En route to Nemidia

In the world of diplomacy, one often had many dances partners, and even after only a little over a year on the throne, King Hojin had waltzed with a great many partners. And for the longest, he had danced the waltz with the icy Paras, and had suffered through having his toes stepped on with every half step. Thus, Hojin was finally leaving the floor searching for a better partner. And events had turned him in the direction of the Emperor of Nemidia. Minixus, the aforementioned emperor had long been trying to forge connections with Seoya, first with the Cabinet that had ruled before Hojin had over thrown it, and then with him, forever it seemed, in opposition of Patuania.

This proved fortuitous as Hojin watched the Paras grew displeased with the boundaries that separated his commonwealth from that of Hojin's united kingdom. The threat was barely veiled. Minixus had been quick to jump in, suggesting a conference, for both sides to discuss matters, but neither Hojin nor Kanatus wished to do so, each for their own reasons. With direct diplomatic talks reduced to being a nonstarter, many reeled, concerned as to what the next step would be, whether bring the two great states of the north back to the uneasy comfort of peace, or closer to the harsh realities of war. It was in this state of mind that Hojin had received an invitation, not the first he'd received, from Minixus to come to speak with one another. This, however, was the first time Hojin would actually go.

Thus King Hojin boarded a small twin-propeller jetplane in Hwacheon and set out across the channel to an airfield near Nemidia on which he was to meet with Emperor Minixus, monarch to monarch, man to man. Hojin, bespoke in his tailored suit and iconic eyeglasses, traveled with an added undertone of anticipation, this one more positive than the more overt feeling that he had, for he had been told that there would be a great many gifts awaiting him from the emperor. An enticing promise. For while not vain or foolhardy, Hojin was an avaricious man, eager to get his hands on wealth, both literal and metaphorical. Particularly if he would have to end up fighting a war against Patuania.

Seoyan Coast
Emperor Minixus


Minixus watched the ocean below soar past, and the Seoyan coast fast approach, the load, distinctive roar of the specially outfitted C-18 strategic lift aircraft filling the air, although much muffled inside the cabin. Flanking the aircraft to its left and right were a new addition to the Imperial Air Self Defense Force, the IF-35 Light Multirole Fighter, an aircraft that, while having been in service for months, had still not been announced, as was standard practice with new weaponry of the Imperial Self Defense Force. It was, after all, bad practice to reveal ones hand before the cards needed to be played. This was not the first time he had requested a meeting with the Seoyan monarch, but it was the first time that one of those requests had actually been accepted and acted upon, and Minixus, of course, had come prepared, especially given the new developments. The sudden attention of the Paras towards the Seoyan border had certainly caught the Emperors attention, and the last thing he wanted was to trade his relatively amicable Seoyan neighbor for a very much so unfriendly Pataunian one, it was no secret that the relatively Pacifistic Nemidian and the warlike Pataunian did not like each other, Minixus and Kanatus had demonstrated as much at the first conference between the three nations before the Seoyan monarchs ascension to the throne.

Behind the aircraft he was in, another one of the same type followed, both aircraft being painted black with no identification markings, and an additional pair of IF-35s flanking it as well, with two more pairs of IF-35s each taking up the front and rear of the formation respectively, Minixus had anticipated that an attempt to intercept the formation would potentially be made, and had decided to come prepared with more than enough firepower for most situations. However, if things went to plan, they would not need to fire a shot, not yet. Minixus was no fool, and his own generals and advisors had started warning him of the possibility of an imminent outbreak of war as soon as the situation had become apparent, and he already knew full well that such a war was likely to spill over and drag him, his empire, and the rest of the League of Armed Neutrality into the fray, and he knew that preparations needed to begin being made.

The aircraft began dropping altitude with a surprising gentleness as the formation approached its destination, and before long, the massive aircraft, which had made its debut during a League deployment elsewhere, touched down on the runway, and came to a stop in a surprisingly short distance. Minixus stood up, and made his way to the cargo bay in the belly of the aircraft, which taxi'd to its designated point, and the tail of the aircraft split open, the two massive rearward cargo bay doors swinging open, and a ramp swung down, and the Nemidian emperor walked down it, the cargo bay of the aircraft filled to the brim with crates, some of them marked with numbers, specifically 8x92mm, hinting at what they might contain.

The Emperor gave a smile and shouted "I promised gifts, and I Know that you will like the gifts that I have brought."

King Hojin’s small plane had landed on the airstrip, and he and a few guards had exited as they waited for the arrival of the Emperor of Nemidia. Hojin had looked to the skies as the dark bloats against the horizon grew larger and larger until he saw the approaching aircraft coming down for a landing on the airstrip. A large plane, though Hojin. That bodes well for a great number of gifts. That brought a small smile to the king’s face.

