Your WA delegate has full access to all regional controls; you can go into your region settings and strip everything except WA from the delegate position; then even if raiders take that spot, they can't do anything with it.

As long as you have a founder, raids are more of just a small nuisance then a major threat. As you said, you were fully capable of banjecting the raiders.
If you really want to you can remove executive authority from the World Assembly Delegate position.
