[bug] TG cool down triggered by other things

I'm manually recruiting, yuck, using the discord bot dot, (creates friendly URLs like this https://www.nationstates.net/page=compo ... 9533593%25)

and I noticed that the following actions trigger the TG cooldown and are outside of sending a TG

gifting cards
posting on the RMB

now not a big deal as my TG cooldown is low and those actions only seem to lock me out for a few seconds but that doesn't seem to be intended behavior. My gut says anything with a security check will cause a similar response.
