[QUESTION] What does Secretariat mean on Nationstates?

In this nation, I see that they have something next to their WA member box that says "Secretariat"
Is this like somebody who is a delegate or was a delegate? What does this mean on Nationstates? I assume it is something to do with World Assembly matters, but I don't know.

A General-Secretariat (Gen-Sec) is a staff member that reviews GA proposals, and determines if they're legal. Using a voting mechanism, if a proposal is found illegal by Gen-Sec, it will not go to vote even if it achieves quorum, and will be discarded at the end of the voting period instead.

The Secretariat are a body which determines the legality of General Assembly proposals. They rule on the legality of individual proposals.
