The Second American Revolution, sometimes known as the Glorious Revolution, was an event that should have been expected. In 1890, because of various factors, the Sherman Antitrust Act fails; between this, and a different series of elections, the Pinkerton Armies of the capitalist class went unhindered in their work; monopolies and the bourgeoisie elite began to more and more openly control the United States and its interests.

By 1910, the Electoral College and Congress were more beholden to the “National Trust,” as the most powerful and rich called themselves, than they were to any of the people. Civil unrest had become commonplace, and due to business interests aligning, the US still entered into the Great War because of the potential profits that could be gained by those of significant wealth. Unfortunately, the Great War put an untenable strain upon the American people and workers - and, in 1918, the Glorious Revolution began.

Socialists and communists seized the factories and seized many weapons, and those apart of various state militias joined them due to the massive unpopularity of the War. At the end of the year, the US military presence in the Great War vanished - not to put down this Revolution, but rather, to expedite it. By late 1919, the combined Revolutionary Forces created a Constituent Assembly for the purposes of creating a new Constitution.

On January 1, 1920, the Constitution that was created was ratified. The United States of America was officially reformed as the American Union State. The Union State continued its reforms in order to remove all the last vestiges of the problems of the former governments and constitution. The Union State also began assisting various communist uprisings across the Americas, seeing it as a way to make reparations for the old imperialist/capitalist attitudes that were once held.

In 1925, the Treaty of Panama created the Confederation of American Socialist Republics; to be hosted in Panama, the CASR was to allow for joint efforts between the various socialist states in the Americas and better trade between them to form mutually beneficial bonds. With the 1929 London Stock Market Crash, much of the remaining capitalist world fell into much turmoil; the Union State and the CASR offered aid to these nations, particularly to those who were more willing to employ socialist policies.

The outbreak of World War II and its aftermath saw to the Union State assisting and installing communist governments in the United Commonwealth of Britain, the People's Republic of Ireland, the French Socialist Republic, the Spanish People's Republic, the Italian Democratic Republic, the Democratic Republic of Portugal, the Belgian People's Republic, the Dutch Workers' Republic, and the German Democratic Republic (West Germany). The Union State is also allied with the People's Republic of Japan and the Democratic People's Republic of Korea.

The Second Treaty of Panama created the Panama Pact, an alliance of all communist states. The year is 1960, and the Cold War is in full swing. The Union State-led Comintern/Panama Pact finds itself at odds with the Russian Federation and the Republic of China dual-led Cooperative Treaty Organization (CTO).

Will the Cold War turn hot? Will things thaw out, in the end? Will the world's workers truly unite, or is the Revolution doomed to fall?





Hello, and welcome to Workers of the World, Unite! - an Alt History Roleplay that takes place in a Cold War where the roles are reversed. The idea here is that cooler heads prevail in the Russian Revolutions while the US becomes communist. The KMT in China wins the Chinese Civil War, even as other portions of East Asia fall to the communist bloc.

You will take the role of a nation in this world, either a member of the Panama Pact (whether in or out of CASR) or a member of the Cooperative Treaty Organization/CTO. Or you can play a neutral nation/unaligned nation - whether trying to stay out of it or dealing with a communist revolution (or a counterrevolution as an aspiring Panama Pact member). Other than that, just try to keep things mostly realistic!

IV. No WMDs. Nukes do exist, but only the Union State, Russian Empire, and maybe the ROC should have them; they CANNOT be used anyway, without my explicit approval.

Government Type: Constitutional Unitary Marxist-DeLeonist Socialist Republic: as of the Constitution of 1920's ratification, the American Union State proscribes to follow the principles of De Leonism and socialism as a united body. The Union State has a unicameral legislature; the People's Congress is elected by direct national popular vote, its members representing various Districts and/or Cooperatives directly.

Cooperatives are collectively-owned self-managing democratic institutions that control all aspects of economic matters in cooperation with the People's Congress and one another. Districts are vaguely autonomous zones that replaced the old state system. The People's Congress has 501 members who serve one ten-year term and can be recalled/replaced by their District or Cooperative at will.

The Chairperson of the Executive Committee of the People's Congress serves as de facto head of state and head of government, with the rest of said Executive Committee serving as a cabinet that answers to them. The Supreme Court of the Union State has Justices that can only serve until they are 75, or else recalled by the Judiciary Committee; all candidates are selected by the Chair of the Executive Committee and vetted by the Judiciary Committee before being sworn onto the SCOTUS.

Can I reserve India (including Pakistan and Bangladesh - no partition) that is neutral or capitalist aligned (OK with both)?

[Also have an idea of having British monarch as constitutional King since UK went commie, but I'm willing to drop it]

India is reserved for you...reservation noted. As for alignment, I'd say I don't mind if you choose to have India be a neutral/non-aligned nation or if you want them in the CTO - for now, I'll note them on the roster as unaligned until you app.


In terms of the monarchy... if you can think of a good reason for India to accept a British monarch as their constitutional monarch despite independence, go for it.

You could have a British monarchy exiled to a loyalist South Africa

India in RL was for a short time a Dominion: thinking that with UK falling to socialism, British monarchy would have fled to India and push for monarchy to be maintained in exchange for independence. But if you don't like that explanation, I'm OK with India being republic too. :)

I'd say it's basically IRL East Germany. Since most of northern/east Germany was dominated by Prussia anyways, even if it doesn't keep Prussia's historical capital of Konigsberg, it should check out/work fine.