That smile however had disappeared as the doors of the massive Nemidian aircraft opened and out stepped Emperor Minixus flanked by a literal cargo hold of crates. Hojin’s eyes flickered to the printed numbers and letters on the nearest crate. Weapons? Hojin had expected as such. Excitement grew in him. Though he had tried to make leaps and bounds for his nation, there was only so much that could be accomplished in so short amount of time. Weapons and high grade machinery production was still low, the Seoyese economy dominated by textiles and agricultural products still.

It had been a key point in his alliance with Patuania, the purchase of arms. After all, the Patuanian arms manufacturing oligarchs understood the need for Seoyese militarization, given how they had all but directed the coup that had ultimately, put Hojin in power— as most had started to ignore the months under the Na Regime, which had been the actual government the Patuanians had installed and the same that Hojin had overthrown. It was simply the fact that he had, at first, maintained those friendly relations with Patuania.

Hojin put his heads in his pockets as he approached the plane and the Emperor, his eyes tearing away from the crates to focus on the man. For a man who lead a nation of peace, he seemed awfully prepared for a fight. Not a bad thing in Hojin’s book. “I do love gifts. I wasn’t aware you knew me quite so well. Though I’ll reserve if I like them or not for when we get to actually unpacking them, no?”

Minixus smiled and said "Of course, and I dont think you will be disappointed, although I will say before hand, priority was given to anti armor weapons over infantry weapons, my analysts have studied Pataunian involvement in conflcits such as the Imaratian civil war, and made the decision to send weapons based on what was observed in those studies, so you should notice a trend with the types of gifts that were chosen, and of course, depending on how things go moving forward, there may be more, much more, from where these come from. Do not be alarmed that there is so much, after all Nemidia has an alliance that it has to keep weapons available for should they need them, these are simply some of the weapons from those stores. One does not remain peaceful without keeping enough means to defend it from those who wish to disrupt that peace.."

Minixus waved for the Seoyan to follow, before coming to one of the crates, and with the sound of clicking latches, opened one, revealing neatly arranged launchers, and lifted one out, and offered it to the monrach before saying "I believe these would be more than ideal for helping level the playing field a bit against Pataunian tanks."

Hojin nodded, listening to Minixus. He could understand where he was coming from and he considered the anti-armor approach one that was perhaps very beneficial to Seoya. He had seen with the invasion at which Minixus’s own wife had been at the head at, that heavy and well trained forces could have a devasting impact on even Seoya’s larger numbers. Of course military training had become far more rigorous under Hojin, but like the economy, it would be years before the crops he seeded came to fruition.

Going head to head, at the moment, was not a viable action. Hojin’s mind instead raced with defensive positions and operations. To halt any invasion force and strike at the main infrastructure of that enemy operation. Very useful indeed. “If one wishes peace,” Hojin said absent mindedly as he followed him over to a crate. “Better prepare to fight.” He’s attention however was caught on the launcher as Minixus lifted it out and handed it to him. Hojin took it eagerly. Raising it up to his shoulder as if he were going to fire it.

“What’s the rage and fire power of one of these things?” he could already picture a long line of Patuanian tanks rioting over the flag wooden landscape of Seoya, only for a patriot to squeeze a trigger and send them exploding in a brilliant light display of nationalism.

Minixus thought for but a singular moment before speaking, remembering his own introduction to the weapons.

"They have an effective engagement range out to about three hundred meters, however, with the shaped charge shells designed for them, they can pierce about three hundred millimeters of steel, or about eleven inches, and the weapon is capable of firing a variety of shells, including flares, high explosive and smoke, giving the weapon a degree of flexibility that more dedicated, disposable launchers usually do not have. However, the recommended use is in an ambush position in a wooded, mountainous or urban area, and in pairs or trios, with the first shot aiming to disable the tank with a shot to the tracks, engine or transmission, and following shots aiming to either disable the gun or set off ammunition, although the latter is a difficult task for an untrained shooter, so aiming to disable the turret of the vehicle in question would typically be preferable, and with lighter vehicles, always aim for the area near the engine. A vehicle that cant move is a sitting duck, but we will handle the issue of training on the weapons here in time if the opportunity presents itself, any weapon is only as good as the soldier using it, even the worlds best weapons can fail if used improperly."

He then opened another crate, this time revealing a crate full of Nemidian made water cooled heavy machine guns, antiquated in appearance, but a weapon that was still very much in heavy use by the NISDF, curtesy of their reliability and the fact that they could sustain fire for longer than their air cooled counterparts, so long as they had a supply of water on hand, and alongside them were both tripods for infantry use, and a set of mountings that could easily be bolted to a vehicle, for vehicle born use, which would make the weight of the weapon and its water a non issue.

"Of course, launchers are not the only gifts that I have brought."

