Strange New World is a geopolitical RP set in 2022, but with a twist: history has diverged from ours since 1000 AD. This opens up endless possibilities as the world can change considerably.

Point of Divergence


The Point of Divergence (PoD) is 1000 AD. Everything before this year remains the same as in real life. However, events after 1000 AD can change. It is up to the players to decide if they want to create a completely different world or one closely resembling our own. While there is broad freedom given, some events still take place:

European colonization of the Americas
Reformation
A World War: It does not have to resemble our WWI or WWII, but the losing side must have been a fascist power. Which countries were on each side though will be decided by the players. Perhaps instead of Nazi Germany, we had an ultranationalist Russia or France in this TL.
Cold War: Communism was still a thing in this TL. Whether the cold war has ended or is still ongoing is up to the players. The two sides do not have to be Russia and United States. Perhaps it could be a Communist Britain and a Capitalist Russia. It is up to the players.

Players will be given a lot of freedom in shaping the events and history of this world, but there should be common-sense and realism. Bavaria uniting Germany? Sure. Ulm uniting Germany? No. Chinese colonizing the pacific coast of the Americas? Yes. Chinese conquest of Europe? No.

I will also not allow colonial empires still existing (though I will allow overseas territories). Anticolonialism was still a thing in this TL.

Reports


Every IRL month equals four IC months. At the end of each IRL month, I will be releasing a report that will:

- show the consequences of your actions: if you implemented an economic policy, the report will mention if it succeeded or failed.
- offer events: the world will be a live one. Those can range from local conflicts to terrorist attacks to protests to natural disasters.

Rules


1. Be realistic: Use common-sense when it comes to undertaking actions.

France invading Algeria to topple a dictatorship and install a democracy will be allowed. France invading Algeria to annex it into France proper or turn it into an official colony will not be allowed.
A middle-sized country with very high debt spending tens of billions of dollars without raising taxes or accounting for the huge deficit will lead to an economic crisis.

2. This is not a map-painting game.

If you start invading countries left and right (especially if you do not have a good reason), you will suffer from sanctions or outright intervention. If I feel your actions are far too unrealistic, I might even block them.
Even if you invade to "bring democracy to X country", you still need proper justification and might still face public opposition. You need a good reason to intervene and your citizens - especially if you are a democracy - will not be cheering on if you do not offer proper justification to the public.

3. Wars

Ideally, the result of wars should be decided by agreement between the players. This is a collaborative RP, not an antagonistic one. In cases where this is not possible, though, I will be deciding the results based on numbers, logistics, tactics, and post quality.

Hi, I wish to reserve the Kingdom of Italy please. Can I do an Italy that had no fascist government and is a pacifist? Basically, I just want to have an Italy that hosts events for all the nations/players and just is nice to people.

Central Government


The President is the head of state and de facto the head of government as well. The President is elected to a six-years term in a two-round election. If no candidate secures an absolute majority of votes in the first round, a second round is held two weeks later between the two candidates who received the most votes. The President is limited to two terms. The President is tasked with the execution and enforcement of federal law and the responsibility to appoint federal executive, diplomatic, regulatory, and judicial officers. The President appoints and receives ambassadors, concludes treaties with foreign powers, and has primary responsibility for conducting foreign policy. He also acts as commander-in-chief of the armed forces. The President plays a leading role in federal legislation and domestic policymaking. He has the power to propose, sign or veto federal legislation, though his veto can be overturned by a two-thirds legislative majority. Presidents take an active role in promoting their policy priorities to members of the National Assembly.

The Prime Minister is nominally the head of government, but his powers are limited and he is comparable to Vice-Presidents in other presidential systems. The Prime Minister is appointed by the President and can be fired by him, without needing the National Assembly to approve of it. The Prime Minister acts as the interlocutor between the President and the Cabinet and oversees the everyday implementation of policy. As such, the Prime Minister is often a technocrat. The Prime Minister is also responsible for presenting administrative policies and reports to the National Assembly and for responding to the interpellations of legislators. When Presidents feel the political heat, they usually use the Prime Minister as a scapegoat.

State Governments:


The Gum Shan Republic is comprised of fifty-two states. In each state, the chief executive is called the Chief Minister, who serves as both head of state and head of government. The Chief Minister is elected directly in a two-round election for a six-years term. The Chief Minister may approve or veto bills passed by the state legislature, as well as recommend and work for the passage of bills, usually supported by their political party.

