In the USSR, there may have been zoning, but it was not related to the real estate market and housing prices, since all housing was state-owned: the user had no right to sell it, but could only exchange it for an equivalent one.

The problems was inherited from the pre - revolutionary era: 70% of the population lives in wooden peasant huts and workers' barracks, without sewerage and running water. The United States, in general, doesn't have very good zoning. There are some aspects of zoing that is worth keeping, namely the keeping oil refineries and steel mills away from people's houses bit of zoning.

However, in many, if not most cases, zoning is used to encourage car dependency by forcing all homes in a given zone to be single-family homes with absolutely no prospect for things like cafes, corner shops, pubs, or pharmacies because "it's not in the zoning plan," as well as forcing developers to either build high-rises or low-rises with no possibility of building mid-rises that aren't quite as dominating as the high-rise but not as sprawly as the low-rise.
