At Camp Five, the Public Information Officer checked over the “reporter”’s credential and had them confirmed with the appropriate foreign directorship office, and while the man cooled his heels, big band music was playing jauntily in the office. The officers and NCOs declared by humming, shoe shuffling, dancing and singing, that Memories Were Made of Summer, youthful romance.

The Public Information Officer then received the confirmation of the credentials. The “reporter” had to confirm by signing paperwork that he would only use emploupyees approved by Second Brigade Headquarters Vompsny, that he would not initiate any commerce with the refugees, and that he would follow camp curfew and security rules.




Meanwhile, high level and secret conversations began between the two allied nations. The Sombreland Director of Military Affairs, Grand Admiral Lio Teroth, initiated the conversation at the highest, secret levels to discuss a plan for forming a special, secret group of Wenchuanese infiltrators, or foreign infiltrators who were of Wenchuanese origins or who looked Wenchuanese, in order to infiltrate southern Wenchuan and begin gathering human intelligence. The ultimate goal was to undermine governments and create circumstances more friendly to Sombreland. Different push factors were identified as: financial, revenge, love, and patriotic. That is to say: some Wenchuanese had been identified who wanted revenge against warlords, others whose greed outweighed their ethnic affiliations, those who were so desperately concerned for loved ones that that took all priority, and those who really wanted a Wenchuanese homeland and would do anything to achieve it.

Already, a spy ring had been set up within the camps themselves through the good offices of the Sombreland Directorship of Laws and the Neo-Korean government. It might be possible to expand on this to make creation of the new organization easier, but this might only be done after the possibility was examined carefully.

An officer had been chosen to head the Sombreland part of the operation: Sub-Director Major-General Alag de Kreson. De Kreson was from a good family, a cadet branch of the De Cressa Dynasty. He had a jolly manner, a finely made grand head suitable for a classical bust, and a fine record in military intelligence. He had been coordinating the work of the Directorship of Laws' spy ring in the camps so that the military personnel who formed the security details could be better informed about criminal activities and risks to the state. Some 3200 persons had been arrested, largely for criminal activity, but, in some cases, for anti-state activity.

If General de Kreson had flaws, they were considered controllable. He sometimes drank too much, but this tended to happen off duty, and he frequented military establishments for that purpose. He had a tendency towards nepotism, but he curbed this by only offering nice positions that were administrative, not operational.


The WWFS would spend their time idly chatting away with both the officials and themseles, they would ask many questions about all the rules of the camp and how well they were being treated.

The "Reporter" would sign his name before asking the location of campshe would be allowed to visit.

At the Agency ...

"Yes Sir."

The "Reporter" would recieve an encrypted message on his phone, it would read after he decrypted it "Plan 'Blue Jungle' is a go once in the lair." Before deleting without a trace after 10 seconds.

The Atomic Postman flew across the wast interregional ocean. The electric engines were almost entirely silent, but the propellers made plenty of noise. Sigurd, the second pilot of the third shift, kept a relaxed eye on the instruments while the first pilot talked to the navigator. They were headed for Sombreland this time. Flying this far was nothing new to them - this plane was built specifically for long range, interregional, high-priority transport.

"We should be there within two days then." said the navigator. "At least unless the weather become horrible." "Sombreland is not so keen of foreigners, after what I have heard." said Sigurd. "I guess there will be no shore leave?" "Certainly not." replied the first pilot. "This is not a postal run. There will be no cargo on the way home. So we do not even have to land there; we will just drop the cargo in parachutes." "Really?" asked Sigurd. "What do we carry then, if it is not mail?" "Information brochures." they heard the captain say, as he entered the cockpit. "For potential immigrants." "Those 150,000 we voted about taking in? This plane won´t be enough to transport all of them!"


Everyone laughed, as the Atomic Postman would certainly not be enough to transport the migrants. That would rather be made by Ejoland´s two giant nuclear-powered ekranoplans, basically low-flying ocean liners. Although Ejoland was powered by renewable engery sources, nuclear power was seen as an unfortunate necessity for interregional travel.




"Don´t tell me that we support that backwards, reactionary, caste-based monarchy!" Robert Martinsson, the chairman of the Radical Communist Movement had risen from the chair. "We should support revolution in Sombreland! Fund agitators and arm the people there!"

"For once, I partly find myself in agreement with my ultra-radical counterpart." Bodil Lailasson, the chairwoman of the Social Democratic Party sat calmly with her hands on the armrests. "As much as I care for the refugees, taking them in here would deprive Sombreland of the opportunity for positive change. The necessity to integrate the Wenchuanese may push Sombreland toward liberal reform, which would be a good thing."

"Liberal reform?!? All the exploited peoples around the world have to rise up in rebellion, and revolutionarily take control of their own destiny!" shouted Robert Martinsson.

Eliana Stenberg, Ejoland´s Minister of Foreign Affairs, sat with her head rested on one hand, and her elbows at her office desk. These were the talking points she had expected, from the two biggest opposition parties.

