There is a story about a shining city upon a hill - a beacon to all that prosperity is possible despite adversity. The story of the city upon a hill has often been used to refer to many things as a metaphor; or, perhaps, it is a story that is used as what a place or group of people aspire to be. Regardless of its use, that story has been an inspiration since its inception for all.

Today, the Free City of New Amsterdam stands tall as that city upon a hill. Founded after the end of the Third Anglo-Dutch War as a compromise regarding the territories of New Netherland and the interests of the Dutch West Indies Company along with British interests in the region, the Free City was effectively a semi-autonomous port city that was nonetheless operated by the Dutch West Indies Company primarily.

And, when a century later, the Thirteen Colonies rebelled against their British overlords, the Free City took part as well - seeking its own independence, because of its predominantly Dutch population that continued to grow. At the Treaty of Paris talks when the Revolutionary War ended, the Free City's peoples gained their own independence as they sought and negotiated a special deal: the Free City would be an independent and sovereign port city that would allow the free trade of goods from the United States and Europe to pass through it for a cut of all profits, as well as producing its own goods from its rapidly growing industrial center.

The Free City continued its rapid growth over decades, becoming a shining and powerful economic jewel in the West as well as on the American continent. Due in part to their success and their diplomatic ties, the New Amsterdammers felt secure in their freedom and independence. However, American imperialism and ambitions sought to conquer the Free City and integrate it into the State of New York.

Seeing this as an attack on the Treaty of Paris, both the British and Dutch governments became invested and involved in seeing to the Free City's continued sovereignty during the War of 1850. In the aftermath of that war, the Free City of New Amsterdam was given the rest of Long Island, and ceded some territories from Connecticut, New Jersey and New York. Despite this humiliating defeat, it would take only a decade before New Amsterdam and the US would make amends with one another when New Amsterdam lent its economic and military assistance to the Union during the American Civil War.

Afterwards, New Amsterdam and the US had a slightly colder but nonetheless amicable relationship. During the First World War, New Amsterdam lent much and crucial industrial support to Britain and, when possible, the Netherlands. The US eventually joined the War as well, on the side of the Allies. While the US ended up entering a Prohibition era, the New Amsterdammer government continued to sell and produce alcohol - leading to a stark shift in population as new American immigrants, both temporary and permanent, sought to gain access to alcohol despite the Prohibitionists. Likewise, this gave New Amsterdam a reputation within the US as a haven - either for crime and corruption or for freedom and peace of mind, depending on one's perspective.

Another major event during the 1920s was, of course, the League of Nations' founding - where New Amsterdam offered to host the League, as it was a predominantly neutral party and an international city. When the Great Depression hit, New Amsterdam was one of the most severely hit nations - for its economy was almost entirely reliant upon trade, which had massively slowed down in the aftermath of the economic near-collapse. In the Elections of 1932, the Free City came to be peacefully under the power of a coalition of socialists, communists, and syndicalists despite attempts at interference by Americans.

During World War II, between New Amsterdam's new socioeconomic policies and the new industrial demand, the Free City seemed to have an economic miracle that nonetheless saw it come out of the Second World War as an extremely prosperous and wealthy nation - one that operated under the principles of democratic socialism, predominantly. Fear and paranoia on both sides led to a cessation of relations between the Free City and the United States for the duration of the Cold War, with the exception of the diplomats/representatives to the UN for the US going to New Amsterdam as the Free City continued to host the international and intergovernmental body.

With the fall of the Soviet Union, however, US-New Amsterdam relations warmed considerably - and, by 2000, the Free City and the United States dismantled most border fences/walls and resumed a more free trade/free movement agreement between them.

The year is 2010, and the Free City of New Amsterdam stands as a shining city upon the hill for the world to admire; while it is by no means a military superpower, it is most definitively the most economically and politically influential nation in the world - the United States and the People's Republic of China, perhaps, as its only competitors.





Hello! And welcome to A City Upon the Hill, an alternative historical roleplay set in mostly modern times. In this RP, anything after the end of the Third Anglo-Dutch War is mostly fair game to change - unless, of course, it is a stated event in the OP. While by no means is New Amsterdam the only Free City necessarily, it is by far the richest and largest (basically, think Singapore of the West, but as a democratic socialist/libertarian leftist state) - so feel free to create one of your own, somewhere, if you can justify it.

As might be somewhat obvious by the premise itself, nations don't necessarily have to be hyper-realistic nor do the events they underwent - but at least some level of realism is very much preferred. Keep it as grounded as is possible, but there is some leeway. Just remember that I, and any Co-OPs I decide to designate, decide where that line is. Anyways, let's get this show on the road, I suppose!




