I would remove most of these lines and replace it with "Concerned that mass conflicts over resources will eventually arise from demand fuelled by unsustainable population growth.".

You propose that each individual nation should expand their own bureaucracy to comply with not only enforcement of this legislation, but also record-keeping. You should take advantage of the allegedly infinite bureaucratic might of the WA and create yet another pointless WA office to enforce this legislation. I suggest you add the following clause: "Establishes the Bureau for the Restriction of Anticipated Population Surge, hereafter referred to as BRAPS, to carry out the following duties:", your clauses should be reworded such that BRAPS will be responsible for carrying out such duties or oversee and regulate duties that each individual nation is responsible for.

I suggest removing clause 2b altogether, since any existing national legislation is voided by conflicting GA legislation.

A clause like this doesn't need to explicitly mention the requirement for increasing density in urban and suburban areas; increased density is a consequence of having less land to build on.

Article C and anything after it are redundant, as they do not mandate nations to do anything. Either reword it or don't include it at all, personally I don't think it's particularly relevant to the rest of the proposal.
