Welcome, nations, states, and strange autonomous locations! It's that time of year again, time for the 48th edition of the NationStates World Bowl, the premier international competition for Gridiron Football (also known as American football), an evolution of rugby football played primarily in North America in various forms.

This thread is for collecting signups for said tournament, as well as a place for prospective hosts to submit their bids. If you already know the drill, feel free to sign up at your earliest convenience. If you're new or need a refresher, keep reading to see the deal.



Sign-Ups
To sign up for the World Bowl, simply post in this thread stating your intention to participate. If you roleplay under a name different from your NationStates account name, please make a note of that in your post. Typically, nations that Cease-To-Exist (CTE) prior to the start of competition are removed from the sign-up lists; if your nation CTE's prior to the beginning of competition, you are advised to check on the status of your sign-up and, if necessary, sign back up.

Puppet Policy
Nations which have previously participated in the World Bowl are permitted to submit a second nation for participation as a puppet. To sign up a puppet nation, simply post a sign-up post with that nation as you would normally for a main nation, and note that you are signing up a puppet. Please note which main nation/account it is a puppet of. After this, post a confirmation with your main account/nation. Please note that, in the event that main nations wish to sign-up after a hard sign-up limit is reached, puppet nations are the first nations to be booted from sign-ups (apart from CTE'd nations) to make room for mains. Please also note that any additional puppet policy is at the discretion of the host.



Hosting
As with other NS Sport events, the World Bowl requires a host. The host is selected from among nations that submit a host bid. The host is selected from among the bids by a simple majority vote of the World Bowl Assembly -- that's nations that have submitted a roster in at least two consecutive World Bowls, and then not allowed their membership to lapse (due to inactivity).

What is a hosting bid? A host bid is a summary by a prospective host about how they intend to run the competition. There's certain points of information that are essential for any good hosting bid; we have no hard requirements, but people will ask you about this information if you don't include it off the bat.

First, you need to include scorination information -- how are you going to generate scores for the competition's matches? Most people use a scorinator, a modified random number generator that can be weighted to incorporate team rank and roleplay bonus. There's a few good ones out there: there's no reason you can't use any given scorinator that produces results appropriate to gridiron football, but there's a good chance you'll need to at least explain your choice, so make sure you know how to use the scorinator you choose and understand its advantages and drawbacks on some level. For pretty much every World Bowl in the last decade, xkoranate has been the program of choice.

Second, how do you intend to format the competition? How are matches going to be scheduled, how will a champion be decided, and so on? Typically speaking, what this refers to is how you're going to generate the schedule, how many games everyone will play, and who gets to move on to the "post-season"/elimination rounds. Typically, we use a group stage followed by single elimination playoffs, but this is by no means a hard rule. Feel free to get creative with the format, but be prepared to defend your choice to those who will be voting on the bids!

Third, describe why you're qualified to be a host of a major NationStates Sports competition. If you'd be a first-time host, feel free to submit a bid. That said, typically-speaking, it's preferred that those attempting to host the World Bowl have at least some kind of hosting experience, even with a small competition. It's a big job. If you're interested in getting started with hosting, perhaps try asking an experienced host if they'd be willing to co-host the tournament with you.

Fourth, and this is more optional than the others, feel free to include some in-character information about the host nation and its bid. You can write most of the bid in-character, if you'd like, or you can keep the whole thing out-of-character. That's up to you. Note that while having lots of details about hosting cities and stadiums serves as very nice flavor text, it's ultimately the least important part of the bid. Most care about the scorination and format specifics.

Norms and Traditions
Typically-speaking, the World Bowl has utilized IFAF overtime rules (you might also know these as "college overtime" rules), in which each team has an opportunity to score from a certain distance out from the endzone, and play continues until one team fails to score. You may, if you have the means to scorinate it appropriately, use the modified sudden-death overtime rules utilized by the American National Football League (NFL), but if you intend to do this, please make note of it in your host bid in advance.

In addition, typically speaking, the competition has been formatted using a group stage (in which matches are played in a round-robin or double round-robin), followed by a playoff/elimination round (usually four rounds - a Round of 16, Quarterfinal, Semifinal, and Final/3rd Place Game). Typically, the groups are created using pots, which are created using rankings to create groups with teams across the spectrum of the rankings (i.e., the first pot has the top-8 ranked teams in the World Bowl, the second pot has the next eight, and so on). Again, you are not required by any means to follow this format, but you are asked to make a note of it in your host bid if you are planning on diverging from this norm.

