OOC 1: Drink spiking has been going on for years - if not decades - but has recently reached epidemic proportions in the UK. OOC 2: The definition of a "nightclub" is based off the definition the Scottish Government is using to enforce its vaccine passport scheme. This should not be interpreted as to mean that I support vaccine passports... I don't.

Applauding GA#577 "Drug Decriminalization Act" for decriminalising the possession of all recreational drugs (including alcohol), without intent to profit from their distribution or to mislead others into consuming those drugs, in all member states, but
Recognising that this body can still take firm action to prevent drink spiking in establishments such as nightclubs which are particularly popular with university students and other young adults, which is nonconsensual and can lead to lasting harm for its victims,
Aware that drink spiking can take many forms, including the insertion of drugs into drinks directly and even through needles, and
Seeking to avoid the destruction of young lives through no fault of their own...
The General Assembly hereby:
- defines a "nightclub" - for the purposes of this resolution - as any business which is open and can serve alcohol to its customers throughout the nighttime, has floor space designated for dancing purposes, and plays music in order to facilitate such dancing,
- requires nightclubs to take effective measures to ensure that drinks are not spiked (such as by placing caps on, or - if necessary - discarding unattended drinks),
- urges nightclubs to search all of their customers for needles, drugs possessed with intent to harm other customers, and other apparata which could be used to spike individuals or their drinks before they enter the nightclub itself,
- suggests - but does not require - that other businesses serving alcohol take those measures described in Article b, and
- expresses its support for all individuals who choose not to patronise non-compliant nightclubs by virtue of their being non-compliant.
