About the ASP

The Alliance for Security and Prosperity (ASP) is a robust organization that serves as a platform for fostering military and economic cooperation among its member nations. In addition to these core areas, the ASP takes pride in its commitment to joint scientific research and development, recognizing the transformative power of collaboration and innovation. Cultural exchanges are also actively encouraged, as they contribute to greater understanding and appreciation among member nations.




ASP Charter
Preamble:
The member nations of the Alliance for Security and Prosperity (ASP), hereinafter referred to as “the Alliance,” inspired by the desire to promote peace, stability, and economic prosperity in the region, and recognizing the importance of collective defense and cooperation, have come together to establish this treaty.

First Amendment of the Alliance for Security and Prosperity (ASP)

Sub-Section 1: Peaceful Resolution

1. The fundamental principle of the Alliance for Security and Prosperity (ASP) is the unwavering commitment to prioritize peace as the foremost objective in all matters of international and internal significance.
2. Member nations of the ASP shall engage in a diplomatic and peaceful manner when addressing international and internal incidents, disputes, or conflicts. Dialogue, negotiation, mediation, and other non-violent means shall be the preferred methods to resolve differences and maintain regional stability.

Sub-Section 2: Disobedience and Consequences

1. Any member nation that disregards the principle of peaceful resolution and resorts to aggressive or violent actions shall be deemed to have disobeyed the core values of the alliance.
2. Disobedience to the principle of peace tarnishes the reputation of the offending nation and undermines the foundation upon which the Alliance for Security and Prosperity stands.
3. The consequences of such disobedience shall include diplomatic isolation, sanctions, and loss of credibility on the international stage. The alliance members shall unite in their stance against nations that choose a path of aggression and disregard for peaceful resolution.

Second Amendment of the Alliance for Security and Prosperity (ASP)

Sub-Section 1: Protecting Sovereignty and Independence

1. The Alliance for Security and Prosperity (ASP) acknowledges the critical importance of safeguarding the sovereignty and independence of its member nations from external influences that may disrupt the core principles and goals of the alliance.
2. Foreign influence that has resulted in conflicts, controversies, and compromises of the ASP’s integrity has been detrimental to the mission of the alliance. As such, the ASP is resolved to uphold its autonomy and ensure that its actions are guided solely by its principles and the interests of its member nations.

Sub-Section 2: Non-Involvement in Controversial Conflicts

1. The ASP firmly asserts its commitment to not being dragged into conflicts initiated by controversial outsiders. The alliance shall remain steadfast in its stance to abstain from participating in wars or disputes that do not directly align with its mission of security, prosperity, and peaceful cooperation.

Sub-Section 3: Screening and Approval

1. To prevent undue influence from alliances known to be corrupt imperialistic warmongers, the ASP shall establish a protocol for screening and approving involvement in foreign affairs.
2. Any ASP member nation seeking to engage in foreign affairs that may affect the alliance’s unity, principles, or stability shall be required to obtain approval from the Republic of Guavalandia, the guiding nation of the ASP, before proceeding with such engagements. (OOC: Basically asking Guavalandia if a war RP can be made)

Sub-Section 4: Safeguarding ASP Unity

1. By implementing these provisions, the ASP reasserts its commitment to unity, independence, and the shared values of its member nations. The alliance shall no longer be a pawn in the agendas of external parties but a platform where member nations collaborate in a manner that benefits all and aligns with the ASP’s core values.

Sub-Section 5: Implementation and Enforcement

1. The ASP Secretariat, in coordination with the Republic of Guavalandia, shall be responsible for the implementation and enforcement of these provisions.
2. Member nations shall be educated about these amendments and encouraged to abide by them to ensure the continued success and integrity of the Alliance for Security and Prosperity.

Third Amendment of the Alliance for Security and Prosperity (ASP)

Sub-Section 1: Sovereign Jurisdiction

1. Sovereign Jurisdiction: The Alliance for Security and Prosperity (ASP) hereby asserts its sovereignty and independence from third-party organizations, international courts, and foreign nations in legal matters and jurisdiction.
2. Exclusive ASP Jurisdiction: Matters arising within the ASP, its member nations, and observers shall be exclusively subject to the jurisdiction of the ASP’s Central Committee and Central Council.

