GENERAL ASSEMBLY
of the
COALITION OF CROWN ALBATROSS


The General Assembly is the main deliberative assembly of the Coalition of Crown Albatross. Composed of all CCA member states, the assembly meets in regular yearly sessions, but emergency sessions can also be called. The assembly is led by a president, elected from among the member states on a rotating regional basis, and 21 vice-presidents. The current General Assembly President is Jakop Kjársson of Caspiaa.

When the General Assembly decides on important questions such as those on peace and security, admission of new members and budgetary matters, a two-thirds majority of those present and voting is required. All other questions are decided by a majority vote. Each member country has one vote. Apart from approval of budgetary matters, resolutions are not binding on the members. The Assembly may make recommendations on any matters within the scope of the CCA, except matters of peace and security that are under consideration by the Security Council.

- IC reminder: The General Assembly does not operate in regards to binding Security Council resolutions. While the General Assembly can vote to condemn nations and propose resolutions, that is the symbolic extent.

Shoassau's Delegate to the CCA, Clara Waismann, stands at the General Assembly podium. Tasked only hours earlier by Prime Minister Gabriel Leitner to bring forward a resolution for condemning Syraranto's recent atmospheric nuclear test in violation of numerous internationally binding treaties and agreements (Referenced here in L'Humanité De Shoassau), she was prepared to do so. She had signaled her intent to speak, and GA President Kjársson gave her the approval in a green light thumbs up. She stood before the General Assembly chamber to the delegates of all CCA nations, and began her address.

"Present members and distinguished dignitaries, we gather in this hollowed chamber here in Tofino often to discuss the issues presented to the world. We have seen time and time again this congress of diplomacy gather to address madmen, terrorists, destruction, and human atrocity. What we have today as you are all aware is the proponent of a culmination of this. The regime of Kyraikos Tasoulas in Syraranto has enabled human suffering on a scale not precedented since the World War. More than 500,000 people dead in their civil war, more than 3 million fled the country, millions more on the brink of starvation, a fractured economy and armed resistance that persists despite the Tyrnitini accords. All of this, an example of depravity and ignorance to his own people, summed in yesterday's events with an unsanctioned and illegal testing of an atmospheric nuclear weapon.

Tasoulas and his regime have broken the confidence of the world. Certainly the Shoassauan government will seek to hold them accountable, as should we all. In accordance with General Assembly policy and recognizing the severity of this situation, in addition to the blatant violation of the Forgeheim Treaty of 1982 outlawing atmospheric testing and undeclared registration of nuclear weapons, the delegation of Shoassau hereby moves to condemn the government of Syraranto. We seek to open the General Assembly floor to conversation, should the honorable delegate President from Caspiaa allow, and imprint the understanding that such acts cannot stand.

We seek to make Syraranto responsible. They must dismantle their nuclear weapons testing facilities, allow international inspectors monitor the process, and open their border to aid supplies for the areas of the country neglected by their federal forces in the brutal civil war which has seen the country suffer.

Disparagingly, perhaps the most, is seeing the Syrarantoan regime ignore the plight of their own people in pursuit of more assets of destruction. What mad individual would seek to invest more in the instruments of death than the benefit of their own country. What good will that bring to anyone other than their depraved selves?

I yield the floor."

"The delegation of Quetana rises in support of the delegation of Shoassau, we likewise move to condemn the government of Syraranto. This should be voted on as quickly as possible by introduction by the honorable Delegate from Caspiaa, and we encourage all peace-loving nations to vote "yes" to condemn if this is the case.

The government of Tasoulas and the rogue regime it has become over the past many years has perpetuated violence and human suffering on a tremendous scale. Such events in human history must be met by a unified international collective, and unfortunately we have often failed as a deliberative body to act. A condemnation is the bare minimum, but we can do more. Sanctions haven't stopped them. Political isolation has not stopped them. It may require the implementation of peacekeeping forces, but that will be up to the Security Council. For now, we must implement the bare minimum, which is this collective condemnation."

The delegation from Kyti supports introducing a condemnation proposal against the government of Syraranto and its nuclear program. We hope to see compliance with the CCA mandates that enforce the restricted production and testing of nuclear weapons. We must strictly and unilaterally lead this effort as an international body committed to continued world peace. Our diplomatic disagreements can continue, disputes and general discourse can continue, but we all must acknowledge the destructive and dangerous course that ignorance will lead us down. If we do not condemn the nuclear programs of Syraranto, we enable their rash boldness to continue to develop and test these weapons, which would lead to a truly horrifying scenario. No nation should be allowed to do what they have done with the precedents set though the non-proliferation agreements and the Treaty of Forgeheim of 1982. We must commit to an end to this dangerous and world-threatening practice.