RULES:

I. I am the OP. My word, and that of any Co-OPs I designate, should be taken to be the law of the land.
II. The NationStates rules apply here, as should be obvious. But generally, don't be a dick, and don't do anything that necessitates NS Moderation intervention. Consider such actions worthy of an automatic ban from participating in this RP.
III. Realism: keep things modern tech, and keep history mostly consistent with stated events if they are something your nation should have played a role in. Minor divergences are fine, but generally, you can tell where things stand. I will give some leeway if and when possible, but don't take that as a blank check to be a second Mongolian Empire or something.
IV. No godmodding, metagaming, etc.
V. Tying into Rule IV, Standard RP Etiquette is a must.
VI. No one-liners; try to get at least two or three paragraphs, per post.
VII. WMD use is strictly prohibited in IC, even if your nation has them.

Points of Divergence and Non-Divergence:
Note: This list contains divergences not explicitly listed in the OP established history, but more implicit things. Heed them, please.
  • The American Revolution, the US Civil War, World War I, World War II, and the Cold War still happened. The first four pretty much ended as OTL (except, y'know, New Amsterdam existing), even if the players were slightly altered internally. The Cold War period could've gone differently at some instances, just know that it did happen.
  • There was no 9/11 here. The World Trade Centers are probably still hosted in New Amsterdam. The One World Trade Center/Freedom Tower building might've still been constructed, if a lot earlier, but if anything it is a third fairly important building to the World Trade Centers buildings overall.
  • While the People's Republic of China is referenced as a power / state that exists in competition with the Free City of New Amsterdam, it nonetheless can be smaller than OTL if players are interested in playing as East Turkestan, Tibet, a capitalist/nationalist “South China,” or whatever. But do note that the PRC does exist, in whatever capacity, and is a world power to some degree.
  • Amsterdammer Socialism (a slightly different form of De Leonism) is the official terminology for the finalized/fully executed ideology that underwent several reforms during the Great Depression/WWII/Cold War era. It is considered very different from “Soviet Communism” / Marxism-Leninism - and that's because it is. Marxism-Leninism probably doesn't exist anymore, barring the PRC if the PRC player does some tweaks there. Amsterdammer Socialism/De Leonism is likely a more prominent ideology, however, to varying degrees.

Government Type: Constitutional Unitary Parliamentary Directorial Socialist Republic with Direct Democratic Aspects
Government Explanation: By the Constitution of 1933 (which has been amended several times in the intervening years), the Free City of New Amsterdam is governed by three branches: the People's Assembly (replacement of the City Council) as a unicameral legislature that is given the ability to create laws, etc.; the executive branch, known as the Secretariat, is led by the various Directors, Secretaries, or Ministers of various executive departments/ministries/agencies - each given a responsibility to run one aspect of the executive branch, answerable to the Assembly and one another.

The exception to this is the President, formerly titled as the General Secretary, as the President is the face of the city-state. The President resolves disputes among the Secretariat, is given the final/deciding vote if the Secretariat cannot decide on a matter, and represents New Amsterdam in international affairs such as at negotiations/talks with other nations. The President can nominate any member of the Secretariat as his or her Vice - a nominal title only important in the case of the President's death or resignation, as the Vice temporarily assumes the Office of President until such time as the People's Assembly confirms or removes them.

The Constitution also dictates that, should a petition reach a certain number of signatures - whether for an electoral recall, a legislative veto or reconsideration, or for creating a new peace of legislation/a constitutional amendment - there will be a popular vote in which all citizens of New Amsterdam are legally obliged to participate in.

If the majority passes it, the People's Assembly undergoes electoral procedures early in that a new national election will be held for members of the People's Assembly (as the executive only serves as long as the current legislature does, plus however long it takes the new legislature to nominate and vote in a new Directorate) in the case of electoral recall; the named piece of legislation is vetoed in the case of a legislative veto (or else reconsidered by the People's Assembly, in case of failure to pass); the People's Assembly must consider the piece of legislation that was created by the petition/people; or else, the amendment automatically passes, with the Director of Constitutional Affairs (a sub-department serving under the Ministry of National Affairs) noting it down for public record.

The Supreme Court of New Amsterdam is the highest judiciary body and has final say on all criminal, civil, or constitutional cases; Justices are appointed by the Minister of Justice with approval of the Judiciary Committee of the People's Assembly, and serve until they retire mandatorily at age 70, resign before then, or are removed from office by the Judiciary Committee for failure to uphold their oaths or duties. There are five Justices, with the Chief Justice being a rotating position that changes every year from among those five and abstaining from voting until or unless there is a tie-vote among the other four. Members of the Supreme Court must have a deep understanding of civil, criminal, and constitutional law and have served in some lower capacity within the justice system as a lawyer or judge; generally, this means the youngest Justices are in their 40s.

