So as long as the former Union Republics don't want it back, no. If Russia wants to make another USSR with just Russia in it, so as long as a large majority of the populace is okay with it, I don't see any issue with it, besides the fact that the Soviet Union was an authoritarian state. Of course, Russia today is authoritarian, but I'd hope that the socialism that a hypothetical new USSR runs under is more libertarian and less authoritarian.
