Can a stateless person decline member nation citizenship, or do they have to be granted it and then resign it per Section f?

A person who only holds a WA member state's citizenship cannot resign it without acquiring another.

How is an individual supposed to become stateless without the threat that they will be claimed by a WA nation as soon as they enter it. Though they are few and far between there are individuals who choose to be stateless, and this resolution would infringe on their right to do so.

As you state a person with only one citizenship can not resign it without first acquiring another.

Do they need to acquire another WA citizenship? Or would a non WA citizenship be allowed? If the latter, could they then resign their citizenship in the non WA nation and maintain their stateless status should they choose to remain without a state?

This is also a good point, since the resolution is 'End Statelessness' I assume this rules out voluntary statelessness. Clause b5 does kind of leave it open to interpretation if someone's doing it to facilitate "illegal activities." However, clause c doubles down and says it includes people not covered by clause b.