Sub-Section 2: Right to Ignore External Jurisdiction

1. Right to Disregard External Legal Actions: ASP member nations and observers possess the inherent right to disregard criminal charges, court orders, or legal actions issued by outsider groups, organizations, or foreign nations concerning ASP-related matters. This right is enshrined and protected by the ASP Charter.

Sub-Section 3: ASP Legal Shielding

1. Legal Shielding: ASP member nations and observers shall benefit from ASP legal shielding, which shields them from unjust charges or legal actions imposed by external entities regarding ASP-related affairs.

Sub-Section 4: Consequences for Coercion

1. Consequences for Coercion: Any foreign nation or organization attempting to coerce ASP member nations or observers into participating in external organizations or legal proceedings shall face severe consequences.
2. Sanctions: Consequences may include diplomatic and economic sanctions imposed by the ASP member nations.
3. Military Consequences: In cases of extreme coercion or actions that threaten the security and sovereignty of ASP member nations, military consequences may be considered, as deemed necessary by the ASP Central Committee and Central Council.

Article 1: Purpose and Principles

1. The primary purpose of the Alliance is to strengthen regional security, foster economic cooperation, and enhance cultural understanding among member nations.
2. The Alliance shall be guided by the principles of mutual respect, non-interference in internal affairs, peaceful resolution of disputes, and cooperation based on equality and mutual benefit.
3. The Alliance shall also promote regional integration, sustainable development, and social progress in accordance with the principles of the founding members.

Article 2: Mutual Defense and Security Cooperation

1. The Alliance members commit to collective defense in the event of an armed attack against any member nation. An armed attack against one member shall be considered an attack against the entire Alliance. But the alliance stands independent in case of an armed attack from a member / observer state towards another nation or alliance, in which case the alliance will remain neutral and not intervene, the aggressor will also be disgraced and isolated which will not have the chance to represent the alliance on the international stage, by that, the founding members clarify that the alliance will not be held accountable for the attacks conducted by a member states towards foreign nations or organizations, and we have no responsibility for their actions.
2. The member nations shall provide each other with assistance, including military, intelligence, and logistical support, in accordance with their capabilities and as mutually agreed upon.
3. The Alliance encourages the regular exchange of defense-related information and training programs to enhance interoperability and strengthen the collective defense capabilities of its members. Military exercises can only be held under the circumstances of the alliance being under direct threat or aggression, and the member / observer must notify the Central Council of the exercise. Any member / observer who violates this section will have their membership suspended.

Article 3: Economic Cooperation

1. The member nations shall actively promote economic cooperation and integration among themselves, with the aim of fostering sustainable economic growth, trade facilitation, and investment promotion.
2. The Alliance encourages the development of regional infrastructure projects, the harmonization of trade policies, and the removal of barriers to trade and investment, with the goal of creating a seamless and vibrant regional economy.
3. Member nations shall actively support and participate in joint economic initiatives, including technology transfer, research and development collaborations, and capacity-building programs, to enhance economic resilience and competitiveness.

Article 4: Cultural Exchanges and People-to-People Connections

1. The Alliance emphasizes the importance of cultural exchanges, people-to-people connections, and fostering a sense of regional identity and mutual understanding among member nations.
2. Member nations shall promote cultural events, educational exchanges, tourism, and sports activities to enhance social and cultural ties, as well as promote mutual respect and appreciation of diverse cultures within the region.

Article 5: Peaceful Settlement of Disputes
The member nations shall resolve any disputes or differences that may arise among them through peaceful means, in accordance with international law, including negotiation, mediation, and arbitration, if necessary. The Alliance encourages the use of diplomatic channels and dialogue to promote understanding and find mutually acceptable solutions.

Article 6: Partnership and Outreach
The Alliance may establish partnerships and engage in cooperative activities with other regional and international organizations that share similar goals and principles, with the aim of enhancing regional security, stability, and prosperity.

Article 7: Prohibition of Slavery and Forced Labor

1. The member nations of the Alliance for Security and Prosperity (ASP) solemnly declare their commitment to the complete eradication of slavery, forced labor, and human trafficking in all its forms.
2. Slavery, in any of its manifestations, including chattel slavery, debt bondage, and forced labor, shall be strictly prohibited within the territories of member nations.
3. Any member nation found to engage in or support slavery or forced labor shall face severe consequences, including diplomatic, economic, and political sanctions, as determined by the consensus of the other member nations.
4. The member nations shall collaborate and share information to prevent and combat slavery and forced labor, including through intelligence sharing, law enforcement cooperation, and capacity-building programs.
5. Any Member / observer/ guest found to have forced labor, slavery or human will be expelled from the alliance without exceptions.