"On behalf on the government of Syraranto and President Kyraikos Tasoulas, the delegation from Syraranto motions to dismiss this condemnation. The nuclear program of Syraranto is well within its rights to practice testing in any regard as long as it is non-threatening. We perceive this test as a marker for our own protection as a nation, having been aggressed by the international community for years.

Much has been said about our leadership's responsibility for rebuilding the havens of rebellion and terrorism within our borders, while no attention has been paid to the destruction and death caused by those rebellious terrorists. Diverting funds from our legitimate nuclear progress towards the aiding and abetting of our enemy is laughable. Deep down, the common route against this test is fear, but we're doing this in the name of our own protection.

We understand why some nations would perceive this as a threat. But mark our words, Syraranto will continue this pursuit of testing.

The chamber was electrified with activity as delegates interacted back and forth following the statements from Syraranto's delegation aand representative Stelios Afiadis. Basic diplomacy continued despite the pressing matter of Syrarantoan nuclear testing at hand, and slated next as per their intent to speak was Zamastan's Ambassador to the General Assembly Kyleigh Shepard. She didn't step to the forward podium overlooking the chamber, rather she stayed at the Zamastanian delegation's desk area and tapped into her microphone. She put her ear piece in, opened her folders, and had her aides at her side.

"Fellow delegates," she began, "the issue at hand is concerning for a number of reasons, not the least of which is that the modern testing of nuclear weapons and the obvious display of them indicates the strong-man mentality that the Tasoulas regime holds over the dominance and subjugation of its people. Not only does Kyraikos Tasoulas pursue nuclear weapons programs to the neglect of other important sectors in the development of his country, whether it's investing in rebuilding Syraranto's broken infrastructure, healthcare, infrastructure, food and water shortages, but it also shows that he simply does not care about his own people's suffering.

The humanitarian crisis caused by civil war, which has left millions displaced, hundreds of thousands dead, and millions more on the brink of death or displacement, goes ignored by the Tasoulas regime. As we just heard ambassador Afiadis say moments ago, their government blatently refuses to divert resources to their own populace due to lingering feuds and grudges. A nation does not recover through grudges. A nation does not recover if agreements of peace accords are ignored in the aftermath. A nation will continue to deteriorate, and that is what we are seeing in Syraranto. A deterioration caused by ignorance, malicious intent to pursue weapons of mass destruction, and an avoidance of responsibility.

Put aside, if you will, the disagreements of parties in the Tyrnatini II Peace Talks of this previous February. Put aside the methods of peace that were implemented. Put aside the issues raised about the context of the ceasefires, and instead focus on this. Whether or not the peace accords worked or did not, Syraranto is still an unstable territory with proven active nuclear weapons testing. This instability raises concern not just for the destructive and unwarranted pursuit of these weapons, but those who develop and operate them, and for those who wish to see those same individuals forcibly removed from power.

Imagine, if you will, a rebel attack at an active nuclear weapons testing site. Ramifications would be horrific, not only in Syraranto, but in neighboring nations. Directly threatened in the area around Kysiasa Island are millions of people in coastal cities in Syraranto and Constantio, international vessels at sea, and the possibility of worse disaster if radiation from these sites escape into the atmosphere. Don't ignore the fact that these tests are atmospheric, and do not put aside that they are banned under various international agreements all CCA member nations have agreed to as stipulation under their membership to this sacred body. Whether this was an underground test as opposed to an atmospheric test should matter too. Syraranto's government bothers not to even hide the fact they are developing nuclear weapons, and do not ignore the fact that atmospheric tests are far more dangerous for plenty of reasons, which are well known. Notice, rather, the blatant disregard for international law and courtesy. Even nations that the Zamastanian government often disagree with find this arrogance frightening, as we do likewise.

With this said, the Zamastanian delegation hereby supports the delegation from Shoassau and moves to introduce a motion to condemn the Syrarantoan government, President Kyraikos Tasoulas, and demand an end to and a dismantling of Syraranto's nuclear weapons testing and production facilities. Should the Syrarantoan government not comply with the demands of the collective body of the Coalition of Crown Albatross, serious measures must be taken.

Ambassador to the CCA Aleksei Yegorovich presented Beleroskov's intent to pursue a condemnation of Syraranto in the GA.

"This worrisome act by the government of Syraranto in a rogue and unsanctioned nuclear weapons test threatens the security of the world. We must take serious action as the international monitoring body that we operate as collectively. We motion to support the proposal to introduce a vote of condemnation against Syraranto's nuclear program."

