Since the person reserving the Persian Empire CTE'd, would it be possible to reserve Egypt, North Africa, the Levant, and maybe Iraq and Saudi Arabia to form a version of the United Arab Republic? If that's too much, what would be a more reasonable land claim?

Untapped Resource deposits

To say one thing about Peru-Bolivia is that it fumbled the ball on exploiting its vast natural resources, it has one of the largest if not the largest Lithium reserve in the entire world yet it goes untapped. This can mainly go to the constant bickering of the Reformist and Hardliner wings of the Council which leads to nothing being done to help the Republic’s desperate financial situation as it piles on more and more debt, yet as the council grows ever disunited it seems that the Lithium may never be touched.


Financial mismanagement

The amount of mismanagement in the economy is enormous, and it all leads down to the 40’s-50’s The Industrial Leap, which the Council unanimously voted to increase the industrial capacity of the Republic, yet there were no funds to fully complete the project and such the council went into serious debt to finish to leap, yet it failed anyway with dozens of factories laying rotting across the nation. The council did not try to rectify its mistake and instead continued to dig the nation deeper and deeper into debt as it could barely pay off its bills, now the nation has seen some economic recovery yet the immense scars of 3 decades of economic turmoil has forever made its way into the Peruvian and Bolivian conscious


The Council’s Tug of War

The Worker’s Federal Council has been a very disunited body for almost 2 decades, divided between two wings, the Hardliners and the Reformists, the Hardliners seek to maintain the course set by the 1938 revolution and if nessecary crack down on the entire state apparatus while the reformers seek to reform the government into a more unified one and into what they deem ‘Communism with a Human Face’, but some more radical reformists call in secret the abolishment of the Federal Socialist Republic and a return to true democracy, a social democracy. The infighting has plagued the effectiveness of the Worker’s Federal Council with the two wings being in a constant tug of war to garner influence, sometimes the hardliners win, and sometimes the Reformists win, and with the populace being exposed to [Western Block]s cultural influence which the state has heavily curbed and censored lead the nation to a potential Liberal future.

The Land forces often take up the brunt of military funding due to its ever lasting rivalry with the navy and the airforce is constantly neglected with its equipment slowly being outpaced by the rest of the world, corruption within the armed forces is also highly prevalent with multiple upper brass members taking bribes constantly.


History:

A New World

Not much is known about the Pre-Columbian peoples of South America except for a certain few, such as the Inca who grew to be one of the largest empires in the new world and they prospered, sustainable farming, increasing wealth and the beauty of the mighty Andes mountain range made it all for the Inca, yet this would not last, in 1497 Columbus discovered the America’s and later in Mesoamerica they would conquer and so in the 1530’s the mighty Inca would fall and be replaced by the colony of Perú, droves upon droves of settlers came to the land and soon majority of Inca landmarks were destroyed or repurposed with majority of the Inca population dying due to Old World diseases brought by the Spaniards, the survivors who were not killed or died due to disease were turned into slaves, sent to work and die under the earth for the lucrative silver trade.

Still, the native peoples of Peru-Bolivia survived, even with the destroyed population and removal of their independence they persisted and some were even fancied by the settlers, becoming the Mestizo, the Silver trade was enormous and soon it made its way to Spain, causing a massive inflation crisis that would rock the empire, as Perú developed so did its people, becoming in their own right slightly distinct from mainland Spaniards, Perú was overall stable except for a native rebellion which were all crushed by the Spanish army.

Seeds of Independence

As the centuries progressed, intellectuals began their growth in the colony of Perú, seeing their own thoughts on the world, some of these ideas were wondering why did they even have to be ruled by a nation half way across the world that they would never see in their lives? Still the hard grip the Spanish had on Perú was rock hard and colonial rule persisted, until Spain destabilized, soon people began to wonder what the intellectuals were wondering as well, why did they have to be ruled by a nation halfway across the world?

And so, the Seeds of Independence were planted, and the people continued their growth as a similar yet distinct group from the mainland Spaniards. As Spain continued its destabilization certain people began to resist the Spanish and form their own groups, although they were mostly small and unorganized, it would need to be a hard hit for Spain for it to loose its control of Perú.