The legislature of each state is called State Assembly. All states have unicameral legislatures and, currently, all of them are using proportional representation with closed-party-list as their electoral system. The number of elected legislators in each State Assembly differs, but all of them are elected to a three-years term. The primary responsibilities of state legislatures are to enact state laws and appropriate money for the administration of public policy.

States have their own Supreme Court and autonomous police force, can levy state taxes to fund local social programs and the building of highways and railways, can establish local laws regulating commerce, and issue licenses for marriage, hunting, and driving. The states are in turn subdivided into counties. Counties handle local affairs such as local infrastructure, cultural and athletic events, waste collection, and green initiatives.

The city of Jingning is a special case, as being the capital it is administered as a Federal District. Local power has been devolved to an elected Mayor and a fifteen-member Council of the District of Jingning since the Act of 1962. There is some controversy as the city does not elect Senators (though it does elect Deputies) in the National Assembly. On the other hand, it is highly influential in national politics as most Presidents were born in Jingning and it is the most populous city in the Republic.

Supreme Court:


The Supreme Court is the highest court in the federal judiciary of Gum Shan. It has ultimate appellate jurisdiction over all federal court cases and state court cases that involve federal law. The Supreme Court is comprised of six Justices, nominated by the President of the Republic and approved (with a two-thirds majority) by a joint session of the National Assembly. Supreme Court Justices serve for (a once-renewable) term of ten years.

The upper chamber of the National Assembly is the Senate. Each state is afforded ten Senators, regardless of their population or size. Senators are elected in single-candidate electoral districts with a First-Past-the-Post system. Those electoral districts are determined by the State Assembly of each state every fifteen years, which can lead to accusations of gerrymandering. Senators serve a term of six years.

The lower chamber of the National Assembly is the Chamber of Deputies. There are 600 Deputies, elected for a three years term. The seats are distributed based on the nationwide percentage of parties, using a closed-party-list proportional representation system but with a 4% threshold.

History:

- Zheng He's Treasure Fleet reaches the Pacific coast of the Americas in 1427. Chinese settlers gradually settled in coastal California. By 1567, the entirety of California had been mapped by Chinese explorers while booming settlements had been established. In 1567, the 'New Province' was established. While it was nominally integrated into the Chinese Empire, the long distance with mainland China meant that there laxes imperial control. This lure of freedom caused many Chinese from Cantonese parts of China to immigrate to California.

- With the collapse of the Ming Dynasty by Manchu invaders, the 'New Province' found itself cut off from mainland China. The local Governor, Cao Xingyue, declared himself Emperor Taizong of the Xia Dynasty. The new dynasty benefited from the exodus of Han Chinese from China as the Manchus advanced, causing a new influx of settlers. This allowed the dynasty to expand its domains. A new aristocracy of sorts emerged as imperial aristocrats were granted control of big cattle ranches. As California was extremely well suited to fruit cultivation and agriculture, and vast expanses of wheat, other cereal crops, vegetable crops, cotton, and nut and fruit trees were grown, the Chinese population grew substantially.

- The imperial military successfully crushed any resistance by Native Americans. It expanded the imperial reach into Sonora after a successful war against the Seri people and into the Midwest Plains after a series of successful conflicts against local Natives such as the Blackfoot, Arapaho, Assiniboine, Cheyenne, Comanche, Crow, Gros Ventre, Kiowa, Lakota, Lipan, Plains Apache (or Kiowa Apache), Plains Cree, Plains Ojibwe, Sarsi, Shoshone, Stoney, Tonkawa, Arikara, Hidatsa, Iowa, Kaw (or Kansa), Kitsai, Mandan, Missouria, Nez Perce, Omaha, Osage, Otoe, Pawnee, Ponca, Quapaw, Santee, Wichita, and Yankton. Those conflicts were brutal, placed a great financial and human burden on the dynasty, and resulted in multiple massacres. It also brought the Xia Dynasty to contact with the Anglo-French colonies on the Eastern Coast. The Xia Dynasty and the Anglo-French colonialists clashed more than once in border conflicts.

