Road Project Grant Needed

Hello, I am Akna Amaruqnik, the Minister of Transport for Nunaqujjuk.
Ever since the Qaulluqtuq Winter Road opened in 1997, people have used the road in summer, so in 2001 we made it an all weather road, today, the dirt track which runs for 505 miles, becomes a river mud from July to Late November, lots of vehicles would become stuck, with no help for days.


We have decided to pave the road, our budget is around 631,250,000 USD, the road will be a simple 2 lane road.
Due to the harsh conditions in winter, work will only take place from April to Early November

We plan to complete the road within 5 years.

An official statement from the Honourable Kaia Imogen Phillips AM, International Development Minister of the Self-Administrative City of Tinhampton:

The Tinhamptonian Government strongly believes that commuters everywhere, including in northern Nunaqujjuk province, deserve to get to their destination using high-quality roads, among other forms and means of transportation.

Recently, the Nunaq Transport Minister announced that the entirety of the Qaulluqtuq Winter Road - a key road connecting northern regions to the rest of the province - would be paved.

The Minister announced that "our budget is around 631,250,000 USD" for the paving project, which is scheduled to take place over five years.

Before the Tinhamptonian Government can lend logistical support to the Qaulluqtuq Winter Road, henceforth the "Road," we ask the Nunaq government to answer the following questions about the project.

1. Is the road number of the Road "77K-001," which ends in the regional capital of Qaulluqtuq and apparently takes the form of a bridge for most of its span?
   
   
2. Is $631.25m the budget that the Nunaq government has allocated for the paving of the Road, or merely the amount they seek to raise?
   
   
3. If so, given that Nunaqujjuk's GDP is supposedly $193bn and some of this amount is likely extracted by the government through taxation, why can Nunaqujjuk not adequately fund the Road's paving by itself?
   
   
4. Why does the Nunaq government plan on paving the Road, which will likely cause massive disruption for those intending to use it over the next five years, rather than constructing a new road on greenfield land?
   
   
5. Will there be a fair, competitive tender process, or does the Nunaq government intend to seek the support of the first prospective funder to emerge?
   
   
6. Has the Government of the Kingdom of Ostland authorised or otherwise consented to the proposed Road improvements?

To be clear, the Tinhamptonian Government does not directly involve itself in construction projects, beyond supplying development assistance to the most needy nations.

It is, however, well within its rights to advise Tinhamptonian companies not to bid for the right to lead work on projects where tender is not fair, foreign aid is not truly necessary, and going ahead with construction is an ill thought-out prospect.

yes, the bridge you refer to however is actually the road on frozen ice in winter (I have not mapped all roads yet it takes a long time using OpenStreetMap tools), Another dirt track does exist, but not mapped yet)

It is the amount we seek to raise, the budget of $631.25 is an estimate of $1.25 million per mile, therefore more or less may be needed.

If so, given that Nunaqujjuk's GDP is supposedly $193bn and some of this amount is likely extracted by the government through taxation, why can Nunaqujjuk not adequately fund the Road's paving by itself?
While we could, since the GDP is quite small, it is easier to rely on outside help.

Why does the Nunaq government plan on paving the Road, which will likely cause massive disruption for those intending to use it over the next five years, rather than constructing a new road on greenfield land?
The plan is to close one lane of the road at a time, pave it, open it, then close the other lane, pave it, and then open it, and do this for 0.5 mile stretches, diversions will be made if necessary.

Will there be a fair, competitive tender process, or does the Nunaq government intend to seek the support of the first prospective funder to emerge?
A fair competitive tender progress.

Has the Government of the Kingdom of Ostland authorised or otherwise consented to the proposed Road improvements?
Yes, the Kingdom of Ostland allows Nunaqujjuk to manage its own roads.

As is widely known, the Independent Republic of Boldonia takes great interest in highway development. However right now most of our freeway projects have been completed, but we still keep getting funding that needs to be spent. As such we would like to fund, not just the project requested by the Nunaqujjuk Minister of Transportation, but rather their entire highway network.

We wish to provide the Nunaqujjuk Department of Transportation with a flat fund of 50 Million USD to use in the expansion of their highway network.
