Stop the black market and create jobs? How?

I have ridiculously low index figures which show that only 40 percent of my inhabitants work and our black hole is only growing, that is, the Black market which now almost corresponds to 30 percent of the budget. Please someone help me, what to do?

I noticed your nation has private enterprise illegal - that usually causes black market to grow. (For example, one of my alts is a Psychotic Dictatorship with extremely low economic freedom, but is also top 1% for black market.)

if you want to lower the black market

you'Ll need to lower the corruption and increase compliance.

Corruption is a major factor for black markets

As for the OP, do note that sometimes the black market will simply increase as time goes on, it's a bit hard to change when your nation keeps getting bigger.

Case in point (note the log scale for both Y axis (Black Market) and Z axis (Pop). The first graph is random addition of data, second graph is largest Employment values added last.

How does one even begin to understand these graphs?

Edit: Is employment mostly linked with socialism (which seems to be either on or off) and not correlated with the economy?

The Employment vs Black Market vs Population is admittedly a little difficult to read, but with Population vs Black Market, while not linear, you can see that the BM tends to increase in general as you get larger as a nation. ^^

For the first graph, high % employed are often socialist nations (i.e. not always the case, but a very highly likely). There are exceptions, of course, such as that one cyan dot. None other than Northern Borland. This was less for the OP and more to supplement or counter the statements above.

EDIT: Seems a little likely for that second question. Here's a supplementary graph! The data is randomly added, so it's interesting to see a bit of a clear demarcation for Economy (color map). Bottom line, Economic Freedom and Employment don't seem to have strong correlations, but at certain points, they do affect the Economy by larger extents.

If I didn't mark my very first graph (the one with cyan-red) with the "Existence of Socialism" metric, I think Employment vs Economy will look like there is no clear correlation. Kinda all over the place. Which is now a bit odd because looking at the red parts, that means nation with -100 EF (total socialist/communist) can be as inefficient as +1 EF (very restricted capitalism, but this is assuming < 0 is socialist, > 0 is capitalist... = 0, I don't know) at those particular spots.

Black market is a hidden black-market-per-capita stat (which can be changed by issues and does not automatically change over time) multiplied with your population (which automatically changes over time and cannot be changed by issues).

The black-market-per-capita stat cannot be retrieved directly (admins have repeatedly ignored requests to add this to the World Census), but can be estimated in a straightforward manner by dividing black market by population, which would be a more useful value to try graphing.

If anything though, larger nations' black market will swing even more wildly than smaller ones, at least in terms of absolute value rather than percentages, since the same modification to black-market-per-capita gets multiplied with larger population for a larger total change. But you'll almost never be able to squeeze black market back down to the level of a much smaller nation.