- The Anglo-French colonial holdings in North America gained independence in 1778, after a successful war of independence against their colonial overlords. But the newly founded Confederation of Columbia was unstable. The Catholic French in the North held radical liberal ideals of emancipation and the equality of all men while pushing for a strong central government. The protestant English South on the other hand relied on plantations worked by African chattel slaves. As such, it opposed the abolitionist movement. The English South also distrusted attempts at centralization of power and feared domination by the Northern Catholics. This North-South divide led to the 1811 Declaration of Independence by the English South, which branded itself as the Confederation of America.

- The civil war between the Columbian Confederation and the American Confederation lasted for five years, leading to bloodshed on a scale unseen in the New World and causing widespread havoc and destruction to both sides. The Xia Dynasty initially remained neutral, but in 1816 it intervened against both sides. It launched a brutal year-long offensive that swept aside both warring powers and forced them to surrender to Xia control. The Xia administration abolished slavery in the South, though many African-Americans continued working on plantations - now owned by Chinese - as indentured servants.

- The Xia Dynasty, maintaining greater contact with European powers thanks to its geographic proximity to European colonies, had been influenced by the ideas of liberalism and the Enlightenment. This was combined with the classical Chinese idea of the Mandate of Heaven. A series of civil wars caused by ambitious generals in the aftermath of the conquest of the Eastern Coast and natural disasters were seen as signs that the Xia Dynasty had lost the Mandate of Heaven, while liberal and reformist scholars criticized the corruption of the Imperial Court. In 1832, a reformist clique in the military launched a successful coup that forced the Emperor to resign and declared a republic.

- The right to vote in the new Republic was initially limited to ethnic Chinese only. This caused widespread resentment among both White and African Americans. While African American discontent could be ignored up to an extent, Whites held great commercial and economic power in the Eastern Coast - even after confiscations and the establishment of rich Chinese families in the area. Eventually, in 1871, the right to vote was extended to White Americans as well. African Americans - not having the financial resources of White Americans - could be ignored. In the South, informal segregation was entrenched, further deteriorating the social and economic standing of African Americans.

- The discovery of gold in California and Nevada benefited the new republic, which came to be known as Gum Shan (Gold Mountain). The sudden influx of gold invigorated the economy and allowed successive governments to undertake a number of important infrastructure projects - especially railroad construction - that promoted economic growth. Gum Shan used its newfound wealth to expand its armed forces and pursue an expansionist foreign policy. In 1853, a Gum Shan naval expedition under Commodore Yang Kang forced an end to Japan's 220-years-old policy of isolation. This led to trade relations between Gum Shan and Japan, and eventually the collapse of the Shogunate. By the early 1900s, Gum Shan was one of the richest states in the world.

- In 1898, Gum Shan intervened in support of the Philippines' Revolution against the Spanish Empire. In a short but decisive war, Gum Shan crushed the antiquated Spanish armed forces and conquered the Philippines. Even though officially the Philippines became an independent republic under the 'tutelage' of Gum Shan, in all but name the Philippines was a puppet state. It was only in 1973, with the Gum Shan withdrawal from Vietnam and weariness towards foreign interventions, that the Philippines gained true independence.

- The 1914 Constitutional Assembly drafted the current Constitution of Gum Shan. It transformed the Republic from a unitary state to a federation and decentralized considerably governmental authority to the local level. This was a result of decades of agitation by communities away from California that resented the centralization of power to Jingning. The Constitution was partly inspired by early Columbian federalism.

- Gum Shan entered a period of recession in the 1930s, which caused social upheaval and unrest. This economic upheaval led to the emergence of the Good Governance Party, a traditionalist right-wing party that believed in political Confucianism, distrusted entrepreneurship, and promoted state planning. Under the Presidency of Hu Enfu (1936 - 1954) a comprehensive welfare state was established: social security, socialized healthcare, free tertiary education, and generous welfare benefits. The state also undertook the industrialization of the country with a number of state investments and state planning in critical sectors of the economy.

- Gum Shan intervened in World War II, sending an expeditionary force to support the Free French government in Indochina and prevent it from crumbling after the fall of mainland France to the Germans. It refused to intervene in Europe itself, however.

- After the death of Hu Enfu, the Good Governance Party suffered a loss in popularity due to fatigue from its long rule and the loss of its most popular and charismatic politician. To avoid the repeat of such a long presidential administration, the Constitution was amended to limit Presidents to two terms.

