DEADLINE
The deadline for all entries and alteration of entries will be 12th March 2023 (23:59 UTC).
INSTRUCTIONS
Please pay attention and read through the following information very carefully. If there is a problem with your sign-up, it may not be entered and you will need to resubmit your entries.
Copy the event list below. Under each event, write the names of the athletes participating in each event. The number inside the bracket indicates the maximum number of entries a delegation may send to an event.
Please DO NOT COPY AND PASTE AN OLD SIGNUP unless it comes from the 16th Winter Olympics. Copying and pasting an old signup in all other circumstances will render your signup to be invalid.
SKILL MODIFIERS
A skill modifier is used to determine how well an athlete or a team performs in an event. It is a whole number from 0 to 100: 0 for the athletes just making the qualification standard (i.e. still decent compared to the 'average' person) and 100 for the world's best. A team entry gets a single skill modifier for the entire team, while an athlete participating in multiple events has a separate modifier for each event. Automatic entries do not contribute to the entry average. The average of a delegation's entries must be 50 or under. Both the average of the medal event entries and the average of the demonstration event entries must also be 50 or under.
Submitting unrealistic delegations of extremely high and low values with no spread, or 'min-maxing' will adversely affect how well your delegation does. This is done through the min-max avoidance bonus (MMAB), which is based on the standard deviation of a delegation's skill modifiers and the size of the delegation. The MMAB will comprise 20% percent of the total RP bonus and scales proportionally to how far over the target standard deviation the delegation is. You can keep track of the projected MMAB on the sign-up spreadsheet.
MMAB will apply, with demonstration signups also included in the calculations, as follows:
1–10 entries: Full MMAB for any STDEV
11–30 entries: Full MMAB for STDEV of 33.0 or less
31–99 entries: Full MMAB for STDEV of 30.0 or less
100–150 entries: Full MMAB for STDEV of 27.0 or less
151+ entries: Full MMAB for STDEV of 24.0 or less
A 33% RP bonus penalty will apply to delegations with a standard deviation more than three points above the limit, or for any delegation with 11+ entries with a standard deviation over 33.
SAMPLE ENTRY
The individual or team names on each line should be followed by your nation or delegation’s three-letter code and a skill modifier, each separated by a semicolon, as shown in the example entry below. If you don't have any athletes participating in a particular event, please remove it from your sign-up sheet.
Do not 'tag' or add a post and say that you are going to edit in your entry later as it will be ignored.
ENTRY LIMITS
The maximum entry limit will be 361 for main nations and unified delegations (enough to enter the maximum number of entries in each event). The maximum entry limit will be 120 for puppets.
Additionally, per the NSS Forum Regulation on Puppets, Puppet nations must be declared. There is a maximum of one puppet per user.
[spoiler=No Longer Applicable]QUALIFICATION SYSTEM
Following the closing of signups, all entered entries will be split into pre-Olympic qualifiers, to be branded under a single Qualifiers for the 17th Winter Olympics banner. Only the defending champions in each event (if entered), the reigning world champions in ice hockey (applies to both genders), and one host entry per event, will receive automatic qualification to the Games proper.
Any user with a hosting background on NSS would be welcome to apply to host a qualifying series in any sport (although the final decision on which nations will host qualifying events will be taken by the cohosts). This series will last no more than a week.
Should all the athletes from a delegation fail to qualify by merit in an event, the top-ranked athlete (by performance, not by skill rating) will be advanced to the Games proper. This provision will not apply to Quebec & Shingoryeo or New Gelderland, as the cohosting nations will have an automatic entry in each event regardless. This provision will also not apply to team events (mixed team events, relays, curling, and ice hockey).
In all non-team events with qualifiers, entering only 1 entry in an event guarantees that that entry will compete at the Olympics, either by qualifying on merit or by the advancement provision.
To apply to host a qualifying series, you MUST have hosted a recognised international tournament in NS Sport. There is NO LIMIT to the number of sports you may apply to host a qualifying event in. Applications should be made PUBLICLY with your signup post, with the following information:
Please fill out this information for every single sport you wish to hold an event for separately (although you only need to provide your prior experience once). Please note, if you apply for a sport and are selected, you must hold qualifiers in every event in that sport.
You must be able to use xkoranate 0.3.3 to apply. Scorination files will be provided.

- If only the maximum number is shown—e.g., “(2)”—it is an individual event, and you must give the name of each participating individual on a separate line. (You may enter fewer than the maximum number.)
- If a team event has a specific team size indicated—e.g., “(1 team of 4)”—you must give the name of each team member on a single line, separated by slashes.
- If a team event just says “(1 team)”, use the name of your nation or delegation, rather than the names of any team members. You may post your team rosters for these events in the roster thread, which will be created near the start of the Games.
- No signups are being taken for men's biathlon pursuit, women's biathlon pursuit, luge team relay, figure skating team event, freestyle skiing mixed team aerials event. These are automatic-qualification events depending on performances in either other qualifiers, or other individual finals. To qualify as a team, individual entries from unified or combined delegations must have the same trigramme.

CORRECTIONS AND WITHDRAWALS
If you need to edit your entries after they have already been accepted, you must indicate the changes you wish to make in a new post, rather than editing your existing signup post. Due to our workflow, we will not be accepting edits that is deemed to be excessive. This includes editing, in our opinion, too many names or skill modifiers of pre-existing entries. Adding new entries is fine. Please get your entries right the first time -- you are given many weeks to sign up for the Olympics.
Corrections may be submitted up until the signup deadline; corrections submitted after the deadline may be accepted or rejected at the hosts' discretion.
For the purposes of the "Rules regarding withdrawing a nation from an NS Sport RP", a nation is considered to be participating when the entry is accepted. If a nation wishes to withdraw, its roleplay bonus will be set to zero without any other intervention. The same procedure is used should a nation cease to exist during the Olympics. In other words, once your nation has been accepted, you can not withdraw.