Hojin set down the launcher as he followed Minixus opening up the next container. He could picture its effectiveness in an ambush. Such a mission in the mountains would be rare in Seoya's defense, save in the southeastern region, though the risk of letting such weapons fall into the hands of that ever disgruntled populace was something he was want to avoid. He imagined that even with a round or two of basic training a squad could surely be able to know how to take down a tank or two dozen. He mentally started to calculate how many he would need to field his military effectively.

"I see," Hojin said as he looked over at the weapon. "I quite the gun. I recall using a few machine guns during my days at Beongjan, very efficient, though hauling water doesn't make them great for quickly moving infantry led frontlines." Hojin had been in the Seoyese military before becoming king. Indeed his actions at the Battle of Beongjan had been what had gained him fame and propelled him to the great heights he was at now. Hojin smiled thinking of how the bullets had torn through the dissenters who had stood against him. That battle had earned him the nickname of the Butcher, one Hojin didn't find all that terrible, nor inaccurate.

Minixus shook his head and said “no, these are really more for fixed or vehicle mounts, where their weight is not as much of an issue. However, those are not are not the main attraction. That is these, a weapon that will help to mitigate Pataunias naval advantage.”

He lead the man over to a larger set of crates, and reveal a large anti ship missile, typically mounted on warship, however, Minixus wanted to use Seoya to test the weapon in an…unconventional role.

“These are standard issue ship to ship missiles typically used aboard Nemidian warships, however, some engineers came up with a way to mount these to a large truck, and I have brought several of the necessary conversion kits. Meaning that with a number of trucks, Seoya could sink even a cruiser or a battleship with little risk. Even if the trucks are destroyed, if they succeed in sinking a ship they will have more than paid for themselves several fold.”

Hojin nodded, though his eyes grew wind at the prospect of sending Kanatus' wrecked monstrous ship, the Avengence to the icy depths of the ocean. Hojin did not for a moment believe that the Paras for a moment cared about peace. His launching of that ship was a direct threat against Seoya, which had had a reduced fleet, if one could call it that, following its brief entry and swift exit of the Great Eastern War. Hojin himself had started to work on replacing the leftover blue water ships with new more modern vessels, an effort that had been far more successful with the river fleet.

But to be able to destroy such a large ship from the land? Now that would indeed reduce the advantage of the Paras. Hojin walked around the anti-ship missile, putting his hands in his pocket as he studied it. He could see Minixus' point. a few measly converted trucks would be nothing of a loss compared to taking down a massive money pit of a warship like Kanatus' pet project.

"Now that is something I can get behind. And," asked Hojin, "how many trucks and missiles would you say would be needed to bring down, say, a super-dreadnought in the Borean Sea?"

Minixus thought and said “Hard to say, it would depend where the missiles hit, but they would be devastatingly effective against smaller ships, like protected cruisers, cruisers and destroyers. The missile could, with a well placed shot, destroy those in a single hit, and then there is also the possibility to his enemy logistical ships, like oilers.”

Minixus then said “destroying a single battleship, while devastating is not necessarily a war winning event. The focus should be on targets of opportunity rather than those of prestige. There is also another option, the converting of torpedo boats to carry these missiles.”

Hojin looked away from Minixus, looking at the missile as he pondered the idea of converting a torpedo boat for the purpose of a strike mission. He rolled his eyes, not wishing to be given a lecture on military tactical theory. He was aware of the rule of opportunity. Striking at the best spot at the best time as the moments arrived and presented themselves. But Hojin considered the Paras' action well worth an opportunity.

"Morality is often as big a factor in success in conflict as tactical victories," Hojin said. "Though from how you've talked about these, one might imagine that prestige and strategic targets could both be struck at no?"

“Potentially, unless of course the target of prestige is what the enemy wants you to hit, you have to consider, if an enemy is making hitting such a big target that easy, then it’s likely a trap. Let me ask you this, you’ve just built the biggest battleship in the region, would you send it off by itself, unless you want it to get hit?”

He looked at Hojin and said “Juts because a target is tempting does not make it a good idea.” Minixus then said “The Paras is looking for any excuse to go to war without looking like the aggressor, don’t give him the excuse he needs.” He then said “It would make what I have to offer next impossible to make true on and justify to the league.”

He then said “My next gift is in more than just materials, it’s three wings of volunteer pilots and airmen, including logistical personnel, totaling some eighty aircraft.”

Hojin huffed, breathing heavily out of his nose. Minixus had a point. Attacking a Patuanian warship, particularly while it was out at sea would he just the kind of casus belli that would give the Paras the legitimacy of an attack. At least on paper. But Hojin wasn’t confident that a last of cause would keep Patuania at bay for long. If he was willing to lure a battleship for such a trap, who was to say he would completely fabricate something?

“Three volunteers wings…” Hojin thought of the relatively lacking air forces of the Borean states. To his knowledge, only Raudoya’s was actually quite formidable. Eighty aircraft would be a grand amount in the region. But he was seeing the catch of the gifts, listening to Minixus’ wording. “But I they’d only be justified in a defensive war. Meaning I’d have to wait for an attack against my country.”

