Would quoting a previous resolution in a non-repeal to recapitulate what it does or doesn't do be considered plagiarism? I am asking because my GA draft Public Endangered Species Table contains this passage, which quotes verbatim from GA#465:

And whereas [resolution=GA#465]GA#465: Preventing Species Extinction[/resolution] enacts beneficial law that helps prevent species extinction, and tasks the WAESC with 'Documenting all known species and genetically distinct sub-species which are native to the territories of member nations; assessing threats to the continued survival of the above species and subspecies; [and] creating a list of all species and subspecies threatened with extinction by non-natural causes [...] and a species by species assessment of the short-term risk of extinction', but fails to mandate that [...];


Is this plagiarism?

As you are not claiming it as your original writing, and crediting the original, it is most likely not plagiarism. That said, if your resolution depends on the existence of the other resolution, you may be looking at a House of Cards violation.

These questions should be asked first in the GA thread. The Secretariat controls the rules there. They, not the player, will alert the mods if something like plagiarism requires a mod response.

Past precedent (from the pre-GenSec era) said that citing your source still leaves it as Plagiarism.
Possibly -- possibly --changing this could be discussed by GenSec, but what with the 'House of Cards' rule (andthe 'RL Reference' rule, if your source is from outside NS) the situation would still be iffy.

Anyway, #465's author was Ransium, who is still active in NS: Ask their permission to use that passage, and if they agree then ask them to post to that effect in your proposal's drafting thread, and then there'd be no problem.

I would disclaim all jurisdiction over plagiarism: whatever the moderators rule on it is their business.

As to the House of Cards question, I would permit this kind of reference. It is not a substantive reliance. Only substantive reliance is prohibited by the House of Cards rule per Safeguarding Nuclear Materials [2017] GAS 12. But probably it would be better to clarify that question in the GA forum.

I assumed that would be safe regarding the HoC rule seeing as several recent resolutions use something similar, but that isn't really a moderation question either.