"Look," she said, "if we interfere in their internal affairs, and actually succeed, what next? Even if we had only altruistic intentions, would it not be tempting to also further our own strategic interests a little on the way? And once we have started, would it not be tempting to go a little further? Once you have gone down that path, it is very hard to turn around, and we could end up being exploiters and tyrrants ourselves. Beside, we stand very firmly for our own right to self-determination, which is another reason why we stand for national self-determination as a principle. As unpleasant as the system is in Sombreland, imperialist powers such as Nifon are still a larger threat. In this case, we should just take a purely humanitarian stance. When we do that, we build up not just our own reputation, but also the reputation of socialism."

"That principle allow tinpot dictators to terrorize their peoples with impunity..." said Bodil Lailasson, before she was interrupted by Robert Martinsson: "Principles be damned, it is our duty to win! For the proletariat around the world!"

"I have noted your objections." The minister demonstratively picked up a notearc and moved it to a drawer in her desk. The two opposition leaders, usually each other´s polar opposites within the confinds of Ejolandic mainstream politics, got up from their chairs and walked towards the door.

"You will hear from my party in the Subparliamentary Committee of Foreign Affairs." "From mine too!"

Camp Five

It was raining hard. Wind buffeted the big canvas tents and the shelters built from wood and plastic frames. The ground was slick, and stepping away from the corduroy roads or the graveled areas met with slick deep mud. When new arrivals had gotten past the checkpoints and the double layer of barbed wire fencing, tires slipped and slid. Drivers spun rear wheels and shot to one side and then the other to advance, sending sprays of muddy water all around. They were shown around by a public information officer, and escorted by soldiers whose rain ponchos flapped like cloaks with the wind and rain.

People were hurrying to save vegetable gardens and make sure that shelters for vital equipment and goods were adequately sheltered, tying down canvas or plastic sheets, putting up wind breaks. In spite of the displacement, the privations and struggles, children were playing in the rain, jumping and splashing in puddles, shrieking with laughter. Older children were a bit more serious but were, for now, minding the little ones and acting as referees for their play in some cases, in others, helping adults with tasks fit for weaker frames. In the rain, it was possible for newcomers to slip around a bit easier.

Cho Jing, for her part, was beyond the politics, pressure, and international forces which concerned her less than the day to day. Her days were taken up with cleaning the sick, feeding the disabled, scouring communal facilities, and organizing grain and milk distribution. The camp had shrunk, but there were dreadful rumours about what had happened to those who had gone: to a Neo-Korean slave fleet, the fates of the others unknown. The refugees sent to Neo-Korea had not sent word, and some of the people who had gotten sick were the elderly family members sick with worry, and with shame and guilt that they had persuaded young and middle aged men to go. Now, they might be as good as lost.

In the wake of the departure of tens of thousands of young men and middle aged men, families, in their thousands, were left vulnerable to sleazy hustlers. These preyed upon them for services, for goods, and for the distributed food and medicine, now dwindling again, though people were assured that their intake of food, medicine and essentials such as oil and salt were also being rationed among the regular subjects.

Cho Jing believed that there were good people in Sombreland, but she feared that they were so bound by tradition that their laws and customs bound them like wrapping a cloth around a sieve; the goodness could not reach them because they feared that it would make everything bad if they let go of their customs. She and other camp leaders had written a letter to the Princess-Regent, but she was not so innocent that she thought there would not be barriers to the Princess-Regent to prevent her seeing it. What did the Princess-Regent's compassion, which she still believed in, matter if her officials prevented her from seeing it? She was too much the socialist to believe that the Princess-Regent was anything but a human person, bound as much by rules, appetites and customs as any humble person.

Yet she dared to dream. She prayed at the direction of the monk who visited the camp; she tried to help organize people so that all distribution of goods was very public, and she kept the dark sense at bay that this was all a smokescreen, and that the Thonists would prevail and that a yawning chasm of doom awaited them all.

"Mrs? Why are you crying?" asked Po Jen, one of the sick children, lying in a bed, breathing heavily after being moved so that she could change the sheets. Cho Jijng realized her eyes were blind with tears.

"I am just crying because I'm very tired, and I miss some of my family, who went away and I do not know if I will see them again." Cho Jing did not believe in lying to children, but she did that some things should be kept simple.

"I am afraid, Mrs. I do not think good things are going to come anymore.." said the weak child, tears filling her own eyes.

Cho Jing made herself smile, which was not hard to do. She loved children. And she said, "The Lord Buddha teaches us that a little candle can light many candles. We must be brave, and true to our purpose to spread divine compassion, so that it lights all the lives we touch. Would you like me to light a candle for you?"

The sick child coughed and nodded. "And for everyone here."

"For everyone here," promised Cho Jing.

The rain continued to heavily fall, and their conversation was lost to everyone outside.

Hello once again, we would like to procure 50,000 refugees to be relocated into Welephilostopia, they will be shipped out in lots of 5,000 every fortnight. We are willing to pay for transportation costs. As well as that we are able to extend our relief aid program to incorporate new items such as sugar and other canned goods, we hope that we can agree on a funding split of 70% payed by Welephilostopia and 30% payed by Sombreland.

We are requesting permission from the Sombrelandian Government to station one of our "Republic" Class SLBM capable Submarines within Sombreland to be apart of International forces there. We also would like to procure 20,000 Wenchuanese Refugees for the purpose of relocating them and training them into a new "Wenchuan Foreign Division". Detachments of this division wil be purely payed for by Welephilostopia and they will remain in Welephilostopia for their training.

We dully await your response.

