I took the 28 factions with 50+ members and averaged their members-to-intercepts, and lo and behold, the 170-member Grand Army of the Republic came out on top with an average of 37.61 intercepts per member, beating out The Potato Alliance (36.41, 8109 members), SINGER (35.28, 64 members), and RAILGUN (34.68, 105 members), with Anti-Thaecia Satirically (31.81, 68 members) rounding out the top five.
