Type of Government: Unitary parliamentary semi-constitutional diarchy
Does your nation practice devolution? To a small extent but not really
If so, please describe the powers and responsibilities, in general, of the state compared to the federal government.
If not, please describe the way of governance that the federal government uses to control all of its territory. Firstly, it's a unitary government not a federal government. Traditionally there is a hierarchy in that the Empress is sovereign and still theoretically holds unbridled power, below her is the Rangatira who can rule by decree but can be overruled by the Empress or Parliament and traditionally the Rangatira would be served by the 21 Kaitiaki, or Guardians of each region. Today the authority of the Kaitiaki is more symbolic with most power wielded centrally by Parliament.

OOC: Devolution =/= Federalism so a lot of this questionnaire was quite confusing. This quiz seems to be about federalism, not devolution.

Actually this is a Unitarian country and the "states" are called provinces, but basically governors are sent to these provinces to ensure the people there are in their place, but also to ensure that the citizens are fed and that even the more impoverished of families are given access to healthcare and education, among many other things.

Does your nation practice devolution? no
If so, please describe the powers and responsibilities, in general, of the state compared to the federal government.
If not, please describe the way of governance that the federal government uses to control all of its territory.
The nation's central goverment(sometimes called Imperial goverment) is rulered by Emperor Bigpip with a council which helps him govern. The emperor hold both executive and legislative power, with the council having some of that legislative power. Citizens may vote on issues directly through petitions, petitions first go through local and regional goverment before going to the central goverment. Council member are sometimes elected by citizens and sometimes appoited by the emperor. The goverment overall is a regionalized unitary state.
The means of production are mostly colectivly owned by workers, with few being owned by goverment bodies. The national economy is decentraly planned by local worker councils, which actions are overseen by the central goverment. The central goverment doesn't get involved in the economy often, outside of inspections. Money was also abolished. The empire has a closed economy, meaning only the emperor and the imperial council can offer trade deals with someone outside the empire. Others need explicit permission.

7. To establish Post Offices, Postal Routes and Post Roads; to keep it in civilian hands.
8. To promote the progress of science and useful arts by securing for limited times not to exceed 20 years to authors and inventors the exclusive right to their respective writings and discoveries.
9. To constitute tribunals under the Court of the Commonwealth;
10. To define and punish piracies and felonies committed on the High Seas, and offences against the Law of Nations;
11. To To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water;
12. To raise and support Armies, appropriated monetarily 2 years at a time; maintain a standing Navy; allow for a Combined Defense Force under the Civil Power. To make Rules for the Government and Regulation of the land and naval Forces;
13. Call forth the Militia in a limited manner.
14. Confine itself to exclusive legislation over Heatherbrook Canton only, to be the Seat of Government of the Commonwealth of Narland, and to exercise general authority over all places purchased by the Consent of the Legislature of the member State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings.

The States
The powers of each member State of the Commonwealth are delegated by its constituency. They vary according to its Basic Law, its Constitution, and Bills of Rights. They do the things typical of a sovereign liberal state except that which is exclusive to the Commonwealth government. The State of Yakama has the least delegated powers 85 (the Citizens of the having the most reserved powers allotted to them), and the Canton of Allemen has 322 (the least).

I cannot list them but a quick Internet search of the Constitutions of Idaho, Wyoming, Hawai'i, and Maine will give a good awareness of what a member State of the Commonwealth may be like.

In general, the provincial and federal governments are designed to run in parallel. For example The state government is responsible for local management, such as repairs of things like a city's tram lines, while the federal government would regulate and repair the city port and train lines. So the port would be exclusively managed and staffed by the federal government while obeying city ordinances, while the tram lines would be designed to at least federal safety standards but built by the province.

Does your nation practice devolution?
The term devolution is innacurate, as it suggests that state governments are granted powers by the federal government. This is not the case in Estrago. All powers lie within the individual states, and they grant selected and limited powers to the federal government. Furthermore Estrago is organised according to the principal of subsidiarity, i.e. each task should be assigned to the smallest possible jurisdiction (federal > state/cantonal > municipal).
If so, please describe the powers and responsibilities, in general, of the state compared to the federal government.
The federal government is responsible for criminal law, regional planning at the national level, planning of infrastructure of national importance (railways, motorways, airports to some extent), civil law, national security and the military, forreign affairs, legal framework of healthcare and health inssurance, protection of environment and herritage/culture in broader sense, communications (telecommunications, mail, internet), the national grid and energy strategy. All other fields are the exclusive domain of the state level. The federal level cannot overrule the states in matters where it has no powers exclusively granted to it by the constitution. The federal level also relies on the states to police and enforce its laws; it has no power to enforce any laws itself.