The Ministry of the Left, Sombreland

After discussion about what to say to the Civia Welephilostopian Minister of Defense and Industry, the response was given to the Chief Clerk to compose.

The Chief Clerk sat on a raised platform overlooking hundreds of scribes, typists, and clerks who were busy manufacturing the documents that fueled the Kingdom's dealings with the outer world, all of which fell under the authority of the Ministry of the Left, from matters upon the open ocean to treaties and foreign affairs to war, or Death, as it was named in Sombreland.

The Chief Clerk was hunched over an enormous desk, scratching with a plume at an unrolled sheet of vellum weighted casually at its four corners with heavy royal seals. His feet did not even begin to reach the floor, he was dressed in a very prim and proper fashion and anyone who looked at him could see that he wasn't merely copying the proclamation, but composing it as well, for the features of his unusual face seemed to be dancing in the rapture of creation, and he hummed a song to match the rhythm of his prose.

A minute later, in his private office, where one wall was of heavy vault doors and the other of glass, he kept glancing through the panes at his underscribes, and he spoke to the personal private secretary to the Minister of the Left and Minister of Death, who was trying to conceal his impatience as he waited for the Chief Clerk to receive the letter, proofread and prepared to be sent, from a scribe. There was no possibility of the letter being sent to or read by someone else. The junior clerks, underscribes and typists were all under constant scrutiny, and even had to meekly raise their hands to go to the bathroom, and could not put anything in their pockets without it being noticed. The open plan of the Chief Clerk's office was truly open, with no privacy to so much as scratch one's nose.

"Of course," the Chief Clerk was saying, "Scribes have always cleared up their masters' punctuation, adding a comma here, a hyphen there. And spell, well, that goes without saying!" He gave a laughing glance at the PPC, who forced a laugh, feeling it was expected of him. The Chief Clerk, some reasons unknown to him, had taken a shine to him and acted like they were special clerks. The PPC felt it would be bad for his job to deny this, so he played along.

"For example," the Chief Clerk went on, "Let's say you're supposed to copy the word tintinnabulation, and its spelled tintinabulation,,, or if heinous is spelled heinus, as sometimes occcurs, what are you supposed to do, leave it?" The Chief Clerk was still smiling, but he was getting flushed.

"That can easily be corrected with a spell check on a computer," began the PPC.

"Oh can it? Can it? The soulless little monstrous computers, they don't understand language! Scribing is an art, not something a soulless machine can do! Let me ask you this, can a machine determine the difference between irony and passionate devotion? How can it? It's like a clockwork parrot!" the Chief Clerk turned to him, eyes glittering above his glasses. "Right?"

"Ye...yes...oh..." with hope in his eyes, the PPC turned to where a junior clerk had arrived with a sheet of vellum.

"Yes...good....good...you see my friend, its when the ancestors infuse into the body of a scribe sufficient quantities of harmonious essence that flows in the boiling passages of the body...very good..." with a flourish, he unlocked a safe and produced from it the seal of the Chief Clerk, and stamped the document.

"My recommendation of the composition to the Princely Minister of the Left, who is also Minister of Death," said the Chief Clerk solemnly.

The PPC had to make sure it was put in the pouch, and a seal stamped with a cord woven through it placed, so that no tampering was possible. They exchanged bows.

Fortunately, they could not truly socialize; they were of different castes and could only be pleasant at work. The PPC walked with dignity away after that and went to present the document to the Minister. The Minister was found looking sadly at a pear, which he was trying, with no success, to compose a poem about. He nodded with evident pleasure as the Principal Private Secretary arrived, and observed that "the Chief Clerk has had been fortune and the blessing of harmony and ancestors than I have. But at least now, a response can be sent and we can each go to bed.."

In addition to this, my government would be happy to work with yours to get volunteers, 20,000 Wenchuanese Refugees for the purpose of relocating them and training them into a new "Wenchuan Foreign Division". However, I have two questions concerning this:
1. Will you be willing to accommodate immediate family members by providing them with a place to live and resources to live decently? (You have been forwarded standard of living for the families of active duty solders in the Royal Sombreland Army)
2. Are these forces to be in service to the Royal Sombreland Army or your own forces?

We would like to have one of your submarines posted in our waters. Because of security related to the submarine, we would like to recommend that there are a couple of submarine specialized ports in that general sector of coastline which will be transmitted to you by coded message, and that those bases have areas for leave that might be wiser for your sailors to have time off at rather than being targeted by any foreign intelligence.

On behalf of my government, allow me to extend thanks for your offer of supply support, which is gratefully accepted.

We would also like to state that within the treaty of Galador we expect Sombreland to inform Niffon about this as well as the "Republic" Class Submarines entering into Sombreland without their SLBMs however that does not mean that if Niffon or it's allies were to break the treaty first fresh ones could not be shipped over in quick order. As for the location of their stay we will let your Government decide that.

The images of ministers arguing with each other, the deputy prime minister worried about political repercussions, and the empress who was angry at the ministers fighting with each other were pictured in his head.

The mere thought of it was a terrible sight. He was silent for a moment. The ministers' eyes were on Jeong Dohyung, waiting for the next topic to be presented. Ministers may not understand why Jeong Dohyung is suddenly silent, but they will soon find out why.