- Since the 1950s, Gum Shan took a more active role in international affairs, especially when it came to the containment of communism. It
formed an alliance of likeminded capitalist democracies to contain communist expansionism, the Pacific Treaty Alliance (PTA). Initially an alliance between Gum Shan and Japan (and later on the newly independent Korea), it eventually expanded to encompass a number of anti-communist states across the globe. Gum Shan would provide arms and funding to anti-communist states and insurgents across the globe to engage in proxy wars and intervene directly in a number of conflicts to stop the expansion of communism. This global conflict with the Soviets became known as the Cold War. Repressive measures against real or supposed communist sympathizers were taken domestically as well, while the intelligence and security apparatuses were expanded.

- Gum Shan intervened in the Vietnam War (1955 - 1975), supporting the Free French colonialist government against communist insurgents. The war was controversial from the beginning since Gum Shan was supporting a colonialist European regime against an Asian liberation movement. Mounting losses also contributed to the unpopularity of the war. With no end in sight and an exhausted public, Gum Shan admitted defeat and abandoned Vietnam in 1973. Two years later, the Free French government was toppled by the Vietcong and Vietnam became free.

- In the 1960s a new libertarian movement emerged in Gum Shan, spearheaded by entrepreneurs who were disaffected with strict governmental oversight, a middle class that was growing weary of the high levels of taxation, a rebellious youth that rejected Confucian traditionalist social norms, and African Americans who resented not having the right to vote and the de facto segregation in the South. Activists such as Martin Luther King, Guo Jing, and Yin Hong led protests against political and social inequality. The Liberty Party emerged as the force representing economic and social liberalism. By the 1970s, it was able to dominate politics and liberalize the economy. Privatizations, deregulation, and tax cuts shifted the balance toward the free market, while the Voting Rights Act of 1972 extended the right to vote to all citizens of the Republic regardless of their ethnic origin or the color of their skin.

- The period from the 1950s to the 1980s became known as the 'Golden Age of Cinema' in Gum Shan. Numerous martial arts and historical period drama movies were produced, which became highly popular both domestically and abroad. The most famous actor of this period was Lee Jun-fan, who became a pop culture icon.

- Since the 2000s, a consensus has emerged between the two major parties in the economy with both sides moderating and accepting a mixed, social economy. Instead, the political debate shifted towards social issues and foreign policy. The Liberty Party promotes individualism, social liberalism, LGBT rights, weed legalization, and an internationalist foreign policy agenda while the Good Governance Party promotes collectivism, social conservatism, traditional gender and family roles, a harsh crackdown on narcotics, and a nationalist/isolationist agenda.

- In 2013, moderate politicians from both major parties founded the Democratic Party. A center-left party, it aims to break the increasing polarization between the two major parties. Since its foundation, the Democrats have gained a disproportionate influence compared to their electoral results. The Conservative Freedom Front - a splinter party founded by the socially conservative faction of the Liberty Party - has also been gaining influence on the local level.

But now, Soviet Propaganda plus increasing economic disparities has led to a rise in popularity of seperatist parties all across the fringes of the Empire. The Central Government is worried about this, but Empress Theodora is popular enough for now that dissent has not become violent... yet.

History: The Last Macedonian

Our history diverges from IRL in 1028, when a disease takes not just Emperor Konstantinos VIII, but also his favourite daughter, Zoe, allowing the other, more competent daughter, Theodora III, to rule for 27 years instead of the sixteen months she had in our timeline. Despite being a cruel and petty person, Theodora was a very able ruler, presiding over the Senate and the Courts herself and checking numerous abuses, spending her life trying to reverse the corruption and economic decline which were taking over the Empire, as well as checking Pechneng and Turkic Raids while pursuing strong trade ties with Kievan Rus (if it didn’t suddenly collapse in this timeline). Like Basil II, her Uncle, Theodora recognized that her strength was in the Yeoman/Small Landowner class of the Empire which made up the army, and so checked the Nobility’s attempt to buy out their plots of land and reduce them to near-serfdom.