Elections for the People's Assembly are held every five years, or if there is a popular petition that exceeds a certain number of signatures and the popular provision passes popular vote (which has not happened since 1990). There are 501 Assemblypersons on the People's Assembly, each representing an equally-populated and roughly equally sized District within the Free City.

On a Constitutional level, trade unions/workers unions and “megacooperatives” are the main economic bodies within the Free City, with special exemptions made for corporations that allow unionization and do not meddle in the affairs in their unions; all of these bodies work with the Economic Committee of the People's Assembly and the Ministers of Trade, National, and Foreign Affairs through representatives to ensure a comprehensive economic policy/industrial and agricultural plan for the Free City as well as to oversee trade, tariffs, etc.

Head of State: President Johanna Vogler
Head of Government: As is customary within the Free City, the Secretariat as a whole serves as co-heads of government in general and heads of their specific ministry/department specifically. The Secretariat is expected to meet once every week within the City Hall in a public session, overseen by the President (or his/her Vice with a temporary vote given to a different member of that ministry/department), to discuss matters of governance. Once every other month, a Special Session of the People's Assembly occurs, where the Secretariat meets in the Assembly Chamber to report their actions and clarify reasoning to the People's Assembly; the People's Assembly can also make changes to the Secretariat during this time, as well as vote to make actions legally binding (such as treaties, trade agreements, economic action, etc.).
Nation Capital City: New Amsterdam
Official Territory: See the light-ish purple on the map. The Free City governs all that territory; New Amsterdam proper is, approximately, the IRL NYC borders + Long Island/Jersey City. Semi-autonomous districts/towns exist in all other territory that are, nonetheless, governed by the People's Assembly just as the rest of the Free City is.
Territorial Disputes: None.
Nation Population: Approximately 34 million people throughout its territory, making the Free City - a metropolitan area unto itself - the second largest metropolitan area in the world, with only the Tokyo Metropolitan Area being larger still.
Military Population: Approximately 340,000 people serve in the New Amsterdam Defense Forces, the official military of the Free City of New Amsterdam. Unlike most other militaries in the world, the NADF trains all of its members as soldiers, sailors, and airmen/airwomen - allowing seamless transition between divisions as needed and rotational service throughout their voluntary service. The New Amsterdam City Police/NACP is not considered part of the NADF, but is not very heavily militarized, mostly being used for more general security/policing action, etc. and so its population is not included (though it is not significantly larger than the NADF).
Alliances: The United Nations (c. 1945), North Atlantic Treaty Organization (c. 2000), among others.
Enemies: Currently, the Free City of New Amsterdam officially has no enemies; but generally, the Free City has somewhat cold relations with the People's Republic of China.

The leader of the majority party or majority party coalition becomes the Prime Minister and appoints a cabinet. One of the cabinet positions is the president who is the head of state and controls the military and all foreign policy while domestic policy is left to the Prime Minister. Unlike other cabinet positions who are at the mercy of the Prime Minister the president, as well as the Prime Minister, can only be removed by vote of no confidence.

The nine heads of government of those states form the Union Council. The Council is presided by the Union Chairman. That office is rotated every two years among the member states. The Chairman convenes the meetings of the Union Council and chairs them, but does not have any special powers over the rest of the members of the Council. Together, the Union Council forms the executive branch of the Union government. The legislative branch of the Union is comprised by the Union Senate: every six years, each state elects 20 Senators for a total of 180 Senators. While the Union Council can issue executive actions, legislation affecting the whole of the Union must be approved by the Union Senate. The Union deals with military, foreign, monetary and (to a limited extend) fiscal policy. All the rest are delegated to state level.
2. The second level is that of the states. Each state comprising the Union has broad autonomy to manage internal affairs: taxation (with the exception of a Union income tax and a Union VAT to fund the Union's budget), infrastructure, healthcare, education, cultural affairs, sports, pensions and all other kinds of policies not under Union jurisdiction.
3. On the third level are sub-state subdivisions. Those depend on the state. Russia is a federation while Tajikistan is a unitary republic. As such, both the types and the powers of the subdivisions vary.

