Mumbai, Shieldstan
A quiet form of inactivity settled across the devastated city, the gradual pull out of foreign forces leaving the local security and police to handle the protection duties of Mumbai. However, one look would tell you that the city was on the brink of collapse, and the need for quick relief forces a priority. Soldiers trained for war were not the best law enforcers, so the pull out made sense while more specialist forces arrive from the nearby CSL Base Kavach to assist in the reconstruction.
CSL Base Kavach itself was in a dilapidated state. With few permanent running facilities, the Relikan contingent which stayed behind to ensure its security was hard at work on building the base's airfield. With an improved airfield, more foreign aid could pour in, smoothening the overall aid process and laying a stronger foundation for the long-term strategy of Kavach.
The time is now. Over the horizon, ships and planes from allied nations and others interested in rebuilding a devastated city headed in. The port was similar in ruins but possesses enough infrastructure for ships to make a landing. The advance forces have laid a basic foundation, but it will take a collective effort to restore the city and base to their former glory.

CSL Base Kavach Restoration -
Kavach
- Airfield - Dilapidated, Runways are cracked, Hangars in poor condition, Control towers lacking modern control and communications systems. (12/100)
- Troop Housing - Tents and rickety housing made of metal sheets, poor air conditioning and comforts. (21/100)
- Command and Control - Command facilities can be considered decent, but are still lacking considering the massive potential the base has. (19/100)
- Vehicle Facilities - Warehouses and garages are abandoned and empty. (2/100)
- Base Utilities - Low power supply provided by mobile generators, no internal water filtration/pump system. (17/100)
- Base Defences - Barbed wires and secured fences, however few to no electronic security setups due to poor utilities. (19/100)
Every 10 points in Airfield improves facilities and command fuctions. Every 20 points, 12 planes(1 squadron) can be deployed. At 50 points the Airfield will enter operational phase, giving bonuses to players.
Every 10 points in Troop Housing allows for improved housing and morale among the participating nations. Upon reaching 100 points, twelve regiments can be registered and rotated as an when. Additional deployed troops can assist in development of the base. If too many regiments were deployed, penalties may occur.
Every 10 points in Command and Control improves overall coordination between multiple nations, and overall coordination. At 50 points a proper communications network provides bonuses to Overlapping Regiments.
Every 10 points in Vehicle Facilities improves maintenance and support functions for motor vehicles. At 10 points light vehicles can operate freely, providing minor bonuses. At 50 points Motorized units can operate from Kavach. At 80 points Mechanized units can operate from Kavach. If Vehicle Facilities are too low penalties will occur.
Every 10 points in Base Utilities provide bonuses for Base Kavach's improvements. Bonuses provided will scale accordingly to the Base Utilities status. If Base Utilities are too low penalties will occur.
Every 10 points Base Defences upgrades the overall state of defences.
Each Regiment deployed in Kavach can be assigned a task. The type of Regiment (Depending on name, type and personal description) can receive bonuses if they are thematic to their restoration role.

Mumbai
- Housing - Housing has no access to power or water, people are exposed to all sorts of danger, there are no safety in one's home. (1/100)
- Police - Law enforcement are stretched to their limit, anarchy is threatening to take over. (7/100)
- Fire - Fire and Rescue services have nothing to work with, supplies are down to nothing. (6/100)
- Health - Health services are sorely lacking. Hospitals are understaffed, abandoned, lacking power. Health facilities are back to the Middle Ages. (2/100)
- Power & Water - Power and Water are cut off, Mumbai services are relying on self-distilled seawater and batteries. (4/100)
- Transport - Roads and rail networks destroyed by bombardments, leading to personnel only able access the inner city on foot. (5/100)
- Education - Schools are empty and abandoned, children are at risk of joining the unrest. (4/100)