Nevertheless, despite the general economic prosperity and attempts to keep the Byzantine Army in good condition, territorial losses began in her reign, with Southern Italy being lost to the Normans in her reign due to preoccupation with the Pechenegs and their destructive raiding into the Balkans, along with uprisings by the Paulicans and conspiracies by the Nobility who hated Theodora’s curtailing their ‘rights and liberties’. Nevertheless, the center held until she died in 1055, at age 76. Then things went to hell.

Imperial Decay

The period after Theodora’s rule was a descent into stereotypical decadence, as the throne passed between civilian-bureaucrats happy to dig their heads into the metaphorical sand and ignore the troubles of the Empire, and military-aristocrats who argued for tackling said threats head-on even as they undermined the military system by buying up the Yeoman class’ plots of land and driving many of them into destitution, as well as giving themselves tax loopholes and other privileges when their chosen candidates held the throne. During this time, the town of Harran in Syria was reconquered but the Temple of the Sabians, the last remnant of organized Hellenistic Reliigion was left untouched due to distractions as...

The Seljuk Invasion and the (Alternate) Battle of Manzikert

Eventually, raids by the Eastern Turks began to intensify across the eastern parts of Asia Minor, led by Sultan Alp Arslan, one of the foremost military leaders of the day. The Emperor of that time, Isaac Kommenos, marched east to confront Turkish Army with a large force of his own, but his army contained many treacherous mercenary and noble contingents. Some of his mercenaries were even fellow Turks which defected to Alp Arslan’s side when the battle started, and one of his commanders, Andronikos Doukas, attempted to betray him by deserting the battle and had to be assassinated before he could do so. Nevertheless, Isaac Kommenos won the battle at great cost, not just in men but also in money and his trust in his subordinates.

The Crusades

A resurgence of Turkish Attacks led Isaac Kommenos’ son, Alexios I, to ask The Pope for military help from Western Europe. In response, The Pope preached the First Crusade, which mobilized a vast fraction of the European Nobility and Peasantry to go through Byzantine/Eastern Roman Territory to reconquer Jerusalem, pillaging said territory, which belonged to their supposed ‘allies’, as they went. Nevertheless, the Crusaders reconquered the Levant, including Jerusalem for a time, but soon lost Syria to a Muslim resurgence (but not Jerusalem). Due to the fact that the Byzantines refused to help them, a deep resentment between East and West grew, leading to the Siege of 1204, also called the Fourth Crusade.

The Siege of 1204 and the Resurgence of the Byzantine Senate

Thanks to court intrigues in the Byzantine Court and the machinations of Venice, the Fourth Crusade, once directed to take Egypt, was redirected to Constantinople, which was put under siege. The last member of the Kommenos family was long dead by then, and the current dynasty, the Angeloi, was incompetent and ineffective. So the Byzantine Senate, long an ineffective body, took matters into their own hands, selecting Theodore Laskaris and Nicholas Kanabos as Co-Emperors - Theodore was a courageous and skilled military man while Nicholas was wise and intelligent and also learned in history. Working together, they drove out the ‘Crusaders’ from Constaninople’s walls, after which Theodore then died of an infected wound.

Nicholas Kanabos then received a vision, a vision which he believed came from God, urging him to not just give the Senate additional powers and privileges, but to organize the Priests and Civilians who had brought him into power into a new ‘Plebian Assembly’ which can pass legislation alongside the Senate and vote for new Emperors. Surprisingly, this did not result in his deposition or other malign consequences, due to the Empire being weary of war at that time, whether civil war or foreign war.

And that is where the Medieval History of the Empire ends.

The Renaissance and Reformation

Though economically weakened by the discovery of the route around Africa plus the discovery of the New World, the Byzantines/Eastern Roman Empire held on to a modicum of prosperity thanks to its ability to manufacture Silk and Luxury Goods, which included quality glassware and jewelry which competed with Venice. It also kept up with the advancements of the West, which they had helped spark by sending scholars into Italy to try and spread Imperial influence. During that time, the Temple of the Sabians in Harran was granted official tolerance after centuries of neglect and occasional attempts to purge them, and their followers reorganized into the 'Harranian Reconstructionists'. Atheism also grew to some popularity among the elites, although they were scorned among the bulk of the population.