In a brief moment, Jeong Dohyung made a decision. He decided to put forward his idea of a solution in advance and insist on it so that he could block the ministers' quarrels in advance. It didn't seem like a democratic solution, but Jeong Dohyung thought he should actively exercise his authority at times like this.

"The next topic concerns the Wenchuanese refugees in Sombreland." It was like a bomb dropped in the middle of the conference room. The topic, which has been mentioned in the media in Joseon for a few days, has finally appeared in the State Council. Ministers tried to talk to each other first as if they were waited for this time. But Jeong Dohyung raised one hand to stop them.

"And I have already concluded on this matter. As the leader of the Joseon government, I can exercise my authority to the fullest extent possible and exercise my right to decide on necessary matters. I intend to do so today."

Jeong Dohyung looked around everyone in the conference room for a moment and then said again.

"We will accept Wenchuanese refugees."

The refugees will spend six months at a socialization camp on the outskirts of Gangneung to assimilate into Joseon society, and will then be deployed to areas they want.

  • We will do our best to persuade public opinion against refugees at home.
  • Refugees who commit crimes are not deported, but are punished according to domestic law.

There were long lines of men, some in their late teens, others in middle years, nearly all in obviously good shape, all Wenchuanese, who were waiting, some stoically, others with a stoic air about them, who were forming at tents and at buildings. Some stood before tables, waiting for civil servants who were making notes and asking questions. Some of these men were in formations doing calisthenics; they were doing jumping jacks, pushups, situps, and having their temperature, heart rate and blood pressure checked. They went into buildings and emerged buttoning up clothing and adjusting themselves.

In one of the big, framed tents, where the headquarters of the Non-Government Organization Wenchuanese Relocation Society, Dr. Yin So was laughing. Cho Jing had to hold back her annoyance, because she had a lot of respect and appreciation for the doctor, but at the same time..

"Doctor, it is really not funny!" she exclaimed.

"But it is! I am just thinking of how we are here, in this place, always on the edge of the knife between hunger, privation and disease, local crime and military brutality, and on the other the faint possibility of building some kind of life in a putrid swamp, and here we are, agonizing about how if we moved to another country, we would have to walk around with no clothes on! You have to admit it's funny!" Dr. Yin So chuckled but settled down.

One of the committee members said, "I appreciate the irony doctor, you are not the only educated person here! But this is very serious. The culture of Oktotheio is very strange, and requires things that most of us would never tolerate in our own communities. I would rather subscribe to all the purifications and rituals of the Sombrelanders.."

"The Sombrelanders are not offering," said Cho Jing simply. She sighed and looked down into her lap at her youngest boy, who, in the way of a one and a half year old, was indifferently playing with buttons on her shirt. "It is funny, but not in a laughing way, not to me. I am already teaching my baby, here, to behave like a civilized person. He is starting to learn that he has to have his clothes on after his bath. And the bath is an old recycled food container. In Oktotheio...there are many beaches, many rivers. So much food that they have luxuries. And everything I've been teaching my children will melt like snow." She looked up gravely at them. "But we will probably find it will get harder here."

"So what are you suggesting, Madam?" demanded another committee member, leaning in intently. "That we just go in and trust everything will be alright? I don't know about the rest of you, but I am not that devoted a Buddhist! I have my feet on the ground and I want to know where they're walking!"

Dr. Yin So said, "We could send a deputation; ask the Okthotheio and Sombreland governments if we could send a selected group of people to see what it would be like to live there. After all, we don't have many choices really; we must grieve those who went to Neo-Korea..." there was a murmuring, and silence for a bit as they sadly contemplated the fates of those who had vanished into the Neo-Korean labour camps or been lost at sea. "Some are signing up for foreign legion type service in Civia Welephilostopia. For the rest of us? It will be Joseon or Oktotheio. No one else has done a thing. And so it's either second class citizens in a place where maybe we can build from there, or nothing on and public obscenity. Awful choices. Better than here."

The oldest committee member, a former government member from Wenchuan, with the curious combination of bitterness, cynicism, compassion, and patience that those who have learned and suffered much and not given up, said, "Let us vote, then. All in favour of sending a deputation to Oktotheio..."

I should advise that some of the Wenchuanese refugees may refuse the terms, as they do not appear to offer full citizenship to the refugees. However, it may be that at the very least the people you accept will find themselves at least somewhat welcome, which, to be frank, they are not in Sombreland.

The Princess-Regent, Alavaine, had given everyone at the Death Council meeting a pear. These pears were from the Royal Gardens at the Palace of the Ouroboros, and, therefore, there was an air of sadness mingled with the joy of receiving them. They were very carefully cultivated, and picked with great consideration by the Royal Gardener himself, and no other. The pears were inspected, admired, commented upon, and then returned to their simply but elegantly decorated paper boxes and put to the side of everyone's place at the table.

Prince Shaladew Kadav, the Minister of the Left and Minister of Death, as usual, requested that his advisor, the Director of Military Affairs, should be granted permission to speak, and then leaned back and closed his eyes. Grand Admiral Teroth spoke, then, of Oktotheio. "Your Majestic Highness," he said, "It is possible to move two divisions of motorized infantry to Oktotheio. However, it would take time to do so, as we only have two amphibious ships..."

