Yes, there are actual morons running the show in Bosnia. But think to yourself, would you be willing to make the exact same mistakes as 25 years ago or do you think that average regular people would want any part in creating the same hell as last time? It's not like the damn country has been frozen in time.

That being said, I am hoping that if Bosnia does dissolve it does so peacefully.

even if an official war doesn't break out i wouldn't be surprised to see paramilitary groups, state-sponsored or otherwise, gain a bit of steam. it happens in every war -- the american civil war had the KKK in reconstruction, WW2 had the soviet partisans as informal paramilitaries and the black brigades as formal paramilitaries, and yugoslavia itself had groups like the SDG and KLA.

That's a fair point, though I'd argue in Yugoslavia all the paramilitary groups got their funding from some sort of government. The Serb volunteers gained traction because the Milošević regime supported them, the KLA wouldn't have got anywhere without US support, etc. Nowadays I don't think any government (except Russia) would be willing to fund any terrorist/paramilitary group like that. Serbian president Vučić has the entire West breathing down his neck (rightfully so!) and the West will definitely be reluctant to let another Bosnian war happen (to keep their credibility intact).

The problem with Srpska and Dodik is that they seem to be more loyal to Russia than to Serbia. Serbia's doing the good ol' balancing act between the East and West, while Srspka is a lot more 'controllable' from the perspective of Russia because they have ZERO ambition to join the EU. Even with that in mind, the reason why I don't think there will be anything big is simply because all the military aged men and women in the region grew up in the aftermath of the 90s and the average person would much much rather emigrate than stay during peacetime, let alone join the military and fight. One of the reasons why the 90s went so badly is because barely anybody realized what was going on until it was too late, Yugoslavia was still locally regarded as 'the final form' of the western Balkans right up until it went off the deep end in 1991.

When it comes to Bosnia breaking up, there is such a bureaucratic mess that prevents anything from happening that I personally cannot see that happening completely violence-free, so I agree with you there. The best-case scenario would have been if the reforms were passed 15 years ago and they somehow got into the EU by now, but not even the simplest legislation can make it through that quagmire of a government. Likewise, there is no possible way for Srpska to join Serbia simply because the West has invested too much time, effort, and money into the status quo. So what we're left with is either another case of the usual Dodik blowing off steam to increase his approval ratings, or hypothetically a Transnistria situation where Srpska separates with Russian backing but then becomes yet another dead-end rump state.

I entirely expect the Croat-Bosniak Federation to jump at the throat of the Srpska Republic because Croat-Bosniak separatism good, Serbian separatism bad, and guess who will side with Croat-Bosniaks and who with Srpska. (yep, NATO and Russia respectively)