This brief break in the fabric of Orthodoxy, however, would soon be broken by the Reformation and the Wars of Religion, where the Empire found itself initially siding with the Protestants, then denouncing them as 'Judaizers', then finding itself at war with both Catholics and Protestants at various points as it tried to position itself as a 'Third Force' in the current theological-political disputes with varying success. However, this focus on the West (including the Crusader Kingdom of Afrique) and away from their traditional enemies in the East allowed those who ruled the lands there to build their strength, adopting Gunpowder technology and achieving near-parity in military quality.

The 'Time of Troubles'

Imperial forces were involved in the War of the Spanish Succession (or equivalent) when its Eastern Enemies struck, forming a coalition ranging from Persia to Egypt to North Africa to strike back at their old foe. The death of the current Emperor early on in the crisis and his replacement by his wife, who took power as an Empress Regnant (Irene II), did not inspire confidence in the army, which fell under the control of the Plebian Assembly which controlled its logistics. This did not harm its success, however, as the Plebian Assembly's current First Minister worked closely with the Empress to ensure a safe and steady flow of supplies to the army and navy, the latter which won a major engagement in the Gallipoli Peninsula against a fleet of Barbary Pirates while the former marched deep into Syria and Mesopotamia to inflict stinging defeats on the invaders.

With the burning of several cities on the North African Coast (including the pirate haven of Algiers, which was then absorbed by the Kingdom of Afrique, who as Catholics, stayed out of the Muslim Coalition) and the final reconquest of Aleppo, the Empire had won, and while Absolutism was gaining in strength elsewhere, it had proven that a representative legislature can work with the monarch, not just against them.

The Time of Troubles lasted from 1650 to 1660.

The Great Betrayal

Then Russia, after reforming its military forces, decided to claim the mantle of the 'Third Rome' and its Patriarch as equal to the one in Constantinople. This became a deeper betrayal when its 'Tsar', or rather, 'Tsarina', decided to invade Southern Crimea and annex it into its territory after a border dispute. Still exhausted from the Time of Troubles, the Empire failed to resist enough and thus lost Theodosia and Kaffa and the entrances to the Sea of Azov. This brief, bitter war would forever remain a sticking point between the Byzantines and Russians, although the relations between each other's Royal Families would remain cordial.

The Age of Quiet

After the Great Betrayal, the Empire went into a period of relative peace, where the franchise was extended to all soldiers and ex-soldiers, priests, monks and nuns, and eventually widows (especially those of the elite), Jews and Muslims officially received an Edict of Tolerance, and the Harranian Reconstructionists gained more popularity. As the rest of Europe burned in Revolution over who knew what, the Basilea ton Rhomanion went into another cultural renaissance. Nevertheless, the Empire occasionally sent expeditionary forces to 'assist' the Coalitions which formed every so often, and sat out the Spring of Nations with only minimal rumblings from the Bulgarians, Armenians, and other minorities, which were squashed by universal suffrage, which the Empress of that time force the Senate and Plebeian Assembly to apply to women as well.

End of Peace - World Wars

Then the end of its policy of armed neutrality was broken by the advent of the World Wars, where the Empire saw the Fascists as a mockery of its own claims to be the continuation of the True, Unbroken Roman Empire. Thus, it bent all its will and its resources to squashing them like insects, absorbing every military advancement under the sun to gain an advantage. After that, the Executive Monarchy regained a measure of real power, even as the prestige of the Plebian Assembly grew to outweigh the Senate's. An independent judiciary was also enshrined in law, even as the Russian Soviets continued to refuse Imperial calls for the return of Southern Crimea to Greek rule.

Present Day

The Empire seeks to stay relevant in the current day and age, investing in military and information technologies and participating in European institutions, sometimes causing friction by its insistence that it should lead Europe as the real continuation of Rome. Never truly having colonies, it also supported decolonization movements all over the world in order to reap the economic benefits and mended fences with the various Muslim nations of the planet. But its attempts to pick a fight with the Communist movement on every front have led to it overextending itself, not militarily, but rather in every other way.

And that is a recipe for disaster.

Just saying, I'm not open to sharing southern Italy with Dragos Bee. I'm wanting a neutral country playthrough with no conflict/hostility and sharing land/having land that is inappropriately seized by a foreign power is open to making a conflict which I am not wanting.
I'm a Muslim. I like to collect medals from across the world (military or civilian. I like the design of some medallions and in general, the ribbon designs and choices.)