"Grand Admiral," the Princess-Regent, Alavaine, said in her soft and intoxicating tone, "I recall that during the Gyzantian Civil War, we did not even have any, but we were able to use...other vessels...freight carrying ships...to dock at a port and disembark our Royal Marine Division by that means. could this not be done in this case?"

The Princess-Regent was certainly not a member of the soldier caste, but her attentiveness and thoughtfulness were not merely noted, but cherished. The Grand Admiral felt a sense of great tenderness and protectiveness as he regarded the young head of state with appropriate courtesy and devotion, regardless of what his heart told him. He felt a sense of great shame he covered with duty. "Yes, Majestic Highness, that is true. If it is your command that it should be done, then it shall be done." He glanced pointedly at his Minister, who at first looked puzzled, then nodded.

"Majestic Highness, my officials recommend that we determine if there is a new threat Oktotheio is facing. Why, in other words, they are asking for more forces. The Grand Admiral has advised me that our forces are currently stretched thin. While we have forces in reserve, we would be sending most of it to Oktotheio, and there would be a need to either call up reserves indefinitely...or raise more forces." said Prince Shaladew Kadav reluctantly.

"Raise more!" exclaimed the old Chancellor, Grand Duke Pofolman.

"That would immediately demand more of a military budget," said the Minister of the Right, trying to conceal his sour tone. "Can we afford such extravagance? Is there a war on I was not aware of?"

The Princess-Regent, Alavaine, said, a trifle sharply for her, "Please do not bicker, gentlemen. And someone please summarize all this for me?"

Prince Shaladew Kadav realized, to his great annoyance, that everyone was looking at him. Looming over him was the specter of switching places with Prince Wilan de Hulfe, who was in the limbo of ICON. So what he said was: "Majestic Highness, Oktotheio is one of the few nations that has a good human rights record offering to take refugees from Wenchuan, and also to sell our artisan castes food at reasonable market prices in exchange for manufactured goods at reduced prices. The price Oktotheio has is protecting them. They are asking for two motorized infantry divisions to do this. But this will stretch our forces thin, so we will have to replace one division. This will either require us to either have a reserve division placed on active duty for the foreseeable future, or to recruit more reserves."

"I see," said the Princess-Regent. "Are those all the concerns?"

"Not all, Majestic Highness..." said Prince Shaldew Kadav, glancing at a note just slid over to him by Grand Admiral Teroth. "There is the matter of how our military personnel will adjust to living in Oktotheio, as well as how long they would be there. The purity, the devotion, the harmony of our military caste is vital to be upheld. But they would be stationed, possibly for years, in a place where the climate is such that people, according to the laws there, simply do not wear clothing and do not hide their personal intimacies. It presents a problem we must address."

Grand Admiral Teroth, given the nod, gestured and a tall, handsome looking Air Force officer stood up. "Majestic Highness, this is Lieutenant-General Segly Pron, who was one of the envoys who went to Oktotheio last year. He can explain the situation very succinctly."

Lieutenant-General Segly Pron bowed, as he had his cap off, and said, rather formally, "Majestic Highness, the people of Oktotheio are very friendly, and very welcoming. I have prepared reports and briefing notes for the diplomatic and military planning. But in sum: our military personnel would be granted dispensations from their government about their clothing. It would be my recommendation that they be subject to two regimes: first, that while on duty, and while on property leased by the Kingdom for military purposes, that all our laws concerning personal comportment should be upheld to the smallest letter of the law. However, for the purpose of interaction with locals, I recommend that if our personnel wish to adapt, that they should be granted a reasonable degree of latitude in which to do so."

"And what if this creates a corruption of harmony in their spirits which is brought back to Sombreland?" said the Minister of the Right.

"Yes, remember, that this whole issue began because of our concern that the Wenchuanese would do so. This could be far worse! And would justify the words of that Roog, Tark!" said the aide to the Minister of Divinity.

The Princess-Regent, Alavaine, put a delicate hand to her swan-like throat, and took a deep breath. Her lady-in-waiting, the Lady-Countess Carnelian, moved forward but was waved away. “Let us not think of Thonists now...I am devoted to my duty as our military caste members are to theirs,” said the Princess-Regent. “I would like a formal plan presented to this Council, Prince Kadav. Grand Admiral, work with the Prince closely on this so that our diplomatic efforts are supported. And General,” she looked at Pron, who looked upon her in wonder concealed beneath his mask of military dutifulness, “Thank you for your report. Grand Admiral, if this officer has performed to your satisfaction, I would like him to take the lead in this matter.”

When she had dismissed them and gone to her private chambers to rest before her next meetings, the Princess-Regent, Alavaine, changed her dress and was assisted with her hair and washing her hands and face by her lady-in-waiting.

“Just imagine, Uwanda,” she said to the Lady-Countess Carnelian, “What a strange place, and what an ordeal our poor soldiers, sailors and airmen will experience!”

“It is duty,” said the Lady-Countess Carnelian, as she was redoing a braid. She loved the soft silky dark hair and had to chide herself to only do what was proper; she wanted so to embrace and cherish.

“Just imagine! No clothes on! Doing…um..private…things where everyone can see!” said the Princess-Regent, Alavaine.

“Just imagine, marrying another lady!” said the Lady-Countess Carnelian.

