(DRAFT) INTERNATIONAL JUSTIFICATION FOR CAPITAL PUNISHMENT

Be it enacted by the members and delegates of World Assembly through majority votes assembled:

Section 1:
All nations irrespective of their ideologies, foundations, and principles faces the threats of lawless violence, insurrection or rebellion to overthrow the duly constituted government by means of violence and subversion.
Section 2:
It is therefore apparent for the state to defend itself and its duly constituted government for the furtherance of the security of the citizenry. Every nations therefore reserves their right to suppress these disorders and protect the common good for their people.
Section 3:
Now, therefore I, President of the Republic of The New Philippine' Islands; By virtue of the power vested in me by this World Assembly, as a bonafide member herein and given the rights to propose resolutions by legal means in order to affect the social, internal, international and political structure of our organization; do hereby advocate the legalization of capital punishment for the crimes of insurrection or rebellion against the government in democratic and non democratic countries and bound not to any laws internationally that shall omit their rights to quel insurrection and rebellion and punish respectively any person who may hereafter be guilty for the crimes of insurrection, rebellion, subversion, conspiracy of proposal to commit subscribes. And for all other crimes and offenses committed by them in furtherance for in the occasion thereof or incident thereof or in connection therewith.
Section 4:
This resolution shall be known as the "International Capital Punishment Legalization" and shall immediately take effect upon its passage on the World Assembly.
Section 5:
It is therefore provided under this section that the ignorance from this resolution excuses no one from compliance herewith and it shall be deemed authoritative at all times upon its passage unless otherwise revoke, repeal or declared inconsistent with other passed resolutions.
Section 6:
If otherwise declared inconsistent with other passed resolutions, modifications shall be made accordingly.
Section 7:
If no modifications are made or permitted, other provisions herewith not deemed void shall still be in effect once passed.

Unfortunately it does not. The World Assembly outlawed capital punishment with GAR#535 “Death Penalty Ban” and GAR#545 “Military Death Penalty Ban”. If you wanted to go for having the death penalty, you’d need to repeal those resolutions first.

Very awkward wording that somewhat borders on metagaming. Proposals are enacted based on the majority vote but I do not think you can say exactly how this proposal passes.

Illegal for branding. You don't need to splurge about yourself and all the great and awesome power you have. Read the rules.

I'm pretty sure this is a much more blatant example of metagaming/game mechanics. There's absolutely no reason to include this line even if it is legal; "This proposal passes when this proposal passes!" Such tautological hogwash...

Malcompliance is already handled by a few other resolutions. You don't need to specify that "Compliance is required" because past legislation already guarantees this. This could be yet another illegality for duplication of existing laws.

Illegal for game mechanics; you can't amend or modify a resolution once it passes. It is YOUR job to fix the inconsistencies now, or this will simply be thrown out of the assembly before even getting a chance to vote.

If no modifications are made or permitted, other provisions herewith not deemed void shall still be in effect once passed.

See above: illegal for game mechanics. Proposals either exist or are repealed. You can't have some parts that are voided while others are kept. It's all or nothing. If one part of this proposal contradicts existing legislation (which Hulldom has pointed out there are at least two blatant contradictions) then the whole thing is thrown out.

Start with crafting repeals for GAR 545 and GAR 535 if you ever want a snowball's chance in hell for this passing. As it stands, it is hopelessly illegal and will never get to quorum

As written this is completely illegal for branding, contradicting existing resolutions, and proposal basics of not really doing much of anything.