Minixus nodded and said “In the mean time, there are ways to prepare without being aggressive, submitting an application to the League would certainly go a long way to making the Paras back off. Seoya on its own may be a tempting target, but with the risk of other nations, particularly any own Nemidia and the Genoise, jumping in to assist if the attempt to join is successful, I suspect the Paras would be much less inclined to test his luck. I intend to bring the same offer of joining the league to the Celestial Empire, right now, strength in numbers is the way to go, however, such efforts could take months potentially, as I do have to go by an actual vote of the league on the matter. In the mean time, I will provide instructors and head combat engineers to help with training and preparation of subtle defensive structures, such as tunnels and underground gathering points and arms depots, which will be much harder to destroy from the air or with artillery.”

He paused for a moment to let it set in and then said “For now, the best course of action is patience and caution, keep an eye on areas you think the Paras does not want you watching, for example, your land borders, but don’t make any actions based on rumors, if you have to, use commandeered civilian aircraft to gain what intel you can without provoking the Pataunians. Information is a valuable currency. On the Geopolitical scale, do what you can to make yourself look innocent in this situation, the more you make Kanatus look like an unjustified aggressor, the better.”

This has been another part of the reason Minixus had brought him into the plane, a negotiating room or palace room was likely to be hugged, but the cargo hold of an unmarked plane was not.

Hojin chewed the inside of his cheek. And there were the jaws dropping shut on the trap. The League of Neutrality. It was an issue that Hojin chewed on. He loathed the idea of joining the league, for it would be an unpopular decision in Seoya. The Seoyese people had seen the previous alliances all end in abject failure. Would third time be the charm? Hojin doubted that. Nemidia and their pacifistic neutrality was a restraint on all its league members.

“Intel collection is a possibility, though much can happen months.” Hojin considered the Celestial Empire, he had not forgotten them, sharing a dislike and admiration for the southern sleeping giant. “But I suspect that even if you present Seoya as a potential member of the League of Neutrality, should Kanatus do anything before you get the others to vote in my favor, It’s hard to see someone like the Queen of Genes or the others welcoming us into the fold.”

Hojin turned back to Minixus. “I can do what I can to deter conflict, your suggestions have a great deal of merit. But things are unpredictable. So, does your offer of volunteers and training still stand with such odds of failure in play?”

Minixus looked to Hojin and said "I am aware of the unpredictable nature of the situation, and I do have a number of back up plans, including the possibility of attempting to use one of my other projects to lure the Paras into making a different move, but that is a wild card I will play if the situation demands it. As far as training and volunteers, yes, it will be available, especially if an attack occurs."

He then said "Of course I cannot guarantee what the other league members will do, however, in the mean time, perhaps an agreement with the Celestial Empire, even a temporary one , could make for a more immediately available option, I know you feel no lost love for the Celestial Empire, however they share not only your dislike for the Paras, but I know that You, I and the Celestial Emperor would all agree that a Pataunian controlled Seoya would be in the best interest of no one."

The Nemidian Emperor then said "and lets not forget, I am just as much a target of the Paras as you are, all things considered, as it stands, Nemidia is one of the only Northern nations that Kanatus knows for certain that he cannot control until he gets rid of me. If Seoya falls, and no one does anything about it Nemidia and the Celestial Empire will be next, because success in Seoya will embolden the Paras into thinking he can go further. So this is one of those cases, where I will only be able to stay on the side line for so long without risking the future of the Empire." he then said "And my plans are too close to succeeding to let it slip away now."

Hojin let out a short bitter laugh. “I guess it’s a matter of the lesser of two evils. No offense.” Though the two evils he referred to were the Celestial Empire and Patuania a previous threat, who had taken a nibble out of Seoya, and looming threat that would likely go for a larger chunk respectively. It was also comforting to think of the own sense of self preservation, as it felt like a more honest motivation.

“If you can get the Celestial Emperor to agree, then very well. If I am to suffer having to wait and prepare to get punched in the face, at least I can do so with two empires behind me,” said Hojin. And if they ended up taking the lead, well who Hojin to get in the way. Ideally he might even be able to sit back and let them fight it out.

“I suppose self preservation makes strange fellows of all leaders.” Hojin paused for a moment before adding, “certainly when we have such grand plans set in our minds for the future.”

Minixus nodded and said “Indeed, however it is one of the more trustworthy motives as well, although I will admit I have my own motives for bringing Seoya into the League, although I believe they are relatively benign. Seoya inclusion would create a relative safezone for travel and trade by sea, giving the League an area of relatively complete security and safety for member nations ships.”

He then said “The Celestial Emperor should agree, especially given the recent slights against him and the Celestial Empire by Kanatus.”