Guide to NS Sports Roleplaying

On the game itself:
Here, we use the version most commonly seen in the United States of America -- that is, 11 players on each side, 60 minute games (divided into four 15-minute quarters), etc, etc. If you're looking for a quick primer on the sport, Wikipedia has a good family of articles on the sport. IFAF/college overtime is the norm (as touched on above). If you're curious about the strategy of gridiron football, I encourage you to explore those articles, as well; I have personally found them quite informative, and they tend to be well-written, as such things go.

On the rankings:
The World Bowl uses a simple ranking system (which you can find here). You can tell where teams are, generally-speaking, relative to one another, based on their past results. These rankings are used to help weight the scorinators (see above under Hosting), but they are not the end-all, be-all: a good roleplayer can improve their fortunes rapidly, so don't get discouraged.

World Bowl 48 Bid
Quebec and Shingoryeo


The Quebec and Shingoryeo Gridiron Council (QSGC), representing Quebec and Shingoryeo, bid to host the forty-eighth edition of World Bowl.

Format:

In the past 3-4 tournaments the signup numbers have ranged from 30 to 32, but as always volatility exists.

With this in mind following will be proposed, with the expectation that group stage be home-and-away to be played at participating nations' venues:

  • 24 teams: four groups of six - double round robin (10 MDs - 4 single-MD and 3 double-MD cutoff windows) -> Top four qualify for Round of Sixteen
  • 28 teams: four groups of seven - double round robin (14 MDs - 2 single-MD and 6 double-MD cutoff windows) -> Top four qualify for Round of Sixteen
  • 30 teams: five groups of six - double round robin (10 MDs - 4 single-MD and 3 double-MD cutoff windows) -> Top three, as well as best-placing fourth-placer, will qualify for Round of Sixteen
  • 32 teams: four groups of eight - double round robin (14 MDs - 2 single-MD and 6 double-MD cutoff windows) -> Top four qualify for Round of Sixteen


UPDATE: With signups standing at 36 nations right now (12th of February), following adjustments are made with likely options.

  • 36 teams: six groups of six - double round robin (10 MDs - 4 single-MD and 3 double-MD cutoff windows) -> Top two, as well as four best third-placers, will qualify for Round of Sixteen
  • 40 teams: five teams of eight - double round robin (14 MDs - 2 single-MD and 6 double-MD cutoff windows) -> Top three, plus best-placing fourth-placer, qualify for Round of Sixteen
  • 42 teams: seven groups of six - double round robin (10 MDs - 4 single-MD and 3 double-MD cutoff windows) -> Top two, as well as two best third-placers, will qualify for Round of Sixteen

In terms of placement of the single-MD and double-MD windows, the intention is to place the single-MD cutoff windows at the beginning and the end of the group stage. This would mean that following alignment could take place with adjustments made possible where needed:

  • 10-matchday GS: MD1 - MD2 - MD3&4 - MD5&6 - MD7&8 - MD9 - MD10
  • 14-matchday GS: MD1 - MD2&3 - MD4&5 - MD6&7 - MD8&9 - MD10&11 - MD12&13 - MD14

This alignment would allow for not only those who are unable to rosterinate on the first matchday a chance to not fall too far behind early on, while also allowing for enough suspense building up into the final matchdays. This spread also allows the relative consistency in terms of number of matchdays made available with one offering 7 matchdays and other 8.

Puppets may be included in case of numbers, but otherwise will be excluded. The order of puppet removal will not be following the order of signups, and puppets with less history or likelihood to provide strong contribution will be removed first.

The knockout rounds will be straightforward, a 16-team single-round elimination stage with all the matches to be held in Quebec and Shingoryeo. There will be no third-place match.

Scorination:

Latest version of Xkoranate, with WBXXXI file, will be used. Additive style mods, IFAF Overtime Rules (so no draws), etc will be used, while home advantage will be turned on for the duration of group stage.

All scorinations will be held every 48 hours. Cutoffs will happen at 2359 EST (459+1 UTC), with a room up to 30 minutes of time afterwards to be left in case of need on my end. Advanced notice will be provided on this thread in case of a dire change in scorination schedule.

Third party scorination will be requested for all matches involving Quebec and Shingoryeo if this account qualifies for the knockout round. In case where I am unable to find a suitable third-party scorinator within half-hour period, third-party viewings of scorination will be held. Quebec and Shingoryeo will not be placed on the top pot for group draw purposes.

