After a long period of negotiation between representatives of the Holy Empire of Deutsch-Francia and the Empire of Austro-Bohemia in the city of Berlin, the two sides agreed to a formal alliance based on a mutual defense pact and a desire to encourage economic prosperity. It was also agreed that this alliance would not simply be restricted to those two nations, but would instead be open for the various nations of the world to freely join, with a particular emphasis on monarchies.
The decision to form this alliance was first proposed in the aftermath of the cold war between the KTO and GENA/GCN, and it intends to remain separate from either faction or its successor organizations. The hope is that the creation of this organization might prevent another rivalry between two major international organizations, and instead champion an order dominated by many smaller organizations that are able to find a way to peacefully cooperate with each other.
Berlin-Vienna Treaty on Common Defense and Mutual Economic Prosperity
1. All parties involved agree to a mutual defense pact in which an attack on one party is to be considered an attack against all parties.
1a. Each party is to spend a minimum of 2% of their respective state's GDP on defense with the aim of ensuring that all member states are able to effectively enforce the mutual defense pact.
2. Corporate entities that are originally from member states of this pact and invest in other member states are to receive a 5% tax cut from the nation where they are registered in.
2a. Member states will maintain a 5-7% tariff on specific industries considered to be important for national defense, including the arms manufacturing sector and certain elements of the IT sector.
2b. The aforementioned tariffs will apply only to non-member states who do not already possess a free trade agreement with a member state.
3. Any state which expresses a desire to become a member state of this agreement must submit an application to the Holy Empire of Deutsch-Francia or the Empire of Austro-Bohemia and agree to its terms. Once the application is received, it will be reviewed by the government in Berlin or Vienna, who will determine whether to accept or deny it.

3c. Once a nation is accepted, they are to adhere to the terms of this agreement.
3d. A nation which becomes a member state can be either blacklisted or removed from this alliance if the majority of member states vote in favor. These options will only be considered in instances where a member state either goes to war with another member of this alliance or undermines this alliance through other means.
3e. Nations classified as one-party totalitarian regimes are forbidden from joining this alliance. Thus, any application from such states will be automatically rejected.
3f. A member state which has a desire to leave may do so after having been in the alliance for two weeks. After that, said nation must continue to abide by the terms of the alliance for two more weeks, and then after that they are formally no longer member states of this alliance and are no longer required to abide by its terms.
4. Once established, this alliance is forbidden from merging with any other international organization.
5. The member states of the alliance will commit to handling their disputes with other member states peacefully.
5a. This agreement also establishes the alliance council, which is where issues that are considered to be handled by the entire alliance will be dealt with.
5b. All member states of the alliance are free to submit and vote on resolutions presented to the council of the alliance.
6. With the signing this treaty, the Berlin-Vienna Pact is hereby established as an international alliance open to accepting new members.