After hearing Kossmil allies of Beleroskov's and Peoratia making statements of condemning the Syrarantoan government, Nikita Malenkov of the Kossmilian delegate to the CCA has now stands up from the Kossmilian delegation's desk area with a sheet of paper in one hand while his other hand going into his suit jacket as he quickly pulled out round glasses, he put it on and he then starts reading out loud.

“The Kossmilian Government has forward the motion to condemn the Syrarantoan government for their illegal act of nuclear weapons testing which violates the terms of Forgeheim Treaty which was agreed back on 1982. These testing posed a direct threat to world security as a whole and it especially dangerous to the Nortua and northern Adula, we suggest harsh sanctions to the Syrarantoan government if they don’t stop the nuclear weapons testing.”

After saying that, Malenkov then sat down and place the sheet of paper back on on the Kossmilian delegation's desk.

As she reaches the forward podium, she puts down her briefcase and lays her pointer on the desk. She looks toward the projector operator, who nods in turn that the projection for her presentation is ready. She adjusts the microphone, clears her throat, and then begins her speech in English.

"Fellow delegates, members of the Coalition of Crown Albatross. For years, the arbitration and monitoring of telecommunication and internet-related codes has been lacking. Many countries have no designated calling code, still others have the same as other nations. Our nations could do with a standardised system that respects geography, that allows for clarity, and a necessary organisation of our tangled lines of communication."

"Skarmia proposes the creation of a Coalition Telecommunications Union, which will oversee the granting and maintenance of international calling codes and internet TLDs. The Union will have an opt-out system, and members may implement the benefits of this initiative as they choose. Much of the administrative work for this initiative has already been completed."

She clicks her remote, bringing up a map[1], showing Skarmia's proposed allocation of international calling codes, coloured by the first number of each code, "But how did we arrive at this map, you might ask. For every region of our continent, we surveyed to see where the largest countries and the smallest countries resided. If a continent had a number of larger nations, then the continent would be split, giving each region a different first number and colour on this map. Adula is a prime example of this - the Cadairi region begins with the number 2, following our proposal to give Cadair itself the base prefix of 20. Regions that have one solidly dominant country, like Yuan in West Ausiana, those countries' prefixes generally follow this pattern. For regions like Somodi and South Adula, which were grouped together on the basis of having very similarly-sized large countries, they are given a two-number prefix, for which smaller countries can be derived. As such, if you see a number beginning with '32' or '33', even if there is another number after it on the code, you know that it is from the larger island of South Adula."

"We have attempted not to meddle with prior calling codes too much. Hence, for example, why Vulkaria's code is 720 - a country previously held a code of 72, which was numerically to be allocated to Vulkaria by our administrative team. However, we believe this is a good compromise, especially while systems adapt to any changes proposed - 72 can redirect to the country it originally represented, while 720 refers now just to Vulkaria."

"This is another matter - as countries change, the need for a different code might arise. We propose that within the infrastructure of the CTU, a system is put in place to allow member-states to change their calling codes, obviously within the caveat that regional consistency ought to be maintained if possible. This will be part of the ongoing job of the Union - to maintain the codes as they are made, and change them as requested officially."

She clicks again, bringing up a spreadsheet; "Similarly, internet Top Level Domains are to be reserved for each country compliant with the CTU. Simply put, this means that countries can use whatever national TLD they want to use, but that a guaranteed two-letter TLD is assigned to them by the Coalition for use if they desire it. Rio Palito can definitely still use their current TLD, .ripa, but they are also free to select the CTU's reserved TLD, .rp, if they so wished."

The Kaoroan representative, Antono Ukas, motions to speak.

“The Federal States of Kaoro supports the initiative to establish a Coalition-wide union which is to manage TLDs and calling codes. This motion will formalize, standardize and unite International communication, which is a necessary need with current technology and systems. The establishment of an International CTU should be managed and developed by every Coalition member being able to take part.”

After establishing Kaoro’s support towards the motion, he walks back to the Kaoroan seat.

Ambassador to the CCA, Taaj el-Shehata, stands to address, adjusting his microphone and signaling the General Assembly President Jakop Kjársson for a motion to speak.

"On behalf of the delegation from the Islamic Republic of Emmiria, we wholeheartedly agree with and endorse this proposal by the federation of Skarmia. Our government has used a standardized version under our own accordance and we have faced a certain degree of confusion in the process of dealing with communications with our partners internationally, so this proposal is certain to bring a sense of formality and unison in operating with this system."
