Hi, is there anyone who knows to use Racoda's RCES? How many nations should I create per minute?

The site rate-limits nation creation. As long as you create one nation at a time (just like with regular two-step nation creation, don't try to sneakily evade rate limits), you should be good.
Some people also think/hypothesize that if you create no more than one nation per minute, the automatic site rate-limit won't be as restrictive.
