IC: "As interim leader, before elections take place, I believe we should vote on creating a Liberty and Democracy branch so that the members of that particular branch can oversee said election." Said Julian.
OOC: This is partially because OP cannot count votes as well as others can, as well as a method to prevent electoral fraud during these elections. Candidates can still present themselves for the election and create campaigns. As for the proposal itself, it can be found here: https://www.nationstates.net/page=dispatch/id=1636438
"Let us commence debate on the Democratic Institutions Act. If passed, this act would induct the remnants of the International Consortium of Democratic Nations into the Global Alliance alongside the North Atlantic Treaty Organization and Coalition of Trade, Diplomacy and Democracy. All 3 alliances would be consolidated into one branch dedicated to Liberty and Democracy. As such, the L&D Branch of the Global Alliance would be able to oversee the upcoming elections, count votes, investigate signs of electoral fraud, cooperate with other branches such as the Anti-Slavery and National Sovereignty branches, as well as branches that are to be created after elections, and the L&D would also be in control of all GA Peacekeeping Forces. The amount of soldiers needed for the peacekeeping force will be determined and voted on after the election. Now, with that in mind, there's also 3 important things about this act. Firstly, the General Assembly could call on the GA Peacekeeping Force to protect civilians until full-on GA military intervention is required in bloody conflicts. Secondly, the L&D has the right to call for a vote in the General Assembly to join in wars as a neutral third party and take care of the wounded whilst protecting noncombatants and delivering crucial aid to areas and families caught in the crossfire. Finally, the L&D branch has the right to oversee democratic elections and secure electoral transitions of powers in colonies or in nations that have lost against the GA or its allies in full out wars. Not only that, but upon the creation of other democratic institutions, if one or more of said institutions wishes to join the Global Alliance, this act would have to be revised, debated, and voted upon once again. Now, debate can commence." Said Julian.
