count as ban evasion on the part of its creator?

I ask because I distinctly remember what I interpreted to be y'all banning this person from the website; the above nation and the one DEATed in the linked thread are clearly run by the same person - they both occupy the same single-inhabitant region and have assigned the same name ("Kali") to their leaders.

Without commenting on whether those nations are run by the same person, what you linked to wasn't a ban from the website (which we'd call a "Delete-On-Sight"), but rather a DEAT which means that the nation is deleted, but the player may create or hold other nations.

With regards to postings on the forum, the nation you linked began posting (again) on January 17, which is when the 2 weeks forum ban that was issued expired.
