As always an excellent draft Westinor. However, on a first read through this caught my eye:

This may fall foul of R2(a) specifically the clause about forums. Might pay to send a Mod flare up or rewrite in such a way that it steers well clear of even thinking about disobeying that bit of legality.

Didn't see any responses to this, so: IRC is a discord server, not a forum, so I imagine the word choice of "forums" is an aesthetic/stylistic choice. So it doesn't refer to the electronic entity of the forums. It does refer to an electronic entity, but the clause itself, as I read it, seems to be referring not to a specific piece of infrastructure but rather an abstract diplomatic institution (indeed, IRC is established by a treaty), akin to referencing communicating through embassies when meaning forum or discord embassy threads/channels. At least, in my opinion. I am not as experienced with the WA or its rules, so my explanation may not actually allay your mentioned concerns. If that is the case, then I would suggest:

It's probably grammatically right, but for some reason the sentence seemed off and I think that that just may be why.

My understanding, which may be flawed, is that any reference to an electronic entity such as forums or Discord is an R2(a) illegality. I have seen proposals dinged for mentioning Discord directly.

I don't think your understanding is flawed BBD, that's my understanding of the rules as well. You can't mention Discord because there's no possible equivalence to it from an IC standpoint.