Two Twin Nations

Soon that hard hit came, Spain was involved in a war which it decisively lost and now the colonies were now wayward, Spanish rule was seriously hindered and the government tried its best to control the situation but it failed to do so, the independence groups had grown larger and more influential and now the near entirety of Perú was in open revolt, and after such a decisive defeat in the last war the Spanish military was in no state to fight them off, along with its military decline in recent decades, the groups were led by a few important men such as Simon Bolivar which a certain few would turn his name into their nation’s name. Most cities were completely lost and the Spanish were on the backward heel and soon but surely in 1821 the Republics of Peru and Bolivia were declared and Spain lost almost all its possessions in South America.

For the first few years the Republics were sorta stable, but still after such a brutal caste system most states found it hard to remain truly stable, some collapsed into civil war, others went into civil decay, and others tried to forge alliances to make sure they would stand after the first few steps, it just so happened Perú and Bolivia, nations so similar would soon integrate into one state, the Peru-Bolivian Confederation. Still, even after the formation of the Confederation the nation had lots to learn to stay stable, and it dodged many bullets with its neighbours and soon the foundations had been laid and the Confederation was stable enough to survive, but might just thrive.

A Not So Faithful Democracy

For the first half century of its existence from 1831-1881 the Confederation by foreigners was a somewhat stable Democracy, better than some of its neighbours in the least. So, how did Peru-Bolivian democracy decline? Well, it’s sorta complicated, in the 1885 elections a largely unpopular candidate had somehow got into officer, his name was Peron Fererá and it is largely believed that he had somehow rigged the elections into his favour but it’s not largely known how he did it in the first place, but now the Confederation took a dark turn, Fererá was extremely corrupt and gave key positions to his lackeys and antagonized other South American powers, he was extremely lucky that he didn’t get the nation into a full scale war. Now, after Fererá’s first term ended he lost the re-election which he tried to rectify, trying to get his lackey’s in key positions to overthrow the government and install him as president for life, this did not work.

And so, to save their own skins from prosecution they brought Fererá’s scandals to the courts, omitting any information that made them look guilty, and by January of 1890 he was arrested for his crimes, tried in a kangaroo court he was sentenced to 50 years for treason against Democracy, he only served 7 as he died in 1897 due to a stroke.

The Swan Song of Peru-Bolivian Democracy

After the downfall of Fererá, Democracy in the Confederation was on its death bed, after multiple more scandals in governments in the 1900’s and 1910’s General Hernandez Miranda plotted, and he plotted for many years, slowly but surely lying, cheating and manipulating his way to have the President by the strings, soon more authoritarian policies were enacted which caused civil unrest in the populace, and it was all part of Miranda’s plan, soon in 1919 an act was passed through the senate which saw the President at the time to be given extremely totalitarian powers causing massive riots in Tacna, Lima, and La Paz, and so Miranda swooped in to “save” Democracy using his military influence to take over the state in its entirety, putting the senate on permanent recess and having the President tossed in jail for his “Treason” to the Nation.

Soon, Miranda tightened his grip on the Confederation claiming “Anti-Democracy scoundrels were destroying the state” and so he did a massive purge of all suspected and known political opponents, soon he claimed that they had made their way into the government and granted himself Emergency Powers, only furthering his control over the Confederation, Miranda wasn’t all bad however he did put massive industrialization and modernization into play, increasing economic growth in the nation, and through the 1920’s the nation grew increasingly wealthy.

That was, until, the economy entered a recession in 1935 and the economy came crumbling to the ground, Miranda tried his best to fix it but soon he had lost popular support in the populace and even among his allies, multiple far left groups were formed, undoubtedly supported by foreign socialist powers to get an in to the Confederation.

Revolution

Eventually Miranda’s house of cards fell and the various far left militias organized into one and organized the so called ‘March on Tacna’ where loyal elements clashed with police and military forces in the streets, Miranda gave the order to fire on the people but the officers and soldiers couldn’t bring themselves to it and later joined the revolutionaries, betraying their commanders in the process. Soon they stormed the Presidential Manor but Miranda had long fled with any remaining loyalist and went to the hills, and so on July 9th 1938 the Confederation was disbanded and replaced by the Federal Socialist Republic of Peru-Bolivia.

Miranda continued his fight for over a year but in late 1939 he was captured and killed by the Red army, any counter-revolutionary elements were crushed and the Senate was officially disbanded by 1940, replaced by the Worker’s Federal Council made up of the leaders of the various far left militias, as the Second World War came Peru-Bolivia stayed Neutral, continuing the centralization of the state and continuing collectivization policies.

