If people are in jail because someone thinks they show a trend of crime or they may be a criminal after months or years, many people will be treated unjustly. In fact, it is good to give them comfort and help to let them on the right way, but obviously not jail.

If we back to the idea of "country" we will find that all of the current countries are "nation-states" which means there is a major nationality in each country. No matter how it welcomes immigrants or develops variability of minors, it is still a country base on nationalism to unite its major nationality. Also, the country has a border and all people within the border have a citizenship which separates them from other countries' citizens and creates patriotism to unite all citizens.