I imagine it's either independent, or else affiliated with India (since that's where the monarchy moved/is going to be moved, based on the player who reserved India when they get their app up).

Government Type: Federal Constitutional Monarchy

The head of state is Empress Elizabeth II. Elizabeth also claims to be Queen of Great Britain and Northern Ireland, refusing to recognize the United Commonwealth of Britain as a legitimate political administration. Despite her grand title as Empress, Elizabeth has few powers as the powers of the monarchy were severely restricted in the 1950s. She is limited to functions such as bestowing honours and appointing the Prime Minister, which are performed in a non-partisan manner. She is also Head of the Indian Armed Forces.

The Prime Minister is the head of government. He is appointed by the Empress, but must command the confidence of the House of People. The Prime Minister appoints the cabinet, directs domestic and foreign policy, can sign executive orders, and proposes Constitutional Court Justices. He is usually the leader of the largest party of the House. Current Prime Minister is Jawaharlal Nehru.

The Indian Parliament is comprised of three chambers:

the House of Princes has 565 Princes, ceremonial rulers of the Princely States. Since the Reform of 1956, those minor states were integrated into provincial administration (with the exception of Hyderabad State, Mysore State, Jammu and Kashmir State, Baroda State and Sikkim State which retained their monarchs as head-of-state) and so most of those Princes have only ceremonial duties and don't actually reign over any land. The House of Princes scrutinizes bills that have been approved by the House of People or the Council of States. It regularly reviews and amends bills. While it is unable to prevent bills passing into law, it can delay bills and force the other two Houses to reconsider their decisions.

the Council of States has 540 Councilors (12 members from each of the 45 states comprising the federation), elected in single-candidate districts with a FPTP system for a (renewable) six year term. Councilors are meant to represent regional interests of the states and ensure that smaller and less populous states aren't dominated by the larger and most populous states. Bills need to be approved by the Council to be made into law.

the House of People has 800 MPs, elected every four years with proportional representation based on nation-wide vote. They are the most important chamber, as the Prime Minister needs the confidence of the House. Bills need to be approved by the House to be made into law.

Currently India is dominated by two major parties (the secular center-left Indian Congress and the secular center-right Progressive Alliance) and two middle-sized parties (the right-wing Muslim League and the right-wing Bharatiya Janata Party). In both the House of People and the Council of States there are also a dozen minor regional parties that too many to list and usually have one or two elected representatives. The current government is a coalition of the Indian Congress with a number of those minor regional-interests parties.

On a local level, India is divided into 45 States. Hyderabad State, Mysore State, Jammu and Kashmir State, Baroda State and Sikkim State have retained their native monarchs as ceremonial heads of state while the rest have a Governor (appointed by the Empress) as head of state. Governors (or monarchs in the case of the mentioned five states) act on a local level the same way the Empress acts on the national level: as purely ceremonial figures.

Real power is held by the Chief Minister of each state. The Chief Minister is appointed either by having the confidence of the regional parliament or by being elected directly by the people (process differs between states). States also have a regional parliament that is either unicameral or bicameral: this differs in each state since every state has its own regional constitution.

States have substantial autonomy: they are able to levy taxes, retain a sizeable portion of their state revenue, have cultural, religious and educational autonomy, manage their own social security and healthcare programs, and have their own courts and police. This decentralization is meant to keep the peace in a country comprised of multiple ethnic groups and religions.

Territorial Conflicts:

India is currently engages in two territorial dispite:

1. It disputes the Tibetan borders with the Republic of China, even leading to some minor border incidents
2. It does not recognize the United Commonwealth of Britain as legitimate government: indeed, there is a British government-in-exile in India consisting of British Conservative and Liberal politicians that fled the country alongside the monarchy, but it has little effective power and has been sidelined. Nevertheless, the dispute remains.

Alignment:

While India wants to see socialism defeated, territorial disputes with China mean that India is not a formal member of the CTO and is officially unaligned. Nevertheless, India does cooperate with CTO countries on a number of issues and leans to their camp.

History:

The defeat of the British Empire in WWII saw the end of the monarchy in the British Isles, and the fleeing of the monarchy to India. While initially the British Royal Family considered moving to a white Dominion, it was decided that only India had the manpower and resources to potentially retake the British isles. In order to placate the local population, the British Raj was reorganized into the Dominion of India. The native population would be allowed to participate in a meaningful way in the administration but the monarchy retained extensive powers.

As the 1940s passed and British socialism did not show signs of collapse - while the royalist cause weakened - the position of the monarchy also weakened. The native population was demanding that the powers and prerogatives of the monarchy be limited. With the Constitutional Reform of 1953 the powers of the monarchy were greatly reduced and India became a real constitutional monarchy. This was accompanied by the Reform of 1956, which saw many of the minor Princely States abolished in practice and integrated into state administrations.

Indian politics are dominated by two large secular parties and two middle-sized sectarian ones. The Indian Congress represents those who want a secular, progressive India while the Progressive Alliance is an alliance of native aristocrats, those elites that had benefited from British colonialism and those who believe in market capitalism. The Muslim League represents Muslim Indians who fear they will be dominated by the Hindu majority and demand even greater autonomy while the Bharatiya Janata Party represents Hindu nationalists who seek to end the British monarchy and to enforce a Hindu vision of India.

Since the 1956 elections, the Indian Congress and a coalition of minor regional parties have been ruling India. Nehru wishes to win another majority in the 1960 elections. As Prime Minister, he has been pushing for increased spending, protectionism and safeguarding the secular character of India.