Article 8: Amendments and Ratification

1. Any amendments to this treaty shall be proposed by a member nation and require the unanimous consent of all member nations.
2. This treaty shall enter into force upon ratification by all member nations in accordance with their respective constitutional processes.

Article 9: Member Removal and Suspension

1. In the event that tensions arise or if a member / observer nation engages in aggressive actions that pose a threat to regional stability and the principles of the Alliance for Security and Prosperity (ASP), the other member nations shall have the right to convene an emergency session to discuss the potential removal or suspension of the concerned member / observer.
2. Any member nation may propose the removal or suspension of a member / observer by submitting a formal request to the ASP Secretariat, accompanied by evidence and a detailed explanation of the concerns prompting the proposal.
3. The Secretariat (any on site Guavalandian government officer) shall then facilitate a vote among all member nations to decide on the removal or suspension of the concerned member / observer. A two-thirds majority vote in favor shall be required for such action to be taken.
4. During the voting process, the concerned member / observer shall have the opportunity to present their case, provide clarifications, and offer reassurances regarding their actions or intentions.
5. If the majority vote results in the removal or suspension of the concerned member / observer, the following procedures shall be followed:
a. Removal: The membership / observation of the concerned nation shall be terminated, and they will no longer be considered a member / observer of the ASP. All privileges, rights, and obligations associated with ASP membership / observation shall cease immediately.
b. Suspension: The concerned member / observer shall be temporarily suspended from active participation in the ASP. During the suspension period, the member / observer shall not be entitled to partake in ASP meetings, decision-making processes, or access to shared resources and information. The suspension period shall be determined by the voting members, and the suspended nation shall be given the opportunity to demonstrate efforts to address the concerns leading to the suspension.
6. If the concerned member / observer under suspension takes tangible and demonstrable actions to address the issues that led to their suspension, a vote shall be held to decide on the potential reinstatement of the member / observer. A two-thirds majority vote in favor shall be required for reinstatement.
7. The ASP shall continuously assess the actions and conduct of all member / observer nations to ensure adherence to the principles and values of the alliance. Regular reviews and evaluations may be conducted to promote transparency and accountability among all member / observer nations.
8. The removed member / observer may not re-enter the alliance and participate with a puppet.

Article 10: Veto Power and Emergency Member Removal

1. The Republic of Guavalandia and the Kingdom of Redwood, recognizing their unique contributions and responsibilities within the Alliance for Security and Prosperity (ASP), shall possess Veto Power in certain circumstances to address emergencies and critical situations that threaten the unity, security, and principles of the alliance.
2. Veto Power grants the Republic of Guavalandia and the Kingdom of Redwood the authority to block the enactment of any ASP decision or action, including but not limited to resolutions, initiatives, and policies, provided that such decision has not yet reached a consensus or been formally adopted by the alliance.
3. In the case of a nuclear threat or other extreme emergency directly endangering the survival of the alliance, the Republic of Guavalandia and the Kingdom of Redwood may exercise their power to immediately remove a member nation from the ASP without requiring a two-thirds majority vote. This power is intended to be utilized under the gravest circumstances to ensure the safety and continuity of the alliance.
4. The Republic of Guavalandia and the Kingdom of Redwood, as holders of these powers, shall exercise them judiciously and responsibly, taking into consideration the well-being of the alliance and its member nations.
5. In recognition of their pivotal roles in maintaining peace and stability within the ASP, the Republic of Guavalandia and the Kingdom of Redwood shall form the Supreme Network of Peace. This network shall serve as a platform for close collaboration, intelligence sharing, and rapid response strategies to address emergent threats and challenges.
6. The Republic of Guavalandia and the Kingdom of Redwood shall keep the alliance informed of the utilization of their Veto Power and emergency member removal powers, and shall provide justifications and evidence for their actions.
7. This Article shall not impede the collective decision-making process of the ASP. It serves as an exceptional provision to be exercised in extreme situations where swift and effective action is paramount.