Despite the democratic facade, the Union is dominated by the Union Party. Nominally a center-right conservative party, it has established a dominant position in the Union through control of the media and courts, capture of state institutions and electoral fraud. Also, despite the appearance of equality between the member states, Russia is the dominant power and the Russian President Vladimir Putin sets the policies of the Union, even when he is not Union Chairman

History:

The reforms of Mikhail Gorbachev came too late to save the Soviet Union. By 1991, economic and political turmoil began to boil over as the Baltic states chose to secede from the Soviet Union. On 17 March, a referendum was held, in which the vast majority of participating citizens voted in favor of changing the Soviet Union into a renewed federation called the Union State. Despite his best attempts to keep this newly created union together, Gorbachev faced twin crisis at the end of 1991: Ukraine seceded from the Union while Chinese troops grabbed large parts of Central Asia, entirely annexing Kyrgyzstan, as well as Outer Manchuria and the Kuril Islands.

In 1992, the office of the President of the Union State was abolished. Instead, a new office called Union Chairman was established, to be rotated among the leaders of the Union's member states. The first Union Chairman was Boris Yeltsin. With the gravitas of his position (being President of Russia) and the failure of communism (which had less to loss of land and prestige), he pushed forth structural free market reforms: a shock therapy. While this allow the Union State to transition to a market economy, it also created a class of corrupt oligarchs and caused popular unrest as the Soviet welfare institutions were dismantled.

In the 1990s, the Union had to deal with guerilla warfare in the Caucasus waged by Jihadists - both domestic and foreign. Despite his pro-Americanism, Yeltsin was unable to get the Americans to respect the Union. On 31 December 1999, President Yeltsin unexpectedly resigned, handing the post to the recently appointed prime minister and his chosen successor, Vladimir Putin. Even though he was not Union Chairman, Putin became the public face of the Union and the drive behind its decision, using the geopolitical weight of Russia to dominate the other member states.

Putin crushed the Islamist insurgency in the Caucasus in a campaign of shock and awe that saw the region bombarded heavily. As a result of high oil prices, a rise in foreign investment, and prudent economic and fiscal policies, the Union economy grew significantly; dramatically improving standard of living, and increasing its influence in global politics. The success in putting down the revolt in the Caucasus and the high rates of economic growth meant that Putin became immensely popular, even in the other member states of the Union.

Using his popularity, connections with state bureaucracy and oligarchs, and old KGB ties, Putin was able to put Union democracy on a leash. His Union Party - a nominally center-right conservative party - was able to capture state institutions, control the judicial system and earn incredible majorities through controlled media coverage and electoral fraud. Some in the West began to refer to the Union State as the 'Union of Dictators' and 'an alliance of authoritarians'.

Putin's crackdown on democracy and civil society would have put him at odds with the US, had it not been for the rise of socialist China. Both the Union and the US had a common interest in seeing China contained: the US out of anxiety, the Union out of revenge for China's landgrab in the last days of the USSR. Now Putin hopes to use America's antagonism with China to fulfil his dream: the restoration of Russia's historical borders.

Apologies, but Northumbria as a nation predates the Main Point of Divergence (end of Third Anglo-Dutch War) by a significant amount, and I don't see any way for them to reasonably achieve independence. I said there would be leeway for nations that might be somewhat unrealistic, but this was with the understanding that their PODs would take place during or after the Third Anglo-Dutch War, or at some point during the established timeline/closer to modern times (as the Union State player seems to be going for in their WIP app).

The national government of Korea is split into the traditional three branches of government. The Executive Branch is made up of the Chairman/Chairwoman, the Cabinet of Ministers, and the Chancellor. The Chairman/Chairwoman is elected once every 10 years via a convention of the Korean People’s Party, the sole legal party in Korea, and the Chancellor and the Cabinet are appointed to their respective posts by the Chairman/Chairwoman. The legislature is made up of the unicameral 500-member People’s National Assembly, who were once elected by the People’s Committees of their respective districts, but they are now elected by the populace of their districts following democratic reforms in the 70’s and 80’s. The judiciary is made up of a multi-level court system with the highest being the People’s Superior Court.

At the district level, there are two branches of government, the primary being the People’s Committees. These Committees are made up of an uneven amount of representatives, with the number of representatives varying based on the population, and manage both executive and legislative duties. The second branch are the district courts and citizens watch, who are in charge of upholding and enforcing the law.

History: In 1900, the "Australian and New Zealand Federation Act" passed through the Parliaments of Australia and New Zealand, unifying the nations, along with the island of Fiji, into the Australasian Confederation, Elections were held in 1901, putting Richard Seddon and the Australasian Liberal Party into power. Being a New Zealander Progressive, he and his party, along with the Australasian Labour Party joining them, vetoed the attempts by the Australasian Conservative Union to enact a "White Australasian Policy", and instead set out of enshrining native rights across Australasia and making meaningful economic reforms.