Mid-tournament update: Starting after MD3-4 cutoff, Xkoranate files, as well as RP grading spreadsheet, will be made available on a separate folder (https://drive.google.com/drive/u/0/fold ... 8r0LdSclZJ) after each cutoff.

Tiebreakers will be Wins, Head-to-Head Wins, Head-to-Head Point Difference, Point Difference, IC Coin Flip (OOC match scorinated only with RP bonus added to each side).

RP Bonus:

RP Bonus will be cumulative. I am still deciding the specifics, but currently am leaning towards around 2.00 points per cutoff. This would mean that an unranked team with maximum RP bonus would be able to 'catch up' to an non-RPing team with 16 rank points (tenth-place Gyatso-Kai) by the end of group stage, and 20 rank points (roughly around end of top pot, and also between 4th-place Ko-oren and 5th-place Chromatika) by the end of quarterfinals.

The specifics, while not fully set in stone, are intended so that an unranked side with maximum RP bonus will be able to catch up to the unrosterinated top-ranked side (it is to note that there exists relatively little gap between 3rd-placed Tjun-ia and 9th-placed Huelavia), while also limiting possible concerns where the top two sides outrank everybody else by a fairly sizeable distance.

As for the grading, RPs will be graded with the criteria based on preference towards quality and content, rather than quantity or frequency. As most of you guys know already, I am not a particular stickler for genre or format, and would be grading roleplays involving the team/game the same way as I would with those mildly/mostly unrelated to the game. This means that while relevance to the tournament and the sport would come handy and could serve as a difference-maker at times, the grading will not be significantly affected by you roleplaying different content.

Rosters

Rosters will also be graded and shall be equivalent to a matchday. The grading will be done based on how the rosters faithfully meet the requirements expected from them- positions, height, home venues, playing style (Style modifiers are not needed) - and additional details, which would come handy for other RPers to come helpful. Graphics are nice additions, but not must-haves.

It is imperative for the users to post a roster on time, not just for others but also themselves as well. With this in mind, separate to the RP bonus, there will be 50% no-roster penalty unrostered sides during the group stage, and 100%. At any point the unrosterinated nation will see their original rank after the roster submission.

(Co-)Hosting History:

Games of the XVI and XVII Olympiad, 17th Winter Olympics, 6 World Cups of Hockey (25-26, 29-30, 40, 44), quite a few WJHCs, 5 International Basketball Championships (17-18, 21, 33, 35) and two World Bowls (25 and 28). Not to mention World Cups 73 and 77, Cup of Harmony 64 and 68, Baptism of Fire 57 and 62. Am currently hosting the World Baseball Classic 58, which should be completed well before the World Bowl itself, and the World Cup of Hockey 50.

Have also ran many editions of NationStates College Football, and has served on 2 different occasions as the World Cup of Hockey Federation President that would combine for 9 cycles.

Important! Timeline and Possible Overlap with other competitions

I am aware that we are close to two weeks away from the bid deadline, and that we (for most part) cannot predict schedules that far yet. That said, the general line of expectation on my end, if I be awarded the rights to the World Bowl 48, is that the signups will close, with everything thread opening within hours, when I am able to find a workable number for competition's sake. Whether it be by cutting and/or adding puppets is the story then. Nothing out of ordinary here.

As for possible overlap with the other competitions I host, this would not be a problem as: 1) World Cup of Hockey 50 and the NSCF 30 will be most likely heading into the playoffs by the time everything thread is likely to open, 2) I have hosted several competitions (multi-sport or singular) with much heavier hosting workload than the World Bowl before, and 3) grading of the roleplays are done under the round-the-clock basis with myself grading as I receive the roleplays (unless advised to wait otherwise).

That said, however, I am more than happy to work it out with those here on what could be the possible ways to balance out the competition schedule, especially with the strong likelihood of multiple competitions scheduled across the month, not to mention the looming presence of World Cup 96 cycle in sight. At this point in time my intention is to minimise the overlap with the NSCF (and to some extent, the WCoH), especially as we have many users active in both gridiron competitions, or even all three. But what is important is that I try to work out possible ways with you guys about it. Ez Pz.

IFAF (or Collegiate) Overtime. This is the one that has been used on last five World Bowls and many NSCF competitions, and one that I also consider to be the 'fairer' overtime format.

And yes, ties will be turned off for that purpose.