Article 11: Inclusion of Puppet Nations and Their Limitations

1. Puppet nations, defined as nations under the influence or control of another member within the Alliance for Security and Prosperity (ASP) or a nonmember nation, may be permitted to join the alliance as observer states, subject to the approval of the ASP’s membership.
2. Observer puppet nations shall not possess the right to participate in ASP votes, propose policies, agendas, or initiatives, or engage in any activities that have a direct influence on the decision-making process of the alliance.
3. Inclusion of puppet nations shall be intended solely for the purpose of information sharing, dialogue, and fostering diplomatic ties. Observer puppet nations shall be entitled to attend ASP meetings, conferences, and discussions as observers, without the ability to engage in active participation.
4. In the event that an observer puppet nation violates the principles, values, or provisions of the ASP Charter, the Republic of Guavalandia and the Kingdom of Redwood, as holders of Veto Power, shall have the authority to immediately remove the said puppet nation from the alliance, without requiring a two-thirds majority vote.
5. The removal of an observer puppet nation shall be exercised judiciously and with careful consideration, taking into account the specific circumstances and potential impact on the stability of the alliance.
6. The inclusion of observer puppet nations shall not undermine the sovereignty and integrity of the ASP, and their participation shall be subject to continuous review by the member nations.

Article 12: Guest States and Their Participation

1. Nations that seek to engage with the Alliance for Security and Prosperity (ASP) without formal membership or observer status may be granted the opportunity to join as guest states.
2. Guest states shall have the privilege to participate in discussions and conversations within the Central Council, which serves as a platform for dialogue and information sharing among member nations.
3. However, guest states shall not be entitled to participate in any other activities of the ASP, including voting, proposing policies, or engaging in decision-making processes.
4. The participation of guest states in the Central Council shall be subject to the approval of the ASP’s membership and shall be granted on a case-by-case basis.
5. The inclusion of guest states shall be intended to foster diplomacy, exchange of ideas, and engagement with the ASP’s mission and values.

Article 13: Maintaining Order and Cooperation

Section 1: Alcohol Abuse Prohibition

1. The Alliance for Security and Prosperity (ASP) recognizes the importance of maintaining a professional and respectful atmosphere within the Central Council and Central Committee, the core forums of the alliance. Therefore, alcohol abuse is strictly prohibited in these spaces.
2. The prohibition of alcohol abuse is imperative to ensure that all discussions, deliberations, and decisions are carried out in a sober and focused manner. Past incidents have demonstrated the potential for alcohol abuse to lead to disruptions and hinder the constructive functioning of these critical bodies.

Section 2: Prohibition of Disruptive Behavior

1. The ASP places paramount importance on unity, cooperation, and effective collaboration among member representatives within the Central Council and Central Committee. In line with these values, arguing, disruptive behavior, and any actions that undermine the constructive discourse are strictly prohibited.
2. The alliance was forged with the intention of fostering cooperation, not disintegration. As such, the prohibition of arguing and disruptive behavior aims to create an environment where differences of opinion are addressed with respect and through constructive dialogue.
3. Member representatives are expected to engage in discussions with civility, patience, and a commitment to finding common ground. Disputes and disagreements shall be handled with professionalism and the goal of reaching mutual understanding.

Section 3: Enforced Measures

1. The ASP Secretariat, along with the support of member nations, shall be responsible for upholding the provisions outlined in this Article.
2. Violations of the alcohol abuse prohibition and the prohibition of disruptive behavior shall be addressed through appropriate measures, including warnings, temporary suspension of participation, or, in severe cases, expulsion from the Central Council or Central Committee.
3. The goal of these measures is not to suppress differing viewpoints but to ensure that the Central Council and Central Committee remain productive and conducive spaces for constructive discussions and decisions.

Section 4: Fostering Unity

1. By implementing these provisions, the ASP reaffirms its commitment to unity, professionalism, and effective cooperation. The Central Council and Central Committee shall remain spaces where member representatives can engage in meaningful discussions without the hindrance of disruptive behavior or the influence of alcohol.
2. The alliance believes that maintaining a respectful and focused atmosphere will contribute to the success of its goals, the betterment of its member nations, and the advancement of regional security and prosperity.

In witness thereof, the duly authorized representatives of the member nations have signed this Treaty of the Alliance for Security and Prosperity (ASP).

Done at Guavanna, on July 10th 2023, in English, in a single copy, which shall be deposited in the archives of the Secretariat of the Alliance. The Secretariat shall transmit certified copies to each member nation.

The founder states aren’t the ones that directly participated in the founding of the alliance, but instead is the state that setup a foundation for the alliance at its growing stage.