The peace and quiet in the South Pacific ended with WWI, which lead to the occupation of what is now known as Papua New Guinea from its former colonial masters. The Australasian Army, formerly known as the Australian and New Zealand Army Corps (ANZACs) fought on almost every front, showing off their skill and becoming known as some of the best soldiers in the world. After this, in 1937, the "Papua New Guinea Federation Act" officially incorporated Papua New Guinea into the Australasian Confederation in time for the Second World War.

In the modern day, the Australasian Confederation is a stable, economically prosperous nation in the South Pacific. The goals of the current government, elected in 2009, is to keep the economy growing and ensure stability in the Confederation. Whether it can live up to these goals, however, remains to be seen.

Government Explanation: The structure of the Ukrainian government is, more or less, similar to the other parliamentary republics in Europe. After nearly two decades of reform, strict anti-corruption measures (thanks to financial incentives from Western governments), and uninterrupted elections and democratic transitions, the Republic of Ukraine has maintained a stable democracy. The Ukrainian judiciary is independent, the Head of State is directly elected in a two-round system, and serves mostly ceremonial functions, though they can veto laws passed by the Verkhovna Rada, which can overturn said veto with a 3/4 vote. The Head of Government is nominated by the Verkhovna Rada (usually the leader of the largest party in the parliament or parliamentary bloc), and they and their cabinet are “appointed” by the Head of State. The Head of Government holds most of the real executive authority. The Verkhovna Rada passes laws, constitutional amendments, and appropriates funds and determines tax revenue - in short, its functions are typical of most legislative bodies.

History: Ukrainian history remains the same as OTL up until 17 March, 1991. As the Soviet Union underwent a referendum to determine the fate of their country, a plurality of Soviets within the Ukrainian SSR voted against the referendum. Some within that camp were hardliners who had wished to return to the pre-Gorbachev system of government, but most were voters who sought independence for Ukraine. Despite the overwhelming success of the Union State referendum that March, many Ukrainians felt dissatisfied with what they perceived to be another ploy to uphold the former Russian SSR as the de facto head of the union. By October of that year, dissatisfaction with Moscow grew into a wave of pro-independence protests, which were followed shortly be crippling strikes in predominantly Ukrainian oblasts. The Ukrainian government, led by Russophiles, violently cracked down on the protests and strikes. The protests and strikes intensified, and the government was forced to resign under the immense public pressure on October 21st, 1991.

The transitional government began the process of establishing a referendum on Ukraine's status within the Union State and, in the event that the results of the referendum were in favor of independence, a constitutional convention. On November 10th, 1991, the referendum was held. The next day, finalized vote tallies showed that 62% of voters were in favor of independence, as opposed to 38% who voted for Ukraine to remain in the Union State. Two weeks later, on November 24th, 1991, a constitutional convention was held in Kyiv. The main points of interest concerned what form of government the new nation would have and the question of its national identity, particularly when it came to language. The Russians present adamantly refused to accept Ukrainian as the national language. In an alternate universe, the Ukrainians would have declared Ukrainian the national language, and Russians and Russophiles would feel the same sting their ancestors had dealt the Ukrainians over centuries under Russian control, giving Moscow pretexts for annexations and border skirmishes. However, in this timeline, the convention hammered out a compromise: while Ukrainian would be deemed the official national language, the constitution would grant the Russian language national recognized status, allowing ethnic Russians to participate in the Ukrainian government and request government services. Additionally, the constitution allowed oblasts to declare that any local language spoken by at least a 10 percent minority of that oblast could be declared official within that area. Conscious of the authoritarian tendencies of the presidential system of the Ukrainian Union State, the convention declared Ukraine would adopt a parliamentary model similar to the ones used in central Europe.

The final constitution was approved by the convention on December 5th. On December 17th, the Ukrainian government declared its formal independence from the Union State, followed by a final referendum approving the constitution on December 27th. Over the decades, under governments left, right, and center, have sought to tackle the corruption that was endemic under the Ukrainian SSR and Ukrainian Union State, establish a functional democracy, and build up their economy. The center-right government that was elected in 1992 made the same mistake as the Union State, applying neoliberal shock therapy policies that banged up the nascent republic's economy and social services. It has taken nearly twenty years for Ukraine to resolve many of its economic and financial woes spurred on as a direct result of these policies, and now enjoys a moderately healthy economy, though it still contends with economic development, technical modernization, wealth inequality, and military modernization.