“Well…it might be a lot easier to deal with…I confess, to my shame, I at times dread my marriage,” sighed the Princess-Regent, Alavaine. “It might be nice to imagine, just snuggling with your best friend, rather than..the nasty stuff.”

“Yes…” began the Lady-Countess Carnelian, staring off into space with a soft sigh.

“But foolish. The Royal Line must continue, and we must all do our duty…or the ancestors will not welcome us..the land will fail…everything lost…too dreadful to contemplate.” said the Princess-Regent, Alavaine, staring into her makeup table mirror. Then she took a deep breath. “I think everyone enjoyed their pears today…or will later…”

Your Majesty,

I am delighted to be writing to you regularly and directly. I hope this correspondence will build a friendship as well as an alliance, but it is a hope that I hope you will not take as a presumption.

Concerning the matter of a second division: my advisors are preparing a report as to that possibility. It can be done, but I must ask why a second division is being requested? Is there an anticipated thread, or is this based on an assessment of your national security needs?

I have also been speaking with advisors who have recommended this policy concerning your government’s laws and mine. They have recommended the following in order to show mutual respect.

First: that, for the duration of our forces’ time in your country, that they must have access to bases, billets, berths, landing areas and storage areas that are designated for their use particularly. While in such areas, it is requested that the Royal Sombreland forces be able to act within the customs and laws of our country. So, for instance, they would be in appropriate uniforms for duty and off duty. However, we propose that they must respect your country’s laws within reason of Sombreland law outside of that. It is believed that this will generate mutual respect to a good degree. According to Lieutenant-General Segly Pron, who visited your country last year and had the honour of being presented to Your Majesty, our military caste members should, as a result, get used to your people, and your people to ours.

Our military personnel will also be instructed that they must be courteous and see themselves as guests in someone else’s home. They must pay for services and only reasonably do commerce. They will be severely punished if they break your laws or ours.

If it is acceptable to you, Grand Mistress Despina Karra will have command for the purposes of your national defense, but I will appoint a commander of Royal Sombreland forces in Oktotheio who will directly report to her and receive her orders. It is my understanding that the units sent will not be integrated within your forces but will be distinct.

I am happy to report that our officials are preparing to deal with the trade and immigration as we agreed. The Wenchuanese NGOs have been informed of the possibility of emigrating to your country. They would like to send a deputation of about 100 people to your country to explore it and see it for themselves, to see if they would like to emigrate there. My officials believe that this is a fair request, but of course, Your Majesty, this requires your agreement.

Prince Shaladew Kadav realized, to his great annoyance, that everyone was looking at him. So what he said was: "Majestic Highness, Oktotheio is one of the few nations that has a good human rights record offering to take refugees from Wenchuan, and also to sell our artisan castes food at reasonable market prices in exchange for manufactured goods at reduced prices. The purity, the devotion, the harmony of our military caste is vital to be upheld. But they would be stationed, possibly for years, in a place where the climate is such that people, according to the laws there, simply do not wear clothing and do not hide their personal intimacies. It presents a problem we must address."

Grand Admiral Teroth, given the nod, gestured and a tall, handsome looking Air Force officer stood up. "Majestic Highness, this is Lieutenant-General Segly Pron, who was one of the envoys who went to Oktotheio last year. He can explain the situation very succinctly."

Lieutenant-General Segly Pron bowed, as he had his cap off, and said, rather formally, "Majestic Highness, the people of Oktotheio are very friendly, and very welcoming. I have prepared reports and briefing notes for the diplomatic and military planning. But in sum: our military personnel would be granted dispensations from their government about their clothing. It would be my recommendation that they be subject to two regimes: first, that while on duty, and while on property leased by the Kingdom for military purposes, that all our laws concerning personal comportment should be upheld to the smallest letter of the law. However, for the purpose of interaction with locals, I recommend that if our personnel wish to adapt, that they should be granted a reasonable degree of latitude in which to do so."

"And what if this creates a corruption of harmony in their spirits which is brought back to Sombreland?" said the Minister of the Right.

The Princess-Regent, Alavaine, put a delicate hand to her swan-like throat, and took a deep breath. Her lady-in-waiting, the Lady-Countess Carnelian, moved forward but was waved away. “Let us not think of Thonists now...I am devoted to my duty as our military caste members are to theirs,” said the Princess-Regent. “I would like a formal plan presented to this Council, Prince Kadav. Grand Admiral, work with the Prince closely on this so that our diplomatic efforts are supported. And General,” she looked at Pron, who looked upon her in wonder concealed beneath his mask of military dutifulness, “Thank you for your report. Grand Admiral, if this officer has performed to your satisfaction, I would like him to take the lead in this matter.”

When she had dismissed them and gone to her private chambers to rest before her next meetings, the Princess-Regent, Alavaine, changed her dress and was assisted with her hair and washing her hands and face by her lady-in-waiting.

On independence of so-called Kwaotang.

International recognition of the illegal and unilateral declaration of "independence" of Wenchuan’s separatist regions of Kwaotang constitutes a blatant violation of fundamental principles of International Law and Wenchuan's territorial integrity.

We have repeatedly stressed that Romaia stands for respect of the territorial integrity, sovereignty and independence of all states and condemns any decision that contravenes these fundamental principles of International Law.