ASP Human Rights Standard

Alliance for Security and Prosperity Human Rights Standard

Preamble:

Recognizing the fundamental importance of human rights as enshrined in international law and conventions, the Alliance for Security and Prosperity (ASP) is steadfastly committed to upholding, protecting, and promoting the rights and dignity of all individuals within its member nations. The ASP is resolute in fostering an environment that ensures the full enjoyment of human rights, fundamental freedoms, and justice for every person.

Article 1: Fundamental Rights

1. Equality and Non-Discrimination: The ASP firmly upholds the principle that all individuals are born free and equal in dignity and rights. Every person is entitled to enjoy human rights without distinction based on any grounds such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth, or other status.
2. Right to Life, Liberty, and Security: The ASP recognizes the inherent right to life, liberty, and security of person for every individual. Member nations must protect these rights against threats and acts of violence.

Article 2: Prohibition of Torture and Inhumane Treatment

1. Prohibition of Torture and Cruel, Inhumane, or Degrading Treatment: The ASP unequivocally prohibits torture, cruel, inhumane, or degrading treatment or punishment in all circumstances. Member nations must prevent and punish such acts, ensuring the protection of individuals under their jurisdiction.

Article 3: Protection of Civilians in Armed Conflict

1. International Humanitarian Law: The ASP reaffirms its commitment to international humanitarian law, including the principles outlined in the Geneva Conventions, to protect civilians, non-combatants, and those not participating in hostilities during armed conflicts.
2. Prevention of Massacres or Mass Killings: Any ASP member nation engaging in violent massacres or extrajudicial killings of its citizens shall be considered a gross violation of human rights and grounds for immediate expulsion from the alliance.

Article 4: Freedom of Expression and Assembly

1. Freedom of Expression and Information: The ASP recognizes the right to freedom of opinion and expression, including freedom of speech and the press. Member nations shall uphold and protect these freedoms, allowing individuals to express themselves without fear of reprisal.
2. Right to Peaceful Assembly and Association: Every individual has the right to peacefully assemble and associate with others. Member nations shall respect and protect these rights, allowing for peaceful gatherings and association without unwarranted interference.

Article 5: Protection of Rights of Minorities and Vulnerable Groups

1. Protection of Minorities: Member nations shall ensure the protection of the rights of ethnic, religious, linguistic, or other minorities within their territories. They shall promote equality, prevent discrimination, and foster inclusive societies.
2. Rights of Vulnerable Groups: Special attention and protection shall be afforded to children, the elderly, persons with disabilities, and other vulnerable groups. Member nations shall enact policies and programs to safeguard their rights and well-being.

Article 6: Prohibition of Slavery and Forced Labor

1. Forbidding Slavery and Forced Labor: The ASP unequivocally forbids slavery in all its forms, as well as forced labor or servitude. Any member nation found practicing or condoning slavery shall face severe consequences, including immediate expulsion from the alliance or armed intervention to safeguard the human rights of the oppressed.

Article 7: Accountability and Expulsion

1. Accountability for Violations: ASP member nations shall ensure accountability for any violations of the ASP Human Rights Standard within their jurisdiction. Investigations shall be conducted, and appropriate measures taken in line with international law and justice mechanisms.
2. Immediate Expulsion for Severe Violations: Severe and gross violations of human rights, including violent massacres, genocide, ethnic cleansing, or other egregious acts against citizens, shall lead to the immediate expulsion of the offending member nation from the Alliance for Security and Prosperity.

Article 8: International Cooperation and Assistance

1. International Cooperation: The ASP recognizes the importance of international cooperation and assistance in promoting and protecting human rights. Member nations shall collaborate with international bodies, organizations, and civil society to advance the shared goals of human rights.
2. Capacity Building: ASP member nations commit to capacity-building initiatives to strengthen institutions, educate on human rights principles, and promote a culture of respect for human rights within their societies.

In witness thereof, the ASP reaffirms its unwavering commitment to the protection and promotion of human rights as indispensable elements for the dignity, peace, and progress of all individuals within the alliance and the global community.





ASP Golden Amendment

Alliance for Security and Prosperity Golden Amendment

Preamble:

The ASP, recognizing the critical importance of maintaining harmony, order, and adherence to the values enshrined in the ASP Charter and Human Rights Standard, hereby establishes the ASP Golden Amendment as a guiding principle for all member nations and observers.

