Track&Field - Global Athletics Tour season 2 (OOC)

The NS Global Athletics Tour in track and field returns for a second, expanded, season. (Links: season 1's signup/OOC thread and RP/results thread)

Modelled on the RL Diamond League, the GAT aims to bring the world's best – and only the best – together in a series of meets, held across the multiverse, in a number of events but not a full complement as you would expect at a World Championships or Olympics. In other words, more selective and of higher quality.

This season on the GAT, events will be held in: 100m, 200m, 400m, 800m*, 1500m*, 5000m*, 100m/110m hurdles, 400m hurdles, 3000m steeplechase, long jump, triple jump, high jump, pole vault, shot put, discus, and javelin. This is an increase in the number of events from last year. No race walks, relays, 10000m, or combined events will be held. *Meet hosts will have the option of running their 800m events over 800m or 1000m; their 1500m events over 1500m or the mile; and their 5000m events over 3000m or 5000m.

Depending on the number of athletes signed up in each event, and the total number of meets, athletes entered will be assigned to different meets across the season, with every athlete being assigned to at least two meets. If the number of meets registered exceeds the number of planned events for the calendar, a second-tier structure may be instituted with fewer points on offer. The top eight athletes in each of the 32 events will qualify for the Global Athletics Tour Final. As far as possible, no more than X athletes will be entered in an event in each meet, allowing for two heats and a final for the sprints and 800m as well as a straight final for the 1500m, steeplechase, and 5000m. "X" is 10 for field events; 15 for 1500m; 16* for 100m/200m/400m/800m/hurdles; and 20 for steeplechase/5000m. *If necessary, this may be increased up to a hard maximum of 27 for three heats of 9.

Unlike in Season 1, each individual meet will now be held over two days, with sprint heats and throw finals on day one and all other finals on day two. Additionally, not every event will be held at every meet. The following events will be "paired": 200m and 400m, 800m* and 1500m*, 3000m steeplechase and 5000m*, the hurdles events, the long jump and triple jump, the high jump and pole vault, and the discus throw and javelin throw. Non-paired events are the 100m and shot put. Paired events will see one of the two events be run for men and the other for women at a single meet, but never for both (with the exception of the Final). This will help ease the amount of work that needs to be done, given the expansion in the number of events.

SIGNUPS
There are two parts to signups: meet host signups and athlete signups.

Meet hosts
Each user may enter up to two meets. The top tier of the GAT will consist of 12-14 meets and a final. If there is sufficient interest, a second tier of no more than six meets will be created offering fewer points towards the final standings.

Athletes
If you've signed up for the Olympics before, you know how this goes.

Please pay attention and read through the following information very carefully. If there is a problem with your sign-up, it may not be entered and you will need to resubmit your entries.

Copy the event list below. Under each event, write the names of the athletes participating in each event. The number inside the bracket indicates the maximum number of entries a delegation may send to an event. All events being held in the GAT are individual events, and you must give the name of each participating individual on a separate line. (You may enter fewer than the maximum number.) Athletes must be entered in the Name;TRIGRAMME;skill format.

A skill modifier is used to determine how well an athlete or a team performs in an event. For the purposes of the GAT, as this is intended to bring the best of the best together, the minimum skill modifier accepted will be 35, and the maximum the usual 100. An athlete participating in multiple events has a separate modifier for each event. Automatic entries do not contribute to the entry average. The average of a delegation's entries must be 65 or under. Min-maxing will not be possible, as a full entry list of equal 35s and 100s would result in an average over 65. No MMAB will be applied for season 2.

ENTRY LIMITS: In addition to the entry limits in each event, single delegations may not enter more than 50* entries. As there are 32 events to enter, and you can enter up to 3 athletes in each running event and 2 in each field event, you may wish to exclude some events your nation is traditionally weak at in favour of others.

PUPPETS: You may enter a maximum of 75* athletes and 2 delegations per user. Unified teams will be allowed only if each constituent nation of the unified team is an existing nation on NS and is run by a different user. This means a unified team cannot consist of a master and puppet – enter them separately. If a user is entering as part of a unified team, that will count as one of two delegations. Puppets should be declared.

*DEFENDING CHAMPIONS: If your athlete is one of the 20 defending champions from Season 1, they may be entered without counting towards the maximum limit of 50/75, but still within the event limit of 2 or 3 entries.

EDITING ENTRIES AND WITHDRAWING
If you need to edit your entries after they have already been accepted, you must indicate the changes you wish to make in a new post, rather than editing your existing signup post. Edits may be submitted up until the signup deadline.

