It was only recently that the diplomatic negotiations with Gortenia occured, forming a treaty of military and financial aid to each other. This was going to be similar; but the Dragonborn Clan was a very different nation to Gortenia. Not only was the Dragonborn Clan well away from Greater Dienstad or even its planet, but their people were not only human, unlike both The Ice States and Gortenia. Dragons -- also its national animal -- had full citizenship rights, and made up a significant portion of the national population.

The Ice Foreign Affairs minister, Straub was excited to travel to another realm -- one well away from The Ice States or Greater Dienstad. The Ice conflict with the Golden Throne was increasingly a source of both terror and concern, and she was eager to escape the troubles and dangers faced in the Ice States itself. Hazelbush, however, would not attend the meeting. These same issues caused much greater concern to the President of the Ice States than a new potential alliance with the Dragonborn Clan could ever. Instead, Hazelbush entrusted Straub to be able to unilaterally sign any agreement reached at the meetings on behalf of The Ice States. The Ice Ambassador to Dragonborn Clan, Margaret Anesi, would also attend the meeting, along with two aides, as usual for Communal Union diplomatic procedure.

A secured transmission was sent to the foreign offices of Dragonborn Clan to schedule the meeting to occur. Composed by Hazelbush and signed by Anesi and Straub, the message read as follows,

To whom it may concern,

We have been noticing the development of your nation, with which an embassy is already in construction, and we are interested in seeing cooperation between our two nations grow. We are thus willing to engage in a diplomatic conference with the Dragonborn Clan to create a mutually beneficial agreement between our nations. As our diplomats will be having to travel outside of the known reality of Greater Dienstad, the President will not be present at the negotiations; the Ice States will be represented only by the Minister of Foreign Affairs, Lyda Straub, and the Ambassador to the Dragonborn Clan, Margaret Anesi, along with two aides. Straub has been given the authority to sign any agreement with the Dragonborn Clan during this meeting.

Could your offices provide us with a date and time for such meeting? We are available for such a meeting during normal working hours (9:00 AM - 5:00 PM) after at least seven days from the sending of this message. Further, where in Dragonborn City will the negotiations take place?

Now, the Icers were awaiting a response from the Clan to the message. It was certainly going to be an exciting occasion for the Icers -- but this was a marathon, not a sprint. Whatever the Icers did had to be carefully planned and executed, without unprofessional and rash decisions from the Icers...

We have received your message and await eagerly for the arrival of your diplomats and ambassador. We will expect you to arrive at 9:15 AM on Tuesday at the Forien affairs wing of the DragonBorn City Portal hub. From there you will board one of our airships which will take you to multiple locations around DragonBorn Island for a tour before ending at the Great Hall located on top of one of the island's mountains to begin the official meeting. Chief Jonathan Dragon Claw and Prime Minister Tidal Wing, a water dragon along with three DragonBorn diplomats will be attending the meeting.

Once the date arrived, the Ice diplomats each went one-by-one into the portal transferring them to the jurisdiction of Dragonborn Clan. The world spun around them, and indeed turned blue for about half a minute. Then, when they got out they found themselves in Dragonborn City. They had arrived barely on time -- at 9:13 AM.

Upon arriving, Dragonborn Clan had offered a tour of the island, which would be gladly accepted. Thus, they followed the instructions, boarding the airships. Indeed, the occasion was going very well so far...

