After a really... let's say expensive peace treaty, the Vorrillic Government would make up a crazy plan named "Project Icarus," a plan that will hopefully pay back it's War Reparations and it's costs.
So what IS Project Icarus? it is an architectural project on making "Vizarona," a Zepplin... that is as big as a city, and functions as a City, made for the sole purpose of Trading, this may revolutionize trading if the Project succeeds, the structure is planned to be a Zepplin-like structure, with multiple different envelopes, strapped to a gigantic structure deemed "the Hub" (that's where most of the Trading will take place),"Vizaona" would need an estimated amount of 1 billion dollars to build, the city itself is going to about 4x the size of the Hindenburg, not really a big city, but it is still a Prototype.

What we want is something called "Donations," please, we need it to build the Ship, and also probably more for further research, we haven't built it yet since we're collecting as much as supplies we can get for the launch off, let's hope this doesn't go horribly wrong...

OOC: For realism, I would quote 4 Billion as a costs, as 1 billion is a quotable cost which many nations have spent on creating new cities (notably Brasilia, a city built to serve as the capital of Brazil), With the use of Zepplins, you would have to account for construction failures and innovations as well as addition money would be needed to attract people to live their and support the cities economy as well as provide funding for the appropriate authorities and administration.

Even though his country and theirs had recently fought a war, Mazda figured that they must be willing to set outside their differences for science, right? Mazda began drafting a message to the Vorrilic government.

I would like to preface this wit acknowledgment of the bad blood between our nations, but I believe we can move past that in order to advance in science. I know you seem to be seeking donations rather than scientific help, but me and my department would be happy to help with such things. I figure that in the interest of international scientific advancement, this would be agreeable to everyone. I eagerly await your response.

I am glad you feel as I do. I think a flying city is a novel idea, nevermind the potential economic scientific benefits of the project. Is there anything in particular you need? I admit I myself am a bit tied up in ISO meetings and setting up the Daevan Space Agency, I can send some people over to your nation for the project, if you like. Or perhaps my guys can do work in my nation and send over the results? I am pretty flexible.

I want to have the best scientists in your Nation, currently, we're hiring any top-tier scientists, which we'll give a large sum of money to them as always, I encourage you to do the same as you are now officially a part of Project Icarus, we can also work at both of our nations for more efficiency, I believe this partnership would prove beneficial for the International Economy, but I still new a few requirements, the most important one is money, which we still need, but another important factor for the Project's succession is Security, we need guards.

While I myself am otherwise occupied, I have a few scientists in mind that can be of use. As for security, well, I have used some of my political pull to garner two squads of Fravashi units.Think of them as our version of the SAS or Delta Force. They also provide bodyguard service to the Royalty, so they are decent. However, while elite, 2 squads is not a large quantity, so I would also like to recommend the services of Anuyisa International, a PMC that has recently filled in the gap left by the now defunct Shriek Hawks. That would be greatly appreciated, if I may, will you consider also going in contact with other governments for our plans? any help is appreciated, especially donations, I would happily make a contract with the PMC as I hope this would be enough for our Security. The construction will start soon, but I suggest we look for Economic opportunities like investments for maximum efficiency, as a lack of funds may delay the whole project.

However, on the subject of funds, sadly, our budget is currently going to other projects, I suppose we could offer something to the tune of 6 million? The Imperium offers blueprints to build the city (we have more advanced cities of this type) along with some money, but nothing is entirely free. The Imperium demands as cost that the city will be administrated by X3nder Tech, the country will have a comercial treaty with X3nder Tech and X3nder Tech's assigned worker will be Minister of Economics of your country, a fair price considering how many of this things you could build more cheap with a Standard Blueprint.