Camp Five, Sombreland

Women were picking through grain, cleaning it, from the latest supply drop. It had been hard for some of these families; some of them were not peasants or farmers, and they had to do more physical work than they were accustomed to. As they squatted around the grain piles with sieves, shaking and picking, dumping and sorting, making sure that bugs or rot did not infest the piles they were sorting, they talked. They told stories about patriots, famous brigands of the past..."Did you hear who's joined the fighters back home?" "That's no surprise, he's always had that tendency. But he's generous, unlike their leader." "Yes, their leader is dark, and cruel. He steals livestock and women." "You would think that, you're just his type!"

A lineup for use of the clinic was waiting; some stood and occasionally balanced on one foot with another foot resting on a calf, like storks. Small children that were not sick and listless played, oblivious of their surroundings. The clinic was ready to open after a break and a yawning orderly was unlocking the doors, which had to be locked when the clinic was not in use to deter the criminals.

Inside, Cho Jing was taking a moment, and Dr. Soh paused as he saw her sitting at a table, staring ahead, with papers on the table before her.

"Your...process went through?" he asked her.

"I did not expect it to happen so fast. There are others who will wait months. It was so fast," she said, with a nervous laugh.

"Interesting. Where?" he asked her, sitting down across from her.

"To Europe. To Europe! I can scarcely imagine it! People like Sombrelanders, but they are very free. They are not ruled by religion. But it is expensive to live there, I hear. You?" asked Cho Jing.

"Oktotheio." he shook his head. "Strange to think of. My life will change radically. My extended family will remain here. I must decide what to do." he replied.

"Yes. I feel," she said, looking at him, "That I am needed here..."

"I feel the same. It is strange to think of leaving now. I did not want to come. Now I am not sure about leaving." he shook his head and laughed shortly. "Life is often full of ironies."

Cho Jing said, "Yes. Families. Responsibilities. I have to make a hard decision. But it must be made. It could take years, if I do not accept."

They both sat in silence, but they could hear noises outside of the tiny break room. Dr. Yoh said, rising, "The afternoon shift is starting. We still have work to do."

I agree with everything you wrote about the importance of transparency with regard to immigration to your country. It makes perfect sense. The reason for the encryption and the secrecy has little to do with the ground level process, and more to do with the Empire of Nifon and their influence.

Once the process has actually begun, and Wenchuanese are choosing to go to your country, it will matter far less what is made pf any correspondence between us.

As to the camps themselves: for a time, the conditions were not very good. There were food shortages, hygiene concerns, lawlessness, and medical concerns. A great deal of this was due to governmental inexperience with such a humanitarian crisis on such a scale. In addition to this, our country is still experiencing an agricultural crisis, with rationing and food shortages. However, thanks to assistance from other nations, including fellow members of the ICON alliance, that have helped by bringing in resources and helping gain time for our government to respond to the crisis, the camps have greatly begun to be improved. The camps have been, with government cooperation, forming non government organizations that have helped with coordinating activity and distributing resources. Your government, our government, and the Wenchuanese NGOs will be cooperating to enable education.

Your information pamphlets will be very helpful for providing the Wenchuanese refugees with pre[aration for the emigration process.

Sorry for taking so long time to respond. I had to talk to the rest of the cabinet, in order to know what I can promise, and they in turn had to talk to their subordinates and subparliamentary committees.

Since you asked for educational resources, we have started to gather volunteers among our academic professionals. We have also prepared a passenger liner, which is ready to transport said volunteers to your shores, and carry the first 5000 migrants on its way back to us.

We can also send a delegation of immigration officials and diplomats, would you find that expedient. If you want to send a delegation to us to see how we recieve the migrants, then they are welcome. They can travel with our passenger liner if you like, but that would of course mean that it can carry a few less migrants.

The passenger liner itself is a giant nuclear powered ekranoplan, or a "ground effect vehicle" as it is also called. It can fly about 15-20 metres above the surface of the ocean, almost as fast as an airplane. It land on water, just as any flying boat. We have two of these, and a single trip should take roughly three and a half day. The liners usually carry only 3000 passengers, but they have been reconfigured to carry more people now. They are intended for long, interregional travel, and usually carry paying passengers from all over Krillin to other regions.

Each of these liners also have its own security lobby, and security personel (including both regular police, and the equivalent of a small SWAT team) to maintain order onboard and prevent hijacking. If you are not comfortable with a nuclear powered vessel with armed security personel onboard entering one of your ports, it can land further out at sea. Although you would obvioulsy have to ferry the passengers out in boats, in that case.

Imperialist countries such as Nifon are absolutely despicable. They pretend to stand for liberation and equality whenever it suit their purposes, but they really just want to be on top themselves. As much as we differ from you ideologically, we do not support nor do we want to emulate to ambitions of powerful imperialist nations. We may not like how some nations do things, but that does not mean we should behave like we had some holy mission to intevene. We stand for the principle of national self-determination, even towards nations such as yours.

The ekranoplan can land only on water. It has no landing gear. And even if it had landing gear, it would require a very long runway. It is not really meant to fly over land either. It can fly over land if it have to, but it has to be very flat open terrain, and any inhabitants may be very disturbed by the noise. When flying over water, it has to avoid colliding with ships. As I mentioned, it fly only 15-20 metres above the surface. It may be useful to think of it as a low-flying ocean liner, rather than as an aircraft.

