Next to or underneath the motto box in settings should be a quote [your leader] checkbox.

Once you unlock your leader at 750 million there will be an option to quote him.

Assuming you mean that you can have your leader name after your motto on your nation page, you need to reach 750 million population to be able to do that.

First, you need to have 750 million population and solve the issue "Follow the Leader". That will allow you to name your national leader!

Once a leader is named, a checkbox that says "Quote [your leader]" will appear next to your motto in the settings. If you click that and save your settings, your motto will be a quote from your leader!