Ah, Welcome says a booming voice. I am DragonBorn Clan, my nation's country human. I will be your tour guide for today. First stop, the Technoblade Memorial. As you are flying along the coast, DragonBorn speaks up. "If you look to ypir right, you will see the remains of an enemy blocade that was destroyed by some of our water dragons. A few minutes later tou arive at the Technoblade Memorial. A giant Diamond sword with a large red cape flowing in the wind and a giant crown at its base. Technoblade was a very popular and powerful warrior and is sometimes thought to be the Minecraftia god of War incarnate. R.I.P. Technoblade. You are given a few minutes to admire the memorial before moving on to the next location. This time we'll be taking the tunnel transit system. You are led to a subway like area where you board a underground train. When you exit the train, you see a large cavern that has been transformed into a layered farming center with farms jutting out from the cavern walls. You are shown all the different crops that are grown throughout the cavern before hopping back onto the train to head to your next location. Welcome to Dragonia village. You enter and find yourself in a village before being led to a small cave. Inside you are told that this is the grand Library where all of the Clan's knowledge and history is kept and preserved. You are then shown a large circular room within the library where you are informed that the most important artifacts are kept, such as the gear worn and used by 4 our of the 5 founders of the Clan. The fifth is said to be the floating Nether star in the center of the room. The next design is DragonBorn Island University, which has its entrance right above the grand library. You are given a quick tour of the entry hall with its stunning glass roof colored to resemble the DragonBorn Clan Flag and are shown some of the underground classrooms. The next stop is the village beacon, which will produce a powerful energy shield that protects the village. And right under the beacon going down a large staircase, is the hatchery, which is divided by elements. You then pause at the Ice wing of the hatchery and are shown a ice dragon egg. DragonBorn speaks up again. "This little one was found in a tattered nest in the wild, and it's mother a wild ice dragon was found nearby, gravely injured by dragon hunters. We eased her suffering and comforted and let her say goodbye th her unborn child before helping her to Valhalla. We caught those dragon hunters and they are now awaiting trial. Now this little one needs some new caretakers, and who better than you guys. As a gift of goodwill and trust, we are entrusting you and your nation with this ice dragon. We will include instructions on how to hatch, raise, and train her so that she may live a good life with good people. You watch as the dragon egg is placed in a see through container which is then handled to you. This container will adapt to the best ice dragon egg environments, and will open once she is ready to hatch. Now to the great hall. You are led to a mountain top where a large wooden building sits. As you enter the great hall, a booming voice welcomes you. "Ah, welcome ambassador Margaret Anesi, how was your tour?"

"It was quite engaging," replied Anesi. "Thank you for the tour, and it was very good to learn more about your nation." She briefly hesitates, before allowing Straub to continue. While Anesi shakes hands with the mission's colleagues from the Dragonborn Clan, Straub then begins to speak.

"Should we now enter the Hall to commence the meeting?" While the tour certainly was engaging and informative, they were here more so for the meeting than the tour. Of course, given the situation in the Ice States, it was very good to simply go on a tour in a foreign nation without having to -- at the time -- worry about the Golden Throne, the Unified Authority, the Ordenstaat, and all the other such concerns.

It would be very soon that the meeting would begin. It was soon that the opportunity for a strong alliance between the Communal Union and the Dragonborn Clan would commence...

Chief Jonathan: Yes let's head inside and get negotiations underway. He leads everyone inside and brings everyone to a empty table near the front door. Already seated at the table is the Prime Minister Tidal Wing, a elemental wayer dragon. After everyone is situated in their seats, Prime Minister Tadal Wimg Speaks. "Welcome to DragonBorn Island, I am Prime Minister Tidal Wing, It is a pleasure to meet you."
Chief Jonathan: Pulls out a small device and turns it on. A hologram of a artificial being appears and introduces itself.
"I am Cybotrous, Representative of the artificial and digital beings of the DragonBorn Clan. I apologize for not informing you of my involvement in the negotiations as the decision was made last minute. On the contrary it is a pleasure to meet the representatives of the Ice States." He them give a bow of respect.

Chief Jonathan: "Let us begin the negotiations. Shall we start with trade and commerce?"

It was indeed interesting at the least to have an unexpected presence on the delegation, but it was certainly not an issue -- and something that trite could not reasonably prevent strong progress from being made in diplomatic relations with the nation of the DragonBorn Clan. Anesi was the first to speak after Chief Jonathan, largely to this end. "First things first, it is absolutely not an issue to have Cybotrous present, and certainly welcome your presence here, hoping that will allow us to further develop relations with the Clan."

She took a pause, before turning to the main topic the delegation was here to discuss. "On the matter of the negotiations themselves, starting with the topic of economic relations would indeed be prudent. Does your mission have any particular ideas in mind for how collaboration between our two nations in this regarding would look like?"

Let us begin. We would like to open commerc between our nations. We have many tradeable goods and there could be quite the market for your products. We can open a portal hub in your nation to axtvas transit between our nations and realms for goods, services and people to use for travel between our nations.

"These are all excellent suggestions," replied Anesi. "Does the following wording address this well?" After a few button presses on her computer, a small piece of paper is printed reading the following, in black, serif text.