Article 1: Universal Adherence and Oversight

1. Universal Adherence: The ASP Golden Amendment is binding upon all member nations and observers within the alliance and is to be strictly followed without exception.
2. Oversight by the Founding State of Russia (Guavalandia): Given its nonpartisan, non-ideological, and pragmatic stance, the founding state of Russia shall monitor and ensure compliance with the Golden Amendment. Complaints regarding violations should be directed to the Central Committee for review.

Article 2: Enforcement and Punishment for Violations

1. Human Rights Standard Enforcement: Violations of the ASP Human Rights Standard shall be considered a direct violation of the Golden Amendment. Member nations or observers found in violation will face proportional punishment as determined by the Central Committee.
2. Punishment for Hostile Behavior or Disputes: In cases of disputes or hostile behavior threatening the alliance’s integrity, severe consequences shall apply, including but not limited to blockade, sanctions, military intervention, or expulsion. The severity of punishment shall be determined by the Central Committee overseen by Russia.

Article 3: Handling of Disputes

1. Resolution through Avoidance: It is a fundamental tenet that the party escalating an argument or dispute bears greater responsibility. Hence, if a nation becomes involved in a dispute initiated by another, the secondary participant will face more severe consequences than the primary instigator.
2. Avoidance of Conflict: The ASP encourages the avoidance of conflict and disputes, promoting the understanding that non-participation in escalated arguments diminishes tensions and fosters peace. Active involvement only exacerbates strife and will be met with proportional punitive measures.

Article 4: Central Committee Authority

1. Central Committee Jurisdiction: The Central Committee, under the oversight of the founding state of Russia, is entrusted with the authority to assess, judge, and apply consequences in disputes, hostile incidents, or violations of the Golden Amendment and ASP Charter.
2. Review and Adjudication: Any complaints or appeals regarding violations or disputes shall be reviewed and adjudicated by the Central Committee, ensuring fair and impartial handling of conflicts within the alliance.

Article 5: Retaliation, Blockade and Sanction Responsibility

1. Retaliation and Blockade Responsibility: In cases where a member or observer state enacts a blockade on another member or observer state, the state that retaliates shall bear more significant responsibility. Retaliatory actions fuel escalation, and as such, the retaliating state will face more severe consequences as per the judgment of the Central Committee.

In witness thereof, the ASP establishes the Golden Amendment as a foundational principle, promoting peaceful coexistence, harmony, and adherence to the alliance’s fundamental values.





ASP Code of Conduct

Alliance for Security and Prosperity Code of Conduct

Preamble:

The ASP Code of Conduct is established to foster a culture of respect, decorum, and harmonious interactions among member nations and observers within the alliance. It outlines the expected behaviors and engagements during ASP activities and engagements with partnered alliances or organizations.

Article 1: Respectful Engagement

1. Respect in ASP Occasions: Members and observers are expected to maintain respectful conduct during ASP occasions, including sessions of the Central Council, Central Committee, or other institutional gatherings. Any disrespectful behavior shall be subject to penalties decided by the Central Committee.
2. Respect for Partnered Alliances or Organizations: All members and observers must engage respectfully with ASP partnered alliances or organizations. Any disrespectful behavior towards these entities shall be subject to punitive measures discussed by the Central Committee.

Article 2: Non-Interference and Cooperative Behavior

Article 3: Diplomatic Engagement and Dispute Resolution

1. Diplomatic Engagement: Members and observers must engage in diplomatic discussions and negotiations respectfully, seeking peaceful solutions and fostering understanding rather than escalating tensions.
2. Dispute Resolution: Disputes or disagreements between member nations and observers should be addressed through diplomatic channels and within the framework of the ASP Central Council or Central Committee. Escalation or hostile actions shall be discouraged and may result in punitive measures.

Article 4: Compliance and Adherence

1. Adherence to ASP Values: Members and observers are expected to uphold and comply with the values, principles, and standards set forth in the ASP Charter, Human Rights Standard, and Golden Amendment.
2. Central Committee Oversight: The Central Committee will review any violations of the Code of Conduct and impose penalties based on the severity of the offense.

Article 5: Secondary Involvement Responsibility

1. Secondary Involvement Responsibility: In cases where a dispute, sanction, or other punitive actions involve a secondary party, that party involved later bears a higher level of responsibility and may face more severe consequences as determined by the Central Committee.
