powers shall be ceded by the Itzgari Nation to these powers, provided this does not interfere with the above clauses.

    vi. All Itzgari citizens residing inside the above territories at the time of the cession shall be relocated inside Itzgari borders as necessary.
A.IV: Reparations
    i. The Itzgari Nation shall pay an equivalent sum of eight hundred sixty-five (865) trillion Quasi-Stellarian Credits to the Coalition.

    ii. The Itzgari Nation shall pay an equivalent sum of ten (10) trillion units of currency to each other existing power involved.

    iii. The Itzgari Nation shall immediately demilitarize and hold a standing military of no more than three million soldiers and a navy of no more than 100 armed vessels.

    iv. A scientific stopblock shall be placed on Itzgari development for the following one hundred (100) years following the signing of this treaty.
A.V: Reorganization of the Itzgari Empire
    i. The Itzgari Nation shall remove itself of an emperor or other forms of absolute royalty and establish a democratic government of their choice.

    ii. A joint Free World Coalition holding force shall be placed in the Itzgari Capital to oversee reconstruction.

    iii. Those responsible for the atrocities committed during the war shall be put to a fair trial to determine guilt and punishment for their crimes.
A.VI: Repercussions
    i. Should any of the above fail to be met within one year of the signing of this treaty, disregarding monetary reparations, punishment, ratified by a committee of those affected, shall be immediately dispensed to the wrongdoer.

We, the representatives at Hesperides do reaffirm that the long list of atrocities committed by the Itzgari Empire are grounds for this treaty and its effects as punishment; and that this treaty shall come into effect in the signatory nations immediately.

When he was finished, he looked around the table and at the Optimiser. "If your concern is the rise of another Itzgari threat, rest assured they will not pose one any longer. With this treaty we've drafted, the Itzgari will not be able to be even the slightest of threats to anybody in the foreseeable future.
Regarding your statement about Itzgari's research, this is acceptable. However, it won't be very useful as the Itzgari fleet was far behind the times as of the beginning of the war.
Addressing once again your want for Itzgari territory, the Coalition will not budge on this matter. Considering your late entrance into the war simply to exploit the Itzgari weakness for territorial gain and nothing else, you will receive no more than a sixth. And that is only since your efforts were helpful in weakening the Itzgari to defeat. I suggest you be content with what we are willing to offer."

Secretary Theos was taken aback. After all this argument, the Optimizer agreed to a deal that was no different than the previous terms? That was a deviation from what was expected from the Ascendancy. Either way, with that the major opposition to the Treaty had been quieted and the war could finally end.
When he recovered, Theos stood and cleared his throat.
"Representatives, if there are no further objections to any of the articles in the Treaty, I ask that you sign now and affirm your assent with the terms."
He nodded at the Grand Councilor, who put her signature at the bottom of the Treaty. Then, one-by-one each of the Councilors present signed their name, before ending with Secretary Theos.

The Optimiser stepped forward and placed a barcode upon the Treaty.

Once she was satisfied that everyone at the table had signed the Treaty, Grand Councilor Teren stood and moved to the nearby podium, clearing her throat.

"Representatives at Hesperides, today marks a new era, one with little fear of warmongering empires," she began with a pointed look at the Optimizer. "Today is the day the Itzgari Empire is transformed into something new, something better. I ask that..."
As the Grand Councilor spoke, a nearby bot received a contradictory order from an unknown source. Despite its urge to flag and ignore it, the bot succumbed to the virus contained within the order. In its last moments before destruction, it raised its pistol, firing at the Grand Councilor and sweeping across the table.

"...therefore, we can usher in a new epoch of - "
She is cut off as a searing maser beam swept across her back, setting her and the podium alight. Screams and shouts echoed around the table but were silenced as the maser put them to an end.
It was a full two seconds before the bot exploded in a hail of shrapnel as other bots took it out with their own fire.
But by then it was too late. Most of the members at the table were dead or dying, with the remainder severely injured.
The Grand Councilor, for one, had been killed.

Radt Cretz had struck again.



This thread is over. Consider the Treaty signed and put into action, but post reactions in either the RMB or the next thread.
