When Can I able to write an issue?

Hello,

In NationStates I am aware that there's a feature given to nations which helps them to write issues. I heard that option pops up when my population reaches 50 million. However till now, I haven't got such an option to write an issue for NationStates.

I believe it becomes available at 250 million, but nothing is stopping you from starting a draft right now!

Open Word or Google Docs or your favorite word processor of choice, write an issue and its synopsis, draft the choices, and then give it a fancy and catchy title
