[Q] Monetization policy

OSRS wrote:Monetization/Gambling: It is against site rules to use money, a substitute thereof, or any good/service with equitable use (NS Store purchases, game keys or vouchers, e-giftcards, etc.) to incentivize or monetize any activity on NationStates, to include but not be limited to: joining or participating in a region, joining or participating in a thread, joining an alliance (roleplay or gameplay), etc. Similarly, it is against site rules to use the same as a "reward" for participation in any of the aforementioned or any "game," "contest," etc.

Specifically, would I be allowed, or not allowed, to make the following offer:

If you write a legal repeal of either of the WA Resolutions "Prevention of Torture"/"Ban on Slavery and Trafficking", I will buy the stamps necessary to run a TG campaign for that proposal for you.
I am interpreting the rule as meaning probably not, but I'd like to ask for clarification.

Thanks.

From all the examples of breaking this rule, it would definitely be one of the less harmful ones, but unfortunately it is still against the rules.

Thank you for checking in first.

Point of clarification. If, instead, the condition was:

If you write a legal repeal of either of the WA Resolutions "Prevention of Torture"/"Ban on Slavery and Trafficking", I will run a TG campaign for that proposal for you.

why wouldn't that be legal? After all, there are ways to run a campaign that don't involve the purchase of stamps.

For the record, I've done this on more than one occasion to help a newbie author with an idea that I thought was worth pursuing (and I know I'm not the only one), and, for the record, each time I used stamps, but why should it matter that I choose to use stamps instead of choosing manual TGs or the API?

That, specifically, would be fine.
