Hello, this is my first attempt at a WA resolution, so I am open to all feedback, including the legality of this whole thing, more general feedback on the actual content, or even possible additional articles to the resolution. Unfortunately, I am occupied with school most days so do forgive me if I do not show up to discuss (or maybe defend) my resolution. I hope you find it to be interesting and something worthy of being submitted to the WA. The draft resolution can be seen below (sorry if the formatting is off near the end, I am not used to formatting on NS)
On the Advancement of Diplomacy
The World Assembly,
Acknowledging that diplomacy is the basis of international relations and intergovernmental organizations such as the World Assembly (also referred to as the WA),
Concerned that many member nations lack sufficient diplomatic capabilities to adequately conduct international diplomacy and dialogue, which constitutes a severe and dangerous deficiency,
Recalling the World Assembly’s commitment to neutrality in matters of civil and international strife, as stipulated in Article 10 of WA Resolution #2 “Rights And Duties Of WA States”,
Convinced that helping improve the diplomatic capabilities of nations is compliant with this commitment and that simply creating the basis for diplomacy, but nothing more, is a preservation of neutrality,
Concluding that this cause is a worthy one and desirable,
Hereby:
1. Defines “diplomatic capacity” as the ability of a nation to adequately conduct diplomatic affairs with other nations,
2. Defines “capacity building” as the systematic process of a nation, sometimes with international assistance, to progressively develop the ability to adequately conduct their own affairs successfully,
3. Uses the same definition for “diplomat” as stated in WA Resolution #22 “Diplomat Protection Act”
4. Establishes the World Assembly Diplomatic Development Program (henceforth, referred to as WADDP), to which all member nations will contribute to, and to which is tasked with the following:
A. Collecting member’s contributions with the help of the WA General Accounting Office and WA General Fund, as is stipulated in WA Resolution #17 “WA General Fund,”
B. Determining which nations are in need of support in relation to their diplomatic capacity and to subsequently supply assistance accordingly to bring about capacity building,
C. Ensuring funding is used in nations for the establishment and preservation of post-secondary programs and institutions focused on the education and training of future diplomats,
D. Ensure funding goes to elementary, secondary, and post-secondary educational institutions in the hopes of promoting and creating clubs/student organizations where both interaction with diplomatic issues and the fostering of diplomatic skills can begin to occur,
E. Establishes a WA Diplomatic Academy which will exist on neutral territory and will be granted said territory in the same fashion as that of the WA Headquarters as stated in WA Resolution #8 “World Assembly Headquarters,” to which prospective diplomats from any nation may attend for diplomatic education and training if they feel their home nation cannot provide adequate schooling,
5. Prohibits interference by nations in the work of the WADDP that can not be justifiably demonstrated to be required, and empowers the Compliance Commission of WA Resolution #390 “Compliance Commission” to investigate such situations,