The Fumbling of the Ball

By the late 40’s new leaders had came to the Council, and had decisively aligned themselves with the USR, confident they started further industrialization programmes but they pretty much all failed, causing the council to split, and when rich resource deposits were found the Council did little to exploit it, causing the economy to slowly rise but at least not stagnate like some worried

As the 50’s dawned there was a population boom, bringing new revolutionary minds to the table, but it did not stop the council from fumbling it all, there were a few competent councillors but their good ideas were nearly all shot down by others, the armed forces stagnated and soon relied on foreign equipment instead of manufacturing their own instead, but some still remained hopeful that the are Revolution could thrive in Peru-Bolivia.

The Era of Stagnation

The 60’s-Present have been largely stagnate, the economy has barely grown, the armed forces had grown corrupt and lazy, and the average person has grown disillusioned with the government due to its inefficiency, people have found interesting ways to keep themselves afloat as the nation’s leader fumble the ball and a new cultural era was born, making its way to other nations, soon the council was split between the hardliners and Reformists, the populace was split as well and now everyone tried to envision a world where everything went right, but alas it did not exist and it was extremely unlikely it would.

In the modern day, as the USR declines, so does Peru-Bolivia, soon may see the Rose blossom and democracy restored, others see the hardliners coming out on top and returning the nation to glory, other see other endings, but some see a very bleak future, one of total collpase, where people kill their own for they beliefs, tragic, but even with the gloom of the day, some see a good future, even though the dark clouds cover it.

Umm, without a strong US, how would there be a Morgenthau Plan or even an Allied Victory in the first place?

I mean, I make no assumption in my writing that the US isn't the dominant Allied power nor that they're not a strong power - just not strong enough to reach the 'superpower' threshold - rather, merely that the interests of the south triumph over the ideals of the abolitionist movement in an alt-Civil War, which (in my humble opinion), would have led to a weaker overall standing of the US ITTL politically and economically, as Southern interests of the time were decidedly agrarian/traditionalist, almost reactionary: historically speaking, states that embrace these particular political principles are not very successful nor influential states.

Historical scruples aside, a meta-weakening of the US would be needed in order for my particular concept to succeed; there can only be one democratic superpower, after all, and I have negative-zero interest in playing as the USA, since the concept is overdone ad infinitum.

It's just that I've been finally won over to Benuty's nation idea but that needs a US close to IRL for it to work.

National Issues:
1. Lack of Industrialisation. Iran had only began its industrialisation in 1950, far, far later than its counterparts. It needs to quickly make progress; or else, lag behind. The economy is, however, rapidly expanding.
2. Internal instability. Democracy is questionable, civil rights are questionable, and many separatist movements have formed. This isn’t even counting the radical Islamist movements, or communist insurgents in some parts of the Eastern Empire.
3. The Emperor’s age. This may not seem like too much of an issue, but his eldest son is very ill, and his younger son is incredibly short-tempered. This, along with the fact that he has so far been the one uniting force, and the most popular public figure (with even many republicans wanting him to remain as head of state), leaves the Empire on a cliff edge.
4. The Balance of Power. Iran’s military is rather small. Well trained, but far too small. This has led to it having an eclectic combination of Capitalist and Communist military bases in it, for neither is willing to see Iran fall to the other, but when this Cold War ends; then what? The Iranian Nuclear Program is nearing completion, however…

Land Force:

The Imperial Iranian Army is a small force, at only about 300000; for the nation’s size, but a well equipped and organised one. Using top of the line equipment from abroad, as well as newly advanced domestic arms, it remains a force to be reckoned with. However, recently, it has been suffering more and more devastating attacks from both far right and far left guerillas, with both the USA and USR denying responsibility.

Naval Force:

Unlike the Army, the Navy, from the Emperor’s interest in Naval and Aerial warfare, is incredibly large (comparatively), and very well equipped. With 6 aircraft carriers, of which 3 are newer super carriers, modified from several older carriers, originally bought “to be scrapped”, a sizeable cruiser and destroyer unit, a new large fleet of submarines, modified from designs requisitioned from the Americans in return for new favourable oil deals, as well as the IIS Mohammed, and the IIS Artemiz, Prophet class Battleships, built in the 1960s.

Air Force:

Once more, the air force is highly advanced, utilising top of the line American aircraft. Now, they are built by license in Iran. A large air fleet, another one of the Emperor’s passions, has allowed Iran to remain a capable power projector. But…the violent tone of his son has already begun to put off foreign weapons’ sales.

In recent years, Iran has executed a successful nuclear program, with assistance from both sides, the communists and capitalists, for the sake of preventing the other from gaining an ally.