I am sure the captain will love to show your officials around onboard, but as I just explained, it can not be at a landbased airport.

Our people is already vaccinated against a wide variety of diseases. So some contagions would not be much of a threat to us. I will get the full list from our Ministry of Health, and send it to you. The migrants will of course get medical exams and be offered vaccinations, when they arrive here.

Since your transports require ports, we will cooperate with your government to send refugees in allotments to the Port of Amas, a city on our southern coast. It has a large port facility. It has a naval port, a naval and a civil shipyard, two container ports, a freight and refueling port, a fishing port, and a commercial port. It is probably our most industrialized city. I will confess, it is not a beautiful place. Sombreland has accelerated development over the last two decades, and it is largely a jungle of concrete, pipes, plastic and steel, however it will serve the purposes of transportation. My officials will coordinate with yours to make all this possible.

Camp Five, Sombreland

Mr. Liu Hao had been a public defender when he had lived in Wenchuan. Now, he was one of the Resettlement officials in Camp Five, working for a refugee NGO that dealt with immigration concerns. His office was focused on helping people who had difficulties with paperwork and getting necessary official stamps to get on lists to be moved out of camp. He was a brisk, efficient man who filled others with confidence in the way he tackled problems without worry. Always cheerful, quick with a joke and a smile, but also very confident. With the loss of such people as Mrs. Cho Jing, it was vital that new leadership, new organizations arise. His common saying was "Don't get too comfortable!" as he passed refugee barracks and homes that were looking more homelike. He felt it was time to build new homes. The world for the refugees had changed.

As he was walking to the small hut among a crowd of others that he called home, he stopped to admire a flock of birds wheeling in the sky, and someone stepped out from an alley and shot him once in the back of the head and twice in the back. As running feet were heard fleeing the scene, two young women who peered cautiously at the noise gasped in horror and rushed to report it.

Farifey, Sombreland

"Mr. Liu was not the first," Colonel Dangar Korsk reported to Prince Dobred Anshey, The Governor-General was sunken into an armchair, where his withered hands clung like claws to the arms. The Colonel sat facing the desk. Flanking the Governor-General on one side were senior officers of the Military Caste, looking very stern, and on the right were members of the Courtly Caste, looking on impassively. Korsk continued, nervously. " Six people have been murdered in Camp Five, and 109 injured. The reports I have received that these acts have been done by a criminal gang operating with the camp. This gang has shot and stabbed people attending a Vihara school in the camp, killing three teachers, two volunteers and a student, according to the Wenchuanese Resettlement Organization." He cleared his throat and continued.

"Women report being harassed, kidnapped, attacked, or extorted by men they believe are affiliated with the Black Fan, a Wenchuanese organization of some notoriety, involved in weapon smuggling nd distribution, or gangs. Some women say they have been told not to work outside the home. Others say assailants demand a cut of their earnings. Most say they are afraid to leave their homes at night, when there’s little security and government-imposed curfews bar aid workers from staying past 4 pm."

"What is your conclusion to this recitation of disorder?" demanded General Ologin, a very stern man indeed, with a head like a rock and a steady glare. "Is it surprising that the Wenchuanese are disorderly? Hardly. Is that not why we want them out?"

"I remind the General that I have been instructed to keep order in Camp Five," said Korsk, not looking at the general.

"Why are the Master of Laws' people not dealing with this? Are they not supposed to be?" asked the Collector for the Five Provinces, looking mildly puzzled. As was suitable for a Treasury official, his belly stuck out farther than his nose did, and he sat in his chair like a dumpling in a dish.

"These things take time," replied the Under-Master of Laws for the Five Provinces. He was a discreet and quiet man who said little at meetings, and everyone knew they would get no more out of him.

"I need more men," said Korsk, bluntly.

"Shall not have them," replied General Ologin, as though barely suppressing his outrage. "There are security needs for the Kingdom beyond the needs of your squalid camp."

"Shall not have them," repeated Prince Anshey with a mild and pleasant air. "Colonel, I vow it shall not go against your credit. This should motivate the Wenchuanese to get out of the camps faster. I have a report here..." he raised a folder, "That suggests that some of them are hesitating to go to places they find culturally incompatible. Yet they drag their feet about leaving here! Those who are not of Sombreland are truly astonishing."

"Then...am I not to keep order in the camp?" asked Korsk, surprise showing on his face. He then felt very stupid, seeing his superiors of both castes exchanging glances.

"You will do your best to keep order, Colonel," said General Ologin after a glance at Prince Anshey. "If you are able to catch the malefactors, then,, naturally, they will be punished, and if they resist lawful arrest, they will be shot. What more can you do?"

"What more, indeed?" asked Prince Anshey philosophically. "Thank you, Colonel..."

Galador, Sombreland

When the Princess-Regent, Alavaine, heard about criminal disturbances in the refugee camps, she asked the Chancellor if there was anything to the rumour that some of the disturbances were being carried out by police agents, working to undermine socialist and foreign activity in the country. The Chancellor advised the Princess-Regent he would have it looked into. Important assessments regarding the Agricultural Crisis, the Royal Succession, war with Incelstan, and ICON leadership were on the Princess-Regent's table along with many other things, however, and she left the matter of criminality in the refugee camps to her ministers.
