Can someone tell me who is behind of "NoCookies" puppets? All of them are in separate regions and WFEs are repetitive: no cookies for raiders
These puppets don't:
1. answer issues
2. participate in Z/N-days
3. farm cards
4. raid/defend
They do nothing.

I suspect (but I’m not sure!) that they’re owned by XKI or TGW as trophies of former raider regions.

That’s just my theory, though. I’m more inclined to think XKI because TGW tends to have something on the WFE of the region being cleansed of darkspawn.