Portals: Each signatory shall establish, at locations reasonably accessible to the majority of that signatory's population, portals for prompt transportation of both persons and goods to the other signatory. Each signatory shall contribute half of the costs of the establishment and maintenance of these portals, based on the understanding that these costs will be recovered by the trade which the opening of these portals would facilitate.

She waited a few seconds to allow the representative to finish reading, before continuing, "Please, naturally, feel free to suggest any modifications; this is, after all, a treaty between two nations. Do you also have any other ideas for topics to address in the treaty?"

"Consider it implemented, then," the Ambassador added as she pressed a few buttons. "Now, military cooperation could be another topic to discuss."

She pauses for a few seconds, before continuing. "As you may be aware, The Ice States is currently engaged in a vicious conflict with its neighbours in the Golden Throne, a capitalist-imperialist entity which looted our territory after negotiations for a withdrawal from an occupation of Northern Ormont. Currently, it is engaged in a blockade prohibiting all food or water from entering our territory, while massacring our personnel in order to reinstate their occupation."

"Assistance from the Clan could be very helpful in addressing this; likewise, assistance from the Ice States could be vital for future conflicts your nation finds itself in. Does your mission have any suggestions on this matter on how our nations can aid each other in this regard going forward?"

High Chief Jonathan Dragon Claw: Hhmm preventing food and water from reaching your people as well as the slaughtering of the civilian population.

W cannot sit back and watch as this continues. We shall send a expedition force of 10,000 men and dragons to reclaim your territory from the invaders and to ensure relief aid reaches your people.

"We appreciate the offer very much," replied Anesi; "and there is certainly room for cooperation. However, we find it may be difficult to send assistance on the ground currently, on the grounds that the Communal Union is currently blockaded by the Golden Throne, with the only means of sending support being through Motokata -- controlled by a nation which is itself unfortunately within the sphere of influence of the Golden Throne's capitalists."

"A more pragmatic alternative could be only transferring weapons and other materials, or if this becomes impossible economic assistance which can even be performe remotely, regardless of the aforementioned blockade. Would the Clan be amenable to such measures?"

The Ice mission hesistated for a few seconds in considering what a Realm jump was. Anesi asked, "Is it correct that a realm-jump is a means of teleportation technology from the Dragonborn Clan to the Ice States, and that a realm-jump ring is a tool to that end?"

"With regards to economic aid, we do appreciate the offer and would accept it as given. My secretary here will begin drafting a text for the skeleton treaty, though of course still with space to introduce new provisions." One of the aides turned to face Anesi, before ineed beginning to press some buttons below the table. As he did, text for a basic treaty began appearing on the table; "The Republic of DragonBorn Clan and the Communal Union of the Ice States, in the spirit of cooperation..."

After about half a minute of only the presses of buttons being heard, Anesi finally answers. "In that case, our aide here has drafted a basic text for the treaty. Does your nation have any objections to the content as of yet, and in particular intend for any additions?"

The Republic of DragonBorn Clan and the Communal Union of the Ice States, in the spirit of cooperation and friendship across the multiversal realm, and recognising the mutual economic and civil benefits to both parties, proudly join the following Treaty of the Portal:

1. Portals: Each signatory shall establish, at locations reasonably accessible to the majority of that signatory's population, portals for prompt transportation of both persons and goods to the other signatory. 2. Ad-hoc support: Each signatory may request assistance from the other signatory on any ad hoc emergency affecting the former. The Communal Union shall first register the ongoing war with the Golden Throne to this end, and the DragonBorn Clan shall accordingly provide weapons, materiel and economic aid to the Communal Union for this purpose. The second sentence of this section shall be subject to renewal each six months, beginning upon the signing of this treaty, until a decision is reached during such not to renew the sentence or the matter is otherwise moot.
   
   
3. Implementation: This treaty shall bind both the Republic of DragonBorn Clan and the Communal Union of the Ice States until such time as either party either ceases to exist or voluntarily withdraws from this treaty. Withdrawal shall take effect six months after notice is provided to the other signatory, or immediately if both signatories voluntarily choose to end the treaty as such.

Anesi smiled. After waiting for the Clan's representative to suggest additions perhaps longer than one would have expected, she broke the silence. "I give my personal assent to this treaty. President and Minister, do you sign?"

The answers from both were in the affirmative. "Let the treaty thus enter into force," added Straub. By then, the aides had filled all the cups in the room. The Ice delegation raised their glasses to the Dragonborn Clan.