Wholesale withdrawals will not be allowed once a signup is accepted. On a meet-to-meet basis, for RP, withdrawals may be effected by announcing that a particular athlete has scratched from a particular event at a particular meet in this thread, and that athlete will have their result marked as DNS for that event. This method may not be used for wholesale withdrawals.

The signup deadline for all entries, athletes and meets, is Wednesday 21 September 2022, at 12:00 UTC – exactly four weeks today.

[b]POINTS SYSTEM / FORMAT

At each of the meets, athletes will be awarded 10, 9, 8, 7, 6, 5, 4, or 3 points for ranking 1st to 8th in the final. In events with heats, all other athletes score 0 points. In events with more than 8 athletes in the final, 2 or 1 points will be awarded to the 9th and 10th placed finisher as well; all other athletes score 0 points. This also applies to field events. Should there be a second-tier meet structure, any events held under this banner will award 5, 3, and 1 points respectively for the top three finishers per event only. If there is a tie for any placing, the tied competitors will receive the average number of points for their tied positions.

In field events (excluding high jump and pole vault), instead of the top 8 qualifying for the last 3 jumps at each event, only the top 6 will take the last 3 jumps. The "final 3" system will not be used.

At the end of the GAT regular season, the top 6 athletes in field events, top 8 athletes from 100m to 800m/1000m including hurdles, and top 12 in all other events qualify for the GAT Final. The GAT Final will be a championship-style event, meaning it's winner-take-all and previous points don't matter.

SCORINATION FILES
GAT-specific scorination files, using RL Diamond League-only results, will be used. These files are different from the ones used to scorinate the Olympic Games.

Meet Name: The Thunder Cup
Stadium: The Castle, Danvirk

The Castle is the biggest stadium in Cordia, with 85,000 seats. It has hosted home matches for the lacrosse and football national teams, as well as Danvirk FC and the Danvirk Barons of the CFA and CLA, respectively. The Castle hosted the last Thunder Cup, the second meet of GAT I, which saw the first international athletes to compete on Cordian soil in the nation's history. The stadium is outdoor, with a retractable roof due to the unpredictable weather in Cordia. At either short end of the arena, where there would normally be stands, are massive walls resembling those of a castle, with screens mounted on them to show stats, rankings, and scores. Attendance is highly unlikely to fill the stadium, but a very good crowd is expected, depending on which Cordians are participating, and more if other nations put as much emphasis on the tour as the Cordians have.

Winners will receive the Thunder Cup, resembling a bowl placed precariously on top of a lightning bolt. In days past, before the international community became a part of the Thunder Cup, the award for winning Thunder Cup races was a three-foot-long bronze lightning bolt. After several murders were found to have those as the weapon and at least two recorded uses on the battlefield by conscripted javelin athletes, the design was changed.

Lanes are painted blue and gold.


Meet Name: The Fjords Classic
Stadium: Cordasfjord Colosseum, Cordasfjord
Middle Distance Race 1: 800m
Middle Distance Race 2: 1,500m
Long Distance Race: 5,000m

A major stop in the domestic athletics circuit is the Cordasfjord Colosseum. While the Castle now hosts the finals, the Colosseum can boast of decades upon decades of sporting history, including no less than twenty Cordia Athletics national championships and thirty-eight Cordian Athletics Tour finals. The fans are some of the most track-informed in the Isles and some of the best as a whole, cheering for everybody, if the Cordians most of all. As the meet will occur during the CIFA season, the lanes will be painted red and black in support of Cordasfjord FC, a trend you will find in most Cordian multipurpose stadiums. Seats 60,000, the second-largest stadium in the Isles, and the Colosseum is exposed to the elements, so the rain could be a factor - snow is unlikely but not impossible this time of year.

The Meeting de Joongyeong will take place at the Parc de l'Armistice. Since its reconstruction from a longtime venue of CSKA Quebec FC to a multi-purpose stadium with an international-standard track, the 78,000-seater has seen a wide range of athletics events, including the previous spring's the Shingoryeoite National Games (SNG) that also server as a national team qualifier for athletics. This meet will ICly take place in early October, meaning that while there won't be wintry weather conditions yet, the temperature should remain roughly in teens.

Additional information: The Neverend Grand Prix will host its third international meet, after having served as an Olympic Qualification Event for the Games of the XI Olympiad and been a stop on the inaugural GAT. Held at the Stade Grande Olympique, host stadium for the VII and XIV Winter Olympics, the Neverend Grand Prix will be the regular-season stop on the GAT calendar in Liventia. The mile is the default middle-distance race length at the Neverend Grand Prix; it has only ever been held over 1500m twice – at the Olympic Qualifying Event, and once when it served as a national Olympic trial event.

