Clause 2 reads, to me, as contradicting almost every resolution yet passed, as almost every resolution in some way (Great or small) directly interferes with how nations are governed. Is the Charter of Civil Rights not a direct interference with how discriminatory the state can be? Is A Ban on Forced Disappearances not a direct interference with how to remove dissenters using secret police or paramilitary? Is Read the Resolution Act not a direct interference with a governments fundamental right to be elected to lead, not to read? Unless, of course, you go with some variant of the strict reading-logic that GenSec applied to the rule, at which point the clause only interprets appointing and removing heads of state or government as direct interference in the government of a nation, and then it becomes meaningless.
