Photoshop is a good option, you could also use something like Azgaar's map generator.

And to actually post it in a dispatch, you have to upload it to a website like imgur or imgBB. I suggest you use imgBB because it gives you the whole linked BBCode. With imgBB once you have uploaded it, just copy and paste the BBcode into your dispatch and you should get the picture to appear.