Additional information Instead of the fans being in stands around the track, fans are in stands inside the track (entry via tunnels underneath the track), with one side overlooking half of the track (and only half of the fans can see the finish) and the fields behind it, and the other side overlooking the other half of the track and other sport-specific fields. This way, for instance, javelin can be held on one side of the stands/track and, say, discus on the other. Depending on the sports scheduled, more (temporary) stands can be built, or the fields can even be divided into four sections. Maynard itself is a large-ish city in southwestern Ko-oren, a short train ride away from Willowbourne International Airport, with a decent hotel capacity, that can house everything needed within Maynard and nearby cities.

Additional information: Kuraita is still on its way back into the international community after long isolation and a lot of internal division and strife. The government is using sports as a vehicle for mending the rifts in the community, and bringing Athletica under the umbrella of the GAT would be very meaningful to the country as it would mark the first multinational event ever to be hosted in Kuraita. Athletics is a popular sport in the nation, with the high jump and javelin throw in particular having a history in the country, along with the decathlon. The Festival of Youth and Movement is an important national decathlon and heptathlon meeting hosted at Otjalas stadions for 46 years, whereas Athletica has a shorter but important history as the country's prime event in athletics. Including it into the GAT is a step to bring Kuraita's athletic traditions into the international view.

Otjalas stadions, built in the 1970s, has been recently renovated and reworked into a 23'640 seat modern athletics and football stadium sitting on the banks of the Otjala river, in a repurposed industrial site next to a shopping centre built in a former factory hall. For this edition, the organisers have planned to organise an outdoor concert on the riverbanks as well as a fan village in the park.

Additional information: Known as the "spiritual home" for track & field, Hawabark in Buganda has been brought forward to host a meet in Season 2 of the NS Global Athletics Tour, after hosting a meet in Season 1 of this competition. The Buganda Region produces a disproportionately high amount of Banija's track & field athletes at the Summer Olympiad. While the City of Hawabark, being not that large and rather far in-land, has obviously not hosted the Olympics, it gets its name for hosting Banija's Olympic Qualifier for track & field. It is the much smaller (and much older, and more historic) of Banija's two major track & field venues.

Additional information: Named after the King that unified Banija, Banija's largest city is bidding to bring the Global Athletic Tour home. The city and stadium, of course, are most well known for hosting the track & field portion at the XIV Summer Olympiad, as it was built brand new for that tournament. Beyond that, it has hosted both soccer and gridiron games at various touranments, serves as the home stadium for the GFLB's Istria Black Mambas, and hosted track & field events at the AOlympics on two separate occasions.

Known as a big time, big name venue, it certainly wants to bring some of the world's best athletes back to Banija's largest city and host a portion of this tournament.

Additional information: For the second year in a row, Quickenden is hoping to host a leg of the Global Athletics Tour. The National Athletics Centre is located in Britonisea's third-largest city, Quickenden which is home to nearly 2.8 million and is one of the major hubs of the country for both business and retail. The city is well connected to the rest of the country and the multiverse with a busy 2 runway airport with multiple terminals. The National Athletics Centre is a large complex located in the west of Quickenden, with multiple athletics facilities (both indoors and outdoors) opening officially in 2014. The venue for The Ashcroft Bank Britonish Grand Prix, if picked, is called "The Stadium" on the grounds and can hold 40,000 people. If chosen, Ashcroft Bank will once again sponsor the event. Like last year, Ashcroft Bank will have events throughout the Athletics Complex during the meet, including a viewing space - an extra screen for fans who want to be there in action but weren't able to get tickets in the end.

Additional information: President Innocent Uburiganya has bid to host a meet of the second Global Athletics Tour, to promote athletics and summer sports within Kirungabi and to give Kirungan athletes, sponsored by the state Kirungabi Itangira Guhera sports, culture, and recreation program, a chance to finally compete on the world stage. The event, should it be selected as a round of the series, will take place in Arène Inganji (Victory Arena), an outdoor, medium-sized sporting venue located in the bustling central capital of Imisozi: overlooking the shores of Lake Uruforo on one side, the towering Mount Biteye volcano looms over the arena, bathing the venue in shade until the mid-morning. After state-sponsored forays into tennis tournaments across the multiverse, the next step in Kirungabi Itangira Guhera's program to grow Kirungabi's sporting influence is aligned with the promotion of athletics.
