It was only recently that the diplomatic negotiations with Gortenia occured, forming a treaty of military and financial aid to each other. This was going to be similar; but the Dragonborn Clan was a very different nation to Gortenia. Not only was the Dragonborn Clan well away from Greater Dienstad or even its planet, but their people were not only human, unlike both The Ice States and Gortenia. Dragons -- also its national animal -- had full citizenship rights, and made up a significant portion of the national population.
The Ice Foreign Affairs minister, Straub was excited to travel to another realm -- one well away from The Ice States or Greater Dienstad. The Ice conflict with the Golden Throne was increasingly a source of both terror and concern, and she was eager to escape the troubles and dangers faced in the Ice States itself. Hazelbush, however, would not attend the meeting. These same issues caused much greater concern to the President of the Ice States than a new potential alliance with the Dragonborn Clan could ever. Instead, Hazelbush entrusted Straub to be able to unilaterally sign any agreement reached at the meetings on behalf of The Ice States. The Ice Ambassador to Dragonborn Clan, Margaret Anesi, would also attend the meeting, along with two aides, as usual for Communal Union diplomatic procedure.
A secured transmission was sent to the foreign offices of Dragonborn Clan to schedule the meeting to occur. Composed by Hazelbush and signed by Anesi and Straub, the message read as follows,

To whom it may concern,
We have been noticing the development of your nation, with which an embassy is already in construction, and we are interested in seeing cooperation between our two nations grow. We are thus willing to engage in a diplomatic conference with the Dragonborn Clan to create a mutually beneficial agreement between our nations. As our diplomats will be having to travel outside of the known reality of Greater Dienstad, the President will not be present at the negotiations; the Ice States will be represented only by the Minister of Foreign Affairs, Lyda Straub, and the Ambassador to the Dragonborn Clan, Margaret Anesi, along with two aides. Straub has been given the authority to sign any agreement with the Dragonborn Clan during this meeting.
Could your offices provide us with a date and time for such meeting? We are available for such a meeting during normal working hours (9:00 AM - 5:00 PM) after at least seven days from the sending of this message. Further, where in Dragonborn City will the negotiations take place?

Now, the Icers were awaiting a response from the Clan to the message. It was certainly going to be an exciting occasion for the Icers -- but this was a marathon, not a sprint. Whatever the Icers did had to be carefully planned and executed, without unprofessional and rash decisions from the Icers...
