OOC: it could be this is the 'maximum' size for these vessels, I.E., the people are packed in like sardines. The actual effective capacity may be much smaller, such as ~500 people. I might be completely wrong by the way

By the way, is there the option to buy a device that could break CO2 back down into oxygen and carbon, and which could be attached to the space station of a smallish country (~215 million people)? If so, what would be the cost in Baiddsoundit Pounds?
